This is field work performing investigations to resolve the more complex traffic control problems such as those initiated by community groups or protestors. An employee in this class either performs construction inspections of major federally funded traffic engineering projects, or supervises lower level employees engaged in investigating the need for traffic control devices and recommending corrective action. Meeting with protestors and community groups to ascertain traffic complaints and explain appropriate corrective measures and contact with private contractors to resolve complaints are significant aspects of the work. An employee in this class also performs inspectional functions for other traffic engineering units in conjunction with maintaining or investigating urban traffic programs or projects. Work is performed under the supervision of a technical supervisor.
Investigates complaints; meets with citizens, community groups, organizations, and other departments regarding urban traffic complaints; gathers information from the field and office such as street width, traffic controls, hardware locations, traffic patterns, visibility, type of surrounding area, vehicles and pedestrian counts, radar check and other pertinent data; accompanies police to discuss with demonstrators reason for protest; recommends corrective actions and alternatives to community groups.
Performs inspection functions on federally funded and traffic engineering projects; inspects work on new traffic signal installations performed by private contractors; conducts inspection of work in progress to ensure compliance with contract specifications and plans such as the quality and quantity of materials used, conduit elevation and outlets, and the alignment and placement of traffic policies; informs contractor and supervisor of non-compliance and completion of work; maintains necessary contract documentation and certifies quantity and quality of work for payment purposes.
Receives requests and complaints from the general public, supervisors and other city officials regarding urban traffic problems; assigns work to the appropriate investigator and reviews submitted recommendations and all pertinent documentation; advises subordinates concerning unusual or more difficult urban traffic complaints and problems; determines need for ordinances.
Prepares and reviews plans and specifications of existing and proposed streets, highways, and intersections supplied by private contractors; recommends most feasible plans and specifications based on information related to urban traffic standards and regulations.
Reviews specifications and plans for all work on City streets maintained by the state; ensures proposed work is consistent with departmental standards and does not effect existing signals; checks on materials used such as: junction boxes, handholds and wiring; makes necessary changes and notifies appropriate authorities; meets with state representatives and contractors to resolve problems; attends pre-bid meeting to explain traffic code stipulations and contract specifications.
Performs related work as required.
Education equivalent to the completion of the twelfth school grade.
ANDThree years of experience in traffic data collection and inspection, one year of which shall have been investigating problem traffic areas and recommending corrective action; or one year reviewing contract plans, specifications and various types of permits to determine the effect of construction on traffic flow.
ORAny equivalent combination of education and experience determined to be acceptable by the Office of Human Resources.
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATESPossession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment as a Traffic Investigator 2, if required by work assignment.
