POLICE IDENTIFICATION SERVICES MANAGER
GENERAL DEFINITION
This is administrative technical support work at the second supervisory level, managing a Police Identification
Services Operation. The employee in this class directs, through subordinate Photographic and Fingerprint Technicians
Supervisors, identification technicians engaged in either the identification, photographing, developing and printing still
photographs of prisoners, new sworn officers, injured police and civilians and pertinent case evidence; or engaged in
latent print development, rolling, classifying, and identifying fingerprint impressions of prisoners, suspects, Police
Department and other City employees and selected civilians. Work also includes directing, through Clerical Supervisors,
clerical employees engaged in creating and maintaining computerized criminal history records. Establishing and
maintaining policies, processes, and procedures to insure compliance with overall departmental policies and legal mandates
are significant aspects of the work. Work is performed under the general supervision of a higher level police official.
ALLOCATING FACTORS:
(The following conditions must be met for a position to be approved for this class.)
- The position must be responsible for directing, through subordinate Photographic and Fingerprint Technician Supervisors, technicians engaged in latent print development and identification and photographing.
- The position must be responsible for directing, through subordinate Clerical Supervisors , clerical employees engaged in creating and maintaining computerized criminal history records.
- Only one position will be allocated to this class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Develops and revises procedures and policies for all operations of the Police Identification Services Program and
Criminal History Operation; plans, assigns and reviews, through subordinate supervisors, the work of a large staff of
technical, photographic and clerical employees, who work around the clock, engaged in either fingerprint classifica-
tion/identification or photographic work, recording via computer the arrest profile, court dates and other information
regarding all individuals with a criminal records; determines work priorities, establishes and maintains procedures for
processing fingerprint and photographic identification; oversees the development and implementation of a codified manual;
assigns special projects to subordinate supervisors; arranges work schedules, establishes and enforces minimum production
standards and resultant disciplinary applications.
- Oversees the acquisition, implementation and development of automated systems used to assist in the fingerprint
classification and search process; meets with vendors and examines and reviews equipment to determine its capability;
assesses whether proposed equipment meets departmental needs; oversees the development of a benchmark test; oversees
the compilation of a database.
- Instructs fingerprint technicians in the performance of special or unusual fingerprint techniques or procedures;
studies new fingerprint classification and identification methods; adapts and implements new procedures; studies
fingerprint methods used by other jurisdictions; determines which fingerprint method may be appropriate for the
fingerprint unit and recommends their adoption; trains and reviews the work of police officers taking fingerprints and
processing accompanying documents in district locations.
- Directs the acquisition, implementation and development of computerized imaging systems used to properly
photograph arrestees, suspects and departmental employees; instructs photographers in the performance of special or
unusual photographic techniques and procedures; trains and reviews the work of police officers taking photographs and
processing accompanying documents in district locations; oversees the routine maintenance and repair of photographic
equipment; adapts and modifies photographic equipment as necessary to improve quality and quantity of work.
- Establishes and oversees the development and implementation of in-services training programs for newly hired
fingerprint technicians and photographers.
- Consults with law enforcement officials to improve identification procedures and work flow; interprets statutes,
laws and regulations concerning the maintenance, control and dissemination of photographic and fingerprint identification
materials; coordinates with other police units, changes in procedures or techniques resulting from legislative or other
requirements; coordinates work with state and federal agencies; advises private and quasi-governmental agencies on the
equipment, workforce and procedures necessary to establish photographic and fingerprint identification programs.
- Assures the security of Police Department identification cards and records; oversees the removal of all court
ordered expunges; prepares and maintains statistical records on photographic and fingerprint work completed on type,
amount, and condition of equipment.
- Meets with unit commander, Chief Inspector and other departmental officials; makes recommendations regarding
departmental policy, staffing and equipment; provides data and justification for budgeting items.
- Prepares and maintains statistical and narrative reports of work in process completed by the unit.
- Estimates cost factors of materials and supplies; evaluates new products to determine potential increase in
productivity; prepares and submits data utilized in the preparation of budgets.
- May testify in court as the Department's expert witness.
- Performs related work as required.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training
and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates
for this class will be reviewed based on training and experience requirements as approved on 8/95.)
EDUCATION
- Education equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE
- Three years of experience performing photographic work, taking, developing and enlarging photographs
OR
- Three years of experience applying the Henry Fingerprint System to perform fingerprint identification and
classification work.
AND
SPECIFIC EXPERIENCE
- Two years of experience supervising technicians engaged in utilizing automated fingerprint identification and a
computerized image capturing systems, (AFIS).
OR
- Two years of experience supervising police photographic work performed by photographers, taking, developing
and enlarging photographs.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel
Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Police Identification Services Manager.
