REVENUE INVESTIGATION MANAGER

 

GENERAL DEFINITION

 

            This is revenue investigation work at the second supervisory level directing the work activities of a large staff of field investigators engaged in gathering facts in order to effect the collection of delinquent water/sewer collections and/or tax collections owed the City and/or School District.  Contact with the general public and representatives of other departments or agencies in order to coordinate investigative and collection efforts is of major significance to the work.  Work is performed under the direction of an administrative superior. 

 

ALLOCATING FACTORS:   (The following conditions must be met for a position to be allocated to this class.)

 

•           The employee must direct, through subordinate supervisors, the work of a large staff of field investigators engaged in gathering facts in order to effect the collection of delinquent water/sewer bills and/or taxes owed the City and/or School District.

•           The positions must be located in the Revenue Department. 

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Directs, through subordinate supervisors, the work of a large staff of field investigators and other employees engaged in gathering facts and recording pertinent information as an aid in effecting the collection of delinquent water/sewer bills and/or taxes including water, real estate, wage, use and occupancy, school income, and business taxes; collects delinquent water/sewer bills and/or taxes; coordinates investigation and collection efforts with other City departments and agencies; interviews and selects new investigators; directs their orientation and training by the supervisory staff. 

            Receives and reviews requests for investigations from revenue officials and representa­tives of other city departments and agencies; determines priority and scope of investigations; rates and assigns cases to subordinate supervisors; issues special instructions in the conduct of unusual or difficult investigations; determines propriety of recommended billings or adjustments.

            Monitors the progress of investigations through meetings with subordinate supervisors, reviews of periodic and special reports, and personal observation; makes field visits or telephone contacts as needed to assure that investigations are proceeding expeditiously and properly or to resolve problems of unusual complexity; enters data and prepares statistical reports through the use of personal and departmental computers.

            Studies reports of investigations to ascertain that requested information has been gathered in the field and that findings have been substantiated by relevant facts; develops investigative standards and productivity levels for conducting field and office studies and for preparing and processing reports; develops staff training programs and oversees the instruction of the staff in investigative techniques as carried out by the subordinate supervisors.

            Confers with revenue and other departmental and agency officials to plan investigation programs and to discuss findings of field and office staff and recommendations made by subordinate supervisors; develops orderly processing of requests for investigations as well as the prompt reporting of conclusions and recommendations; participates with other departmental and agency staff in special enforcement efforts designed to enhance the collection of revenues due the City.

            Supervises a small clerical staff engaged in processing reports of field and office investigations, requests for studies, typing reports of the section's activities, and maintaining files of records and correspondence.

            Explains tax laws, investigation procedures, and policies to taxpayers and their representatives; testifies before quasi-judicial agencies.

            Performs related work as required.

 

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•           field and office investigation methods and techniques

•           investigation record keeping procedures and techniques

•           tax or water/sewer collections practices

•           the procedures used to effect the collection of revenues owned the City and/or the School District

•           revenue statutes and ordinance as related to the assigned revenue investigation program

•           the methods and techniques of dealing with the general public in investigational situations

•           supervisory methods and techniques

 

SKILL IN

 

•           coordinating the activities of investigatory, collection and clerical personnel to maximize the receipt of monies owed

 

ABILITY TO:

 

•           direct a large staff of investigators engaged in gathering facts in order to effect the collection of revenues

•           ascertain facts from information gathered from investigations

•           interpret municipal revenue ordinances and regulations

•           use tact, diplomacy, and judgment in dealing with the general public

•           learn computer applications and capabilities to develop new and improve existing information systems

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 6/18.)

 

EDUCATION:

 

            Education equivalent to completion of the twelfth school grade.

 

AND

GENERAL EXPERIENCE:

 

            Three years of field investigation work gathering facts in order to effect the collection of delinquent taxes or water/sewer bills

 

AND

SPECIFIC EXPERIENCE:

 

            One year of supervisory investigation work directing the activities of a staff of field investigations involved in gathering facts in order to effect the collection of taxes or water/sewer bills.

           

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience described above.

 

NOTE:

 

            Selective Factor may be utilized, as needed, to fill specific positions. In accordance with Civil Service Regulation 11.032 – Selective Factor Certification – The appointing authority may request certification of eligible candidates with the specified experience to fill specific positions in this class. Certification to fill such position will be made from the two highest ranking eligible candidates on the eligible list who possess the specified qualification.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
