GENERAL DEFINITION
This is administrative and supervisory work directing a staff of field investigators engaged in gathering facts to determine compliance with federal, state and/or local laws and regulations pertaining to the area of assignment. The position in the Elections assignment supervises staff performing the investigation of voter registration eligibility and the securing and inspection of polling sites in the Office of the City Commissioners. The position in the City Controller assignment supervises staff performing investigations and/or special inquiries into allegations of fraud, government waste, corruption, misconduct, unethical conduct, other illegal or prohibited activities of City employees and officials, contractors and users of City services. Contact with the general public and supervision of field investigatory and inspectional personnel and clerical personnel are significant aspects of the work.
Assignments require evaluative thinking and are carried out in accordance with standard supervisory and investigatory practices and general work instructions. An employee in this class has controlling responsibility for investigations in the area of assignment. Work is performed under the supervision of an administrative superior.
ALLOCATING FACTORS (The following conditions must be met for a position to be allocated to this class):
1. The position must supervise staff in the conduct of investigations to determine compliance with federal, state and/or local laws and regulations pertaining to voter registration eligibility and the securing and inspection of polling sites or pertaining to investigations and/or special inquiries into allegations of fraud or abuse of City funds.
2. Only one position will be allocated to the Office of the City Commissioners and one position to the Office of the City Controller.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Assigns work to a group of field personnel inspecting present and proposed polling sites; reviews inspection reports for accuracy and adequacy and recommends further action; assists and advises subordinates in unusual or difficult assignments; gives advice on inspectional procedures; accompanies subordinates on inspections to assure that inspections are being carried out properly and efficiently.
Implements general policies of investigation procedures and techniques; assigns, through subordinate supervisors, the work of group field investigatory personnel; determines work priorities and establishes deadlines on assignments; reviews investigation reports.
Performs related work as required.
CITY CONTROLLER ASSIGNMENT
Supervises a staff of investigators responsible for investigations and/or special inquiries into allegations of fraud, government waste, corruption, misconduct, unethical conduct, other illegal or prohibited activities of City employees and officials, contractors and users of City services.
Identifies potential areas at risk for fraud, waste or abuse; collects, evaluates and prepares evidence for presentation to department officials for introduction at administrative proceedings and/or prosecutorial authorities for actions deemed appropriate.
Reviews work of staff and ensures procedures are followed according to departmental standards and local ordinances.
Prepares and maintains complete, detailed unit reports of investigations and makes recommendations to management for future investigations.
ELECTIONS ASSIGNMENT
Pursuant to Federal and State laws, develops overall annual schedule of voter registration investigations; supervises the updating of registration records.
Supervises, through subordinates, a group of clerical personnel engaged in processing the paper work relative to the field investigations.
Establishes training programs and conducts training sessions for clerical and field personnel.
Performs investigations of the most complex and sensitive cases requiring extreme tact and judgment; gives information at hearings concerning findings of investigations.
Interviews persons subpoenaed before the City Commissioners in order to obtain evidence or resolve cases before formal hearings.
Makes periodic analytical studies of unit’s organizational and operational procedures and makes recommendations for improvements.
Prepares and maintains complete, detailed unit reports and records.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/17.)
EDUCATION:
Education equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE:
Three years of experience in field investigation and inspection work involving a substantial degree of public contact or in a supervisory capacity directing employees performing field work, or supervising the preparation and maintenance of material required for elections.
AND
SPECIFIC EXPERIENCE:
OPTION 1:
One year of supervisory work in the conformance to the election laws of Pennsylvania pertaining to voters’ registration and polling site inspections in the Office of the City Commissioners.
OPTION 2:
One year of supervisory experience in investigations of fraud or abuse involving City funds in the Office of the City Controller.
Any equivalent combination of acceptable education and experience, which has included the specific experience.
NOTE: Selective Factor Certification may be utilized, as needed, to fill specific positions. In accordance with Civil Service Regulation 11.032 - Selective Factor Certification - the appointing authority may request certification of eligible candidates with the specified experience to fill specific positions in this class. Certification to fill such position will be made from the two highest-ranking eligible candidates on the eligible list who possess the specified experience.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to meet approved minimal physical and medical standards.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license issued by the Commonwealth of Pennsylvania prior to appointment as an Election/Fraud Field Investigator Supervisor.
