FINGERPRINT IDENTIFICATION SPECIALIST 1

 

GENERAL DEFINITION

 

            This is limited performance technical fingerprint identification and classification work on a rotating shift. Employees in this class both manually identify and operate an Automated Fingerprint Identification System (AFIS)/Multimodal Biometric Identification System (MBIS) workstation to match unidentified fingerprints against law enforcement databases using fingerprint expertise.  Work includes classifying, identifying and rolling fingerprints of prisoners and others.  This class is differentiated from higher-level classes by the variety and complexity of assignments and the degree of technical guidance required. Employees develop skills in dealing with difficult fingerprint classification problems. Work is performed under the supervision of a Fingerprint Identification Supervisor. 

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

 

  1. The position must perform fingerprint identification and classification, and fingerprint rolling and retrieving work at the limited performance level on a rotating shift.
  2. Positions in this class must be able to pass a local, state and national criminal background check prior to appointment. 

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Operates AFIS/MBIS workstations to match unidentified fingerprints against law enforcement fingerprint databases; identifies individuals through the use of fingerprints; searches local, national, and state computer systems to match fingerprints with other fingerprints kept in data bases maintained by other jurisdictions.

            Develops and improves skill in classifying and searching civil and criminal fingerprints using the Henry (including NCIC), ACE-V methodology, and AFIS classifications; frequently uses a magnifying glass to obtain Henry and AFIS classifications; uses AFIS/MBIS workstations to conduct database searches on suspect and arrestee fingerprints for various other law enforcement agencies.

            Rolls fingerprint impressions of prisoners, suspects, parole registrants, private detectives, hospitalized individuals, bodies located at the city morgue, prospective police officers, other city personnel and hospital patients (under arrest for verification purposes); obtains fingerprints using a Livescan machine or by rolling inked fingerprint impressions; develops and increases skills in techniques used to fingerprint and identify cadavers.

            Makes entries into and maintains critical file information related to fingerprints and criminal records.

            Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·         the Henry system of fingerprint classification and identification

·         the techniques of rolling fingerprint impressions

·         the NCIC (National Crime Information Code) classification system

 

SKILL IN:

 

·         rolling clear fingerprint impressions

·         eliciting cooperation from potentially hostile and uncooperative prisoners

 

ABILITY TO:

 

·         roll, compare, identify and classify fingerprint impressions

·         use an automated fingerprint identification system

·         utilize standard computer hardware and related software programs

·         establish and maintain effective working relationships with associates and police officers and all other law enforcement personnel

·         learn to:

o   operate AFIS/MBIS computer workstations

o   operate a Livescan (Tenprinter)

·         learn AFIS classification and identification

·         learn ACE-V methodology

·         learn techniques and procedures of testifying in courtroom

·         learn history and science of fingerprint identification

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/17.)

 

OPTION 1

 

EDUCATION:

 

            Education equivalent to completion of the twelfth school grade.

 

AND

EXPERIENCE:

 

            One (1) year of full-time experience in a public jurisdiction law enforcement setting where the primary duties include taking, classifying and comparing fingerprints using the Henry and the NCIC classification systems.

 

OPTION 2

 

EDUCATION:

 

            Education equivalent to completion of the twelfth school grade.

 

AND

CERTIFICATION:

 

            Completion of a training program consisting of a minimum forty (40) hours of instruction in fingerprinting, resulting in a certificate issued by a recognized law enforcement agency or institution (i.e., Dept. of Justice, FBI, etc.) or a recognized professional institute (i.e., Ron Smith & Associates, Sirchie Inc.).

 

OR

 

Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources. 

 

PHYSICAL AND MEDICAL REQUIREMENTS:

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES:

 

            Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Fingerprint Identification Specialist 1.

            Must be able to pass a local, state and national criminal background check prior to appointment including a fingerprint-based check as required by the Federal Bureau of Investigation's (FBI) Criminal Justice Information System (CJIS) Security Policy.
