SECURITY OFFICER 2
GENERAL DEFINITION
This is protective work supervising on an assigned shift a group of security officers responsible for enforcing the security and conduct rules and regulations for a municipal facility or installation to prevent disruptive and illegal actions, entry of unauthorized individuals and vehicles, theft and vandalism. Employees in this class assign lower level security officers to specific stations, patrol the facility or installation, review incident reports, train new employees and apprehend and detain individuals committing illegal actions. Regulating the activities of the public, supervising a group of security officers and contact with public and law enforcement officials are significant aspects of the work.
Work is performed under the supervision of a higher level security officer or administrative superior and this involves some disagreeable aspects and light physical effort.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Assigns subordinates to specific duty stations within municipal facilities or installations; patrols facilities or installations to observe the activities of subordinates; reviews incident reports and recommends further action if required; makes preliminary investigations of accidents, burglaries and other incidents.
- Provides on-the-job instruction and orientation to new employees; advises security force of new policies and procedures.
- Quells disturbances by speaking to, evicting or segregating the individuals; apprehends and detains individuals committing disruptive or illegal actions; notifies superiors or police if further action is required; testifies in court as arresting officer.
- Inspects the buildings and grounds for unauthorized personnel and vehicles, signs of vandalism, fire hazards and illegal entry; performs surveillance of areas within the municipal facility or installation in which a pattern of crime has been established.
- Inspects permits to admit authorized personnel and vehicles; admits or bars visitors or vehicles; inspects vehicles and packages for stolen goods; enforces speed and parking regulations; directs visitors and vehicles to a given area.
- Assists in the evacuation of buildings during bomb scares and fire reports; escorts cashiers to safes or banks; deposits money.
- Evaluates all forms and reports submitted by subordinates and makes corrections when needed.
- Maintains inventory of supplies and equipment needed for all security functions.
- Oversees and monitors the records of periodic weather observations at a municipal airport; collection of landing fees for all non-commercial aircraft; security at the airport and environs; airfield inspections and perimeter checks; recording of all air traffic on runway for noise abatement purposes; enforcement of rules and regulations of federal, state and local governments associated with the aviation activities of the airport.
- Operates an automotive vehicle to transport residents of the City's youth detention facility to and from clinic and hospital appointments and placement facilities.
- Submits written reports of tour activities.
- Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 5/77.)
EDUCATION
- Education equivalent to completion of the twelfth school grade.
AND
EXPERIENCE
- Two years of experience enforcing the security and conduct rules and regulations for a municipal facility or installation to prevent disruptive and illegal actions, entry of unauthorized individuals and vehicles, theft and vandalism.
OR
Any equivalent combination of education and experience determined acceptable by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid motor vehicle operator's license issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Security Officer 2, if required by work assignment.
- Possession of a Security Officer's Commission issued by the City of Philadelphia prior to and during tenure of employment as a Security Officer 2, if required by work assignment.
- Possession of a Weather Observation Certificate issued by the U.S. Weather Bureau during tenure of employment as a Security Officer 2 if required by work assignment.
- Possession of a Restricted Radio Operator's License during tenure of employment as a Security Officer 2 if required by work assignment.
