SECURITY OFFICER III
GENERAL DEFINITION
This is supervisory security and investigatory work directing an around-the-clock security
program for a municipal facility or installation. An employee in this class supervises through
subordinate supervisors a staff of security officers responsible for enforcing the security and
conduct, rules and regulations for a municipal facility or installation to prevent disruptive and
illegal actions, theft and vandalism, initiates and performs investigations of all reported
incidents; and implements the in-service training program in security techniques. Directing the
activities of security officers, and contact with law enforcement officials, public officials and
general public are major aspects of the work. Work is performed under the supervision of an
administrative superior.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Implements and enforces an around-the-clock security program at a municipal facility or
installation; recommends and institutes approved measures to prevent theft of property, to insure
proper and adequate responses, and to protect against theft, fire, vandalism and disruptive and
illegal actions; establishes procedures for screening visitors, inspecting motor vehicles entering
and leaving the grounds, and reporting fire, vandalism and other disturbances; confers with
administrative personnel to recommend new security policies and procedures; discusses methods
to advise staff of new procedures and departmental policies.
- Prepares work schedules based upon need for continuous coverage, shift requirements
and available manpower; plans work assignments for security personnel; alters work schedule
and assignments as required.
- Patrols grounds and facility to determine if any breaches of security exist, to ascertain
that all security personnel are at their assigned stations and to insure compliance with safety
standards; reviews incident and accident reports for conformance to format, parties involved,
explanation of facts, action taken and any further actions required.
- Investigates incidents, accidents, vandalism and other reported problems; interviews
parties involved and witnesses; obtains description of alleged violators, stolen property and
sequence of events; plans the surveillance of an area; arrests and detains alleged violators until
arrival of police; discusses findings with police officers; prepares report of findings,
conclusions and recommendations to remedy any reoccurrence.
- Patrols parking areas for illegal parking, unauthorized vehicles and obstructions to traffic
flow; inquires if unauthorized vehicle has valid reason for entrance; instructs owner to remove
vehicle; contacts police to ticket and/or remove vehicle.
- Interviews candidates for security officer positions; contacts candidate's past employers;
evaluates and discusses employee's progress with supervisor; submits recommendation for
retaining employee.
- Implements in-service training program in security techniques; instructs and orients new
employees in security techniques, duty assignments and special security problems; explains new
directives or regulations; arranges training on arrest procedures and firearms use; reviews
publications for training courses; submits recommendations to superiors.
- Maintains appropriate records and prepares reports.
- Performs related work as required.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 5/77.)
- Education equivalent to completion of the twelfth school grade.
- Four years of experience enforcing the security and conduct, rules and regulations for
a municipal facility or installation to prevent disruptive and illegal actions, entry of
unauthorized individuals and vehicles, theft and vandalism, two years of which shall have
been supervising these activities.
Or any equivalent combination of education and experience determined acceptable by the
Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Security Officer III if required by work assignment.
- Possession of a Security Officer's Commission issued by the City of Philadelphia prior to appointment and during tenure of employment as a Security Officer III if required by work assignment.
