LIBRARY SECURITY SERVICES MANAGER

 

GENERAL DEFINITION

 

            This is administrative and technical security work directing, through subordinate supervisors, a comprehensive security services program, including computerized security systems, for the city-wide public library system. The employee in this class is responsible for directing city and contracted guards providing security and investigative services to ensure the protection of Library patrons, facilities, collections, and all other moveable properties.  Work includes conducting or directing investigations of criminal or civil complaints and supervising an around-the-clock operation for enforcing security; and adherence to rules of conduct, theft prevention, vandalism, and other acts of trespass against the Free Library and its collections.   Establishing and maintaining relationships with law enforcement agencies, departmental administrators, and other City agencies are significant aspects of the work.  Work is performed under the direction of a higher-level administrator.

 

ALLOCATING FACTORS:   (The following conditions must be met for a position to be allocated to this class.)

 

1.         The employee must direct an around-the-clock security operation for the Free Library.

2.         The employee must direct, through subordinate supervisors, all security and investigative activities for the library system.

3.         Only one position may be allocated to this class.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Directs, through subordinate supervisors, the provision of security services at all branches of the Free Library system; deploys security personnel; integrates deployment of personnel with video and other electronic surveillance equipment; evaluates the security needs of all facilities; develops goals and objectives of the security operation determines staff structure, deployment, and surveillance equipment required to meet objectives; evaluates effectiveness of program; directs the development and implementation of policies and procedures relating to computerized security, physical security, internal and external investigations.

            Confers with subordinate supervisors regarding security of library property; sets performance standards for security personnel; selects, orients, and trains new personnel; evaluates their progress through consultation with subordinate supervisors, library supervisors, and personal observation.

            Develops programs and procedures intended to monitor the activities of department employees and contractors; develops standards for determining appropriate employee and contractor access to library facilities; develops security procedures and coordinates visits of dignitaries, celebrities, and other noted persons; consults with city, state, and federal agencies for interpretation or application of regulations applying to Library security operations.

            Directs the development and implementation of computerized security systems for the Library; trains staff in the use of specialized security equipment; evaluates security systems and other new equipment on the market and adapts such equipment to expand security capability; directs activities of contracted security personnel; negotiates terms of contract.      

            Initiates and coordinates investigations of civil and criminal complaints; directs investigations that are sensitive or complex; oversees surveillance; testifies in court as expert witness; directs preparation of evidence, statements and other technical support data for department legal counsel in pre-litigation; interviews complainants and suspects; collects and evaluates evidence; recommends continuation of investigation or notifies law enforcement officials of suspected violations.

            Performs as liaison to the Court system and law enforcement in criminal/civil cases initiated by the judicial system against the library or its employees; coordinates the dissemination of information as requested by the courts or law enforcement; performs as liaison to the Inspector General's Office, investigating complaints involving the Free Library generated through the Inspector's Office.

            Prepares operating budget proposal for the security program; monitors overtime expenditures; directs the preparation of work schedules.

            Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 6/19.)

 

EDUCATION:

 

            Completion of the twelfth school grade.

 

AND

GENERAL EXPERIENCE:

 

            Four years of experience performing security or investigatory work.

 

AND

SPECIFIC EXPERIENCE:

 

            Three years of supervisory experience directing security services for an educational campus, or municipal, commercial or industrial building/facility.

 

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included the specific experience.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

            Possession of a valid, proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Library Security Services Manager.
