GENERAL DEFINITION
This is full performance technical fingerprint classification and identification work. Employees in this class both manually identify and operate an Automated Fingerprint Identification System (AFIS)/Multimodal Biometric Identification System (MBIS) workstation to match unidentified fingerprints against law enforcement databases using fingerprint expertise. Work includes classifying, identifying and rolling fingerprints of prisoners and others. The class is differentiated from lower level classes by a demonstrated increase in knowledge of fingerprint identification allowing for testimony in court, and by the variety and complexity of assignments. Employees work on a rotating shift. Work may involve disagreeable conditions. Work is performed under the supervision of a Fingerprint Identification Supervisor.

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Classifies by determining fingerprint impressions using the Henry System (including NCIC) and AFIS classifications; uses a magnifying glass in counting ridges, whirls, deltas, arches and other characteristics; assigns a numerical value to each set of impressions according to a predetermined formula.
Compares classified fingerprint impressions using ACE – V methodology; matches fingerprints and makes or confirms identifications; searches local, national, and state computer systems to compare fingerprints with other fingerprints kept in data bases maintained by other jurisdictions.
Rolls fingerprint impressions of prisoners, suspects, juvenile offenders, applicants for employment, private detectives, and criminal registrants; works in the cellroom and processes offenders in the correct "book order", and is careful to obtain clear impressions.
Rolls fingerprint impressions of hospital patients and cadavers.
Types a physical description and type of charges onto fingerprint, FBI, State, and other file cards; reads accompanying police or detective report and makes corrections in the crime codes.
Provides information to law enforcement agencies; uses AFIS/MBIS workstations to conduct database searches on suspect and arrestee fingerprints for various other law enforcement agencies.
Makes entries into and maintains critical file information related to fingerprints and criminal records.
Provides expert witness testimony in court.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/17.)
OPTION 1
EDUCATION:
Education equivalent to completion of the twelfth school grade.
AND
EXPERIENCE:
Three years of full-time experience in fingerprint identification work, two years of which has been at the Fingerprint Identification Specialist 1 level.
OPTION 2
EDUCATION:
Education equivalent to completion of the twelfth school grade.
AND
CERTIFICATION:
Completion of a training program consisting of a minimum forty (40) hours of instruction in fingerprinting, resulting in a certificate issued by a recognized law enforcement agency or institution (i.e., Dept. of Justice, FBI, etc.) or a recognized professional institute (i.e., Ron Smith & Associates, Sirchie Inc.).
AND
EXPERIENCE:
Two years of full-time experience in fingerprint identification work at the Fingerprint Identification Specialist 1 level.
Any equivalent combination of training and experience determined to be acceptable by the Office of Human Resources.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Fingerprint Identification Specialist 2.
Must be able to pass a local, state and national criminal background check prior to appointment including a fingerprint-based check as required by the Federal Bureau of Investigation's (FBI) Criminal Justice Information System (CJIS) Security Policy.
