CRIMINAL INVESTIGATIVE RESEARCH SPECIALIST SUPERVISOR
GENERAL DEFINITION
This is supervisory level criminal investigative research support work directing the twenty-four hour Philadelphia Crime Information Center (PCIC). An employee in this class is responsible for supervising a staff of specialists collecting, entering, retrieving and disseminating comprehensive crime information to assist sworn law enforcement personnel at the local, state, and national level in criminal investigations. Employees in this class are responsible for managing, scheduling and training staff to ensure the steady operation of the center. Employees in this class exercise considerable judgment when handling sensitive information and prioritizing assignments. Employees in this class may have to work extended shifts or unusual hours in order to accommodate the needs of the unit. An important aspect of the work is developing and implementing policies and procedures to meet National Crime Information Center regulations, local, state and federal mandates as well as requirements for service to the Philadelphia Police Department. Employees in this position represent the crime information center, build, and maintain relations with outside law enforcement agencies. Work is performed under the supervision of an administrative superior.
ALLOCATING FACTOR:
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Supervises a twenty-four hour, seven day a week, rotating shift of staff performing the collection, entrance, retrieval and dissemination of comprehensive crime information to assist sworn law enforcement personnel at the local, state, and national level in criminal investigations; develops and establishes procedures and policies to support the wide range of requests.
Supervises a major area of the Philadelphia Crime Information Center, reviewing, correcting, assigning and evaluating performance of staff; identifies relevant trends and interprets departmental directives in order to prioritize and delegate workload to staff, including leading special assignments and internal affairs investigations.
Schedules employees and gives assignments to ensure that the Philadelphia Crime Information Center is staffed and capable of performing at full capacity 24 hours a day, 7 days a week; proactively ensures staff schedules are based on work-volume projections.
Maintains the Philadelphia Crime Information Center by developing and implementing objectives in the areas of quality and service, which includes the delivery of appropriate and accurate information and timely response rate to requests; leads the staff in strategies to improve analyst performance.
Creates and implements standards to ensure effectiveness of quality control program; provides training, instruction and supervisory guidance to technicians performing quality control work.
Ensures staff are appropriately trained in the various technical skills, protocols, procedures and systems software including Philadelphia Crime Information Center, National Crime Information Center (NCIC), other public and private sector information repositories, and police security application systems; manages and participates in the classroom training for PCIC and NCIC certifications and recertifications for the specialists, other Philadelphia Police Department personnel, and outside agencies; interprets the more difficult guidelines and procedures which include national, state, or local crime information system manuals to ensure staff are updated regularly on policy and procedures; develops, writes, and revises work area procedures related to database management; provides interpretations of departmental regulations and/or city ordinances.
Serves as an intermediary to local, state and federal law enforcement agencies requesting assistance and information; creates presentations about the activities of the PCIC and attends and participates in local, state, and national meetings and seminars relating to law enforcement and/or technology to gain and share knowledge of new technologies and practices relevant to the goals of the Philadelphia Crime Information Center.
Partners and collaborates with appropriate information technology, administrative and/or operational staff to maintain and improve system software; gathers all IT staff in the event of a system outage to ensure complete operation of the emergency response center; coordinates all specialists in the event of local or state systems failure.
Ensures all hard copy information is filed correctly and on a daily basis; ensures all information is compiled into one folder at the end of each month; prepares files for state, FBI and PA JNet audits every three years; coordinates each individual audit which can last several days; oversees the auditing of department units and outside law enforcement agencies for policy and procedure compliance to meet state and federal mandates.

· prepare and give presentations on behalf of the Philadelphia Crime Information Center at local, state and national meetings and seminars
· represent the Philadelphia Crime Information Center in various capacities at the local, state, and national levels
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Option 1:
EDUCATION:
Completion of a bachelor’s degree program at an accredited college or university with major course work in Criminal Justice, Public Administration, Information Science, Technology, Management Information Systems or a related area.
AND
GENERAL EXPERIENCE:
Four years of criminal investigative research support experience in the Philadelphia Crime Information Center

Education equivalent to completion of the twelfth school grade.

PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of certifications in the use of the Philadelphia Crime Information Center database, the Commonwealth Law Enforcement Assistance Network (CLEAN) database, and the National Crime Information Center database prior to and during tenure of employment in this class.
