GENERAL DEFINITION

This is protective work enforcing on an assigned shift the security and conduct, rules and regulations of a municipal facility or installation to prevent disruptive and illegal actions, entry of unauthorized individuals and vehicles, theft and vandalism. Work involves investigating accidents, apprehending and detaining individuals committing illegal actions, and testifying in court. Contact with the general public and law enforcement officials is a significant aspect of the work. Work is performed under the close supervision of a higher level security officer or administrative superior, and involves some disagreeable aspects and light physical effort.

BOTH SPECIALTIES

Patrols an assigned area; inspects buildings and grounds for unauthorized personnel and vehicles, signs of vandalism, fire hazards and illegal entry; performs surveillance of areas within facilities or installations in which a pattern of crimes has been established.

Quells disturbances by speaking to, evicting or segregating the individuals; apprehends and detains individuals committing unlawful acts; notifies superiors or police if further actions are required; testifies in court as arresting officer.

Inspects permits to admit authorized personnel and vehicles; admits or bars visitors or vehicles in accordance with instructions and regulations; inspects vehicles and packages for stolen goods; enforces speed and parking regulations; directs visitors and vehicles to a given area.

Assists in the evacuation of buildings during bomb scares and fire reports; escorts cashiers to safes or banks; deposits money.

Makes and records periodic weather observations at a municipal airport; collects landing fees for all non-commercial aircraft; maintains security at the airport and environs; performs airfield inspections and perimeter checks; records all air traffic on runway for noise abatement purposes; enforces rules and regulations of federal, state and local governments associated with the aviation activities of the airport.

Operates an automotive vehicle to transport residents of the City's youth detention facility to and from clinic and hospital appointments and placement facilities.

Submits written reports of tour activities.

Performs related work as required.


REQUIRED KNOWLEDGE, SKILLS AND ABILITIES


MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 7/07).

ADDITIONAL REQUIREMENT FOR THE BILINGUAL SPECIALTY

Sufficient training and/or experience to be able to converse effectively in the designated non-English language.

PHYSICAL AND MEDICAL REQUIREMENTS

Age - Must have reached nineteenth (19) birthday at date of appointment.

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Security Officer 1 if required by work assignment.

Possession of a Security Officer's Commission issued by the City of Philadelphia during tenure of employment as a Security Officer 1 after completion of a firearms training program if required by work assignment.
