DEPUTY POLICE COMMISSIONER
GENERAL DEFINITION
This is police management and administrative work at the Deputy Commissioner level. The
employee in this class has major responsibility for directing major law enforcement operations of the
City's Police Department and participating in the development of departmental goals, objectives and
policies. Functional responsibilities are dependent upon organizational goals and objectives, department
structure, and law enforcement and judicial needs of the department. Work encompasses planning,
developing, implementing, coordinating, monitoring, and evaluating the operations and programmatic
efficiency of these operations in relationship to departmental goals, objectives and policies. Of major
significance is direct responsibility and accountability for evaluating staffing compliance with departmental
standards of performance, ethical and professional conduct, and professional integrity, and establishing
relationships, maintaining liaison and coordinating activities with other law and public enforcement
agencies to insure inter-agency cooperation and coordination planning, developing, implementing,
coordinating and maintaining effective communications and addressing civil liberties concerns of
community groups and the public. The employee manages the activities of assigned operations.
Work is performed under the direction of the Police Commissioner.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Directs major law enforcement operations of the City's Police Department; participates in the
development of departmental goals, objectives and policies; plans, develops and evaluates the operations
and programmatic efficiency of assigned operations in relationship to departmental goals, objectives and
policies; evaluates operational and staffing compliance with departmental standards of performance,
ethical conduct and professional integrity; recommends to the Commissioner changes in operations and
appropriate actions for rectifying alleged breaches of professionalism, violations of ethical standards and
illegal activities.
- Plans, develops, directs and evaluates the implementation of departmental goals, objectives and
polices within assigned operations; confers with subordinate command officials regarding the
interpretation and implementation of departmental policies; discusses departmental policies and
procedures, proposed plans and programs, and investigation findings and recommendations; coordinates
operations with other departmental operations; develops and recommends changes in procedures,
regulations, training, and deployment of personnel.
- Develops, establishes and maintains relationships with other law and public enforcement agencies;
discusses programmatic goals and objectives with the appropriate prosecuting, judicial, state and federal
law enforcement, investigatory and other agencies; meets with appropriate city, state and federal officials
to discuss policies and programs to enhance inter-agency cooperation and coordination for the prevention
and reduction of crime; explains departmental policy for the exchange of information and services;
recommends new or revised policies to meet objectives.
- Plans, develops, establishes and maintains effective communications for addressing the civil
liberties and other concerns of respective community groups, and the general public; plans, develops,
implements, coordinates and evaluates program goals and objectives designed to improve performance,
communications, understanding and cooperation; develops programs for improving relationships between
the department and the respective groups; evaluates police performance in relationship to allegations of
civil liberty violations, verbal and physical abuse, and unprofessional conduct; meets with community,
religious and minority groups to discuss problem areas; recommends new or revised police policies to
enhance community relations, and meet community needs.
- Represents department at a variety of public and private functions.
- Serves as representative of the Police Commissioner.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- managerial and administrative principles, practices and policies as applied to the planning,
implementation and evaluation of large scale police operations.

enforcement policies, goals, and objectives.

community groups, governmental officials and the general public.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE

minimum training and experience standards which will be used to admit or reject applicants for tests.
Applications submitted by candidates for this class will be reviewed based on training and experience
requirements as approved on 1/86.)
- Two years of experience at or above the level of Chief Police Inspector.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Deputy Police Commissioner.
