GENERAL DEFINITION
This is law enforcement work supervising through subordinate supervisors the activities of one or more units engaged in the investigation of a variety of criminal activities or in servicing subpoenas and warrants. Responsibility for overseeing the activities of and training lower level investigators is of major significance to the work.
Work is performed under the general supervision of a higher level legal investigator. Assignments require the use of evaluative thinking and are carried out in accordance with standard investigatory practices and general work instructions.
The employees in this class have primary responsibility in their assigned areas for supervising investigations affecting the prosecution of criminals.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Prepares overall work schedules for the assignment of investigators to attorneys and "on call" schedules for the subordinate investigators; discusses cases with attorneys and determines case priorities; sets up dates for completion of investigations so that subpoenas and warrants can be issued, police reports obtained and witnesses located.
Reviews case folders to determine that all phases of the investigation are complete, that testimony is accurate and that circumstances surrounding the case have been clarified; discusses investigation with attorneys to determine if additional information is needed; confers with subordinate supervisors to determine that all necessary witnesses have been located and orders the preparation of subpoenas and warrants.
Determines the proper investigatory procedures and techniques in the conduct of investigations; assigns subordinate investigators to conducts special investigations and advises them on the techniques to be followed in the conduct of such investigations.
Interviews private citizens concerning criminal complaints; determines whether complaints warrant investigation; advises subordinate supervisors to assign an investigator to the case; reviews case findings with subordinates and briefs the attorneys on the findings.
Receives and reviews subpoenas; assigns subpoenas to investigators for servicing; advises investigators of possible hostile witnesses and the methods and techniques to use in serving subpoenas; reviews daily subpoena log for outstanding subpoenas; discusses problems with locating defendants with investigators and reassigns outstanding subpoenas for special handling; testifies in court as to the measures taken to locate witnesses.
Assists other jurisdictions in locating defendants and witnesses within the city; ascertains the individual's name, physical description, reasons for arrest, last known address and case information; reviews office files for prior arrest record and outstanding warrants; assigns case to subordinate supervisors; advises other jurisdictions of the progress and results of the investigation; prepares legal papers for transfer of defendant to other jurisdictions.
Conducts investigations involving complex or unusual cases which entails interrogating witnesses, taking formal statements and issuing warrants and subpoenas.
Prepares periodic progress reports on the status and dispositions of all investigations conducted by the section.
Conducts in service training classes for law enforcement personnel.
Performs related work as required.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/81.)
EXPERIENCE:
One year of permanent civil service status as a Prosecution Detective Sergeant.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to meet the physical and medical standards approved for this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Prosecution Detective Lieutenant.
