ELECTION FIELD INVESTIGATOR 2

  This is supervisory work directing the activities of a group of field employees engaged in investigating voters' registrations and securing and inspecting polling sites. Employees conduct investigations involving ethics violations and the more complex and sensitive cases. Contact with the general public is a significant aspect of the work. Work is performed under the supervision of an administrative superior. Employees in this class interpret laws, codes and regulations as they apply to the conduct of elections.

  Assigns work to a group of field personnel engaged in investigating voters' registrations and securing and inspecting polling sites; reviews, critiques and corrects work in progress and at completion in order to maintain quality and efficiency; trains new employees in inspection and investigative methods and techniques.

  Explains various methods and techniques to be used in the more difficult cases.

  Performs investigations of the more complex and sensitive cases including those generated by mail registration; testifies at hearings concerning findings of investigations.

  Investigates complaints of ethics violations.

  Interviews persons subpoenaed before authorized voters' registration agency in order to obtain evidence or resolve cases before formal hearings.

  Trains election officials in election procedures.

  Answers Election Day questions and complaints received from polling sites and individuals.

  Supervises a group of field employees engaged in the following activities:

• Distributing election material to election officials.
• Tabulating election vote counts.
• Filling out and distributing poll watcher certificates.
• Posting notices of changes in polling places, wards or division boundaries.
• Distributing voter registration applications.

  Prepares and maintains records and reports.

  Performs related work as required.

KNOWLEDGE OF:
• Federal and State election laws, especially those pertaining to voter registration and inspection of polling sites
• the public relations techniques necessary in providing a high degree of service to the general public
• field investigation and inspection techniques
ABILITY TO:
• supervise a group of field personnel engaged in inspection, investigation and public contact tasks
• use a considerable degree of tact, diplomacy and judgment in dealing with the general public
• maintain records and prepare a variety of reports
• establish and maintain effective working relationships with the general public, officials and associates

EDUCATION

Education equivalent to completion of the twelfth school grade.

AND
EXPERIENCE:

Two years of experience in field investigation and inspection work involving a substantial degree of public contact, one year of which has involved investigating voter registration eligibility and inspecting polling sites.

OR


Any equivalent combination of education and experience.

Ability to meet approved minimum physical and medical standards.

Possession of a valid proper class motor vehicle operator's license issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Election Field Investigator 2 if required by work assignment.
