AIRPORT OPERATIONS AGENT
GENERAL DEFINITION
This is airport operations work, at a large hub airport, patrolling and inspecting airport air field, landside and terminal areas for specific safety hazards, security breaches and operations and maintenance problems. Employees in this class are responsible for conducting on-going inspections of assigned airport areas to ensure proper adherence to airport rules, regulations, and safety procedures. Employees are assigned to cover designated shifts, including evenings, weekends, and holidays. Work involves some disagreeable aspects. Work is performed under the supervision of higher-level airport operations personnel.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- The position must be responsible for patrolling and inspecting assigned airport areas for specific types of airport safety and security violations and operational and maintenance problems.
- The position must report to higher-level airport operations personnel.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Patrols airport runways, taxiways and ramps to inspect for the presence of hazards such as improperly working lights, broken pavement, debris, fuel or oil spillage, or ice and snow on airfield and prepares self inspection report; patrols airfield for the presence of wildlife; utilizes frightening/harassment techniques to disperse wildlife hazards; removes and identifies dead wildlife from active movement areas.
- Removes debris and other obstructions in air operations area; erects barricades, flags, blinking lights and/or cones around ditches or other hazards; directs pedestrians, vehicles and/or aircraft around emergency or danger areas; contacts higher-level operations personnel and air traffic control tower to report any unsafe conditions when found; provides escorts for aircraft under tow or during inclement weather; prepares aircraft movement reports; collects landing and service fees from non-scheduled aircraft and completes collection reports as required; explains airport rules and regulations to pilots, tenants, and employees; issues airport violations.
- Patrols perimeter of airport checking all gates and entry points for security considerations; patrols airfield and other restricted areas and challenges any individuals not displaying proper identification; provides escorts for aircraft and vehicles as necessary; performs ID/badge security checks at restricted area access points required; responds to security/fire exit door alarms; reports any violation of FAA and airport rules and regulations; participates in airfield construction; responds to emergency situations such as bomb scares, hijacking, fires, accidents, etc as directed by the operations supervisor.
- Conducts daily inspections of terminal facilities for safety hazards, security breaches, and maintenance problems and prepares daily reports; monitors actions and operations of tenants for violations of rules, regulations and leases and operational agreements; monitors construction activity in or about the terminal facility; assists in the coordination of passenger traffic as necessary; assists in the coordination of emergency activities as directed; provide assistance to the traveling public whenever possible; assists in terminal management duties.
- Conduct airport roadway inspections for hazards, traffic congestion, and proper signage; enforce airport rules and regulations relating to grounds transportation activities; inspect/monitor the operation of employee parking areas; assists in the administration of professional service contracts; assists in landside management duties as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- federal rules and regulations and procedures governing activities and operations on the airfield, in the terminal buildings and on the landside areas of a large hub airport, including, but not limited to, the federal aviation regulations- parts 139, 107 and 77, and the airport rules and regulations.
- the various safety hazards, security breaches and maintenance problems at a large hub international airport.
ABILITY TO:
- learn federal, state and local rules, regulations and procedures governing activities and operations on terminals, grounds and airfields of a large airport.
- act calmly, quickly and effectively under emergency conditions.
- maintain routine records and to prepare reports.
- establish and maintain effective working relationships with associates and the public.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/99.)
EDUCATION
- Completion of 60 credit hours at an accredited college or university, which has included 24 credit hours in aviation management.
AND
GENERAL EXPERIENCE
- One year of experience in airport administration, maintenance or operations, which has included airport authorized training in airport safety and security and the regulations governing the movement of planes, pedestrians and vehicular traffic.
Or any equivalent combination of acceptable education and experience determined to be acceptable by the Personnel Department, which has included 24 credit hours in aviation management.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Airport Operations Agent.
NOTE:
Employees who have been paid as an Airport Field Attendant for a cumulative period of 18 months will be admitted to compete for Airport Operations Agent positions for the first assessment only.
