FIRE BOAT ENGINEER/CO-PILOT
GENERAL DEFINITION
This is marine work operating and performing preventative maintenance on marine inboard and outboard engines and related firefighting equipment aboard a city fireboat on an assigned shift. Work may include piloting a diesel engine fireboat in emergency operations.
Work is performed under the supervision of a fire officer. Assignments require evaluative thinking and are carried out in accordance with standard marine engineering practices and general work instructions. Employees have controlling responsibility for the routine operation and maintenance of fire boat engine room facilities and assigned equipment. Work involves regular exposure to uncontrolled and/or unpredictable conditions and requires moderate physical effort.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Starts City fireboat engines; starts fireboat electric generator; upon signal from pilot sets diesel engines for propulsion and/or pumping; monitors engine and electric control panels while fire boat is in operation to insure proper functioning of all systems; engages and operates pumps at fire sites; operates pilothouse control and/or assumes pilot duties in emergency operations as needed.
Demonstrates to and instructs firefighters in the principles and procedures of fireboat engineering and Fire Department maritime incident responses.
Inspects engine room to insure all equipment is secured; checks engine and transmission oil levels; inspects engines and pumps to insure proper lubrication; measures fuel tank levels and recommends ordering of fuel when levels are low; reports damage or malfunctions to fire officer; assists pilot with test of engine, throttle and helm control systems.
Supervises and assists firefightersin the general cleaning, painting, maintenance and minor repairs of engine room and engine room equipment.
Maintains daily Engineer’s log and Repair Log of repair requests.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
• the operation, routine maintenance and testing of diesel and marine outboard engines, engine room electrical systems, steering gears, air compressors, heating system, generators and fire pumps
• occupational hazards and safety precautions relating to engine room work aboard fireboats
• modern fire fighting and fire prevention techniques
· the principles and practices of the care and routine maintenance of hulls, deck structures, gear and fireboat equipment
• basic boating safety
SKILL IN:
• devising and making temporary repairs under emergency conditions
• making minor repairs of diesel and marine inboard/outboard engines and auxiliary equipment
• demonstrating and instructing firefighters in fireboat engineering principles and procedures
ABILITY TO:
• learn to pilot a city fireboat under a variety of conditions
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 5/19.)
CERTIFICATION:
Possession of a Boating Safety Education Certificate that meets the mandatory education standards set by the National Association of State Boating Law Administrators (NASBLA).
AND
EXPERIENCE:
Four years of experience as a firefighter.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Fire Boat Engineer/Co-Pilot.
Possession of Boating Safety Education Certificate that meets the mandatory education standards set by the National Association of State Boating Law Administrators (NASBLA) at time of application and during tenure of employment as a Fire Boat Engineer/Co-Pilot.
