POLICE STAFF INSPECTOR
GENERAL DEFINITION
Employees in this class shall perform duties at the Police Commissioner or his designee's discretion. These employees are part of the Command Staff and a significant aspect of their assignment includes responsibility for work within the area of police operations. Employees may be assigned to command units and divisions. Their work shall be general and the Police Commissioner or his designee has the ability to place them anywhere within the Police Department. Employees may be assigned to investigations and given work for the Police Commissioner or his designee for the purpose of reporting on the efficiency, effectiveness and/or integrity of police divisional, unit, district, etc. operations. Work assignments require analytical thinking and are performed with considerable independence within the framework of the departmental rules and regulations. The use of seasoned judgement and specialized knowledge and skill are required in investigating, managing and appraising the efficiency, effectiveness and/or integrity of police divisional, unit, district, etc. operations. Employee work includes, but is not limited to, transmitting orders to ranking police officers and police personnel when changes in operational procedures are determined to be necessary, or when information indicates there is lax discipline or breaches of integrity.
Employees may be assigned to the inspection of divisions, units, districts, etc. under the command of the Police Commissioner or his designee. Employees in this class shall have general patrol supervision responsibilities. Supervision is received through conferences, meetings to review work, evaluation of reports and observation of work results obtained.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- May serve in command functions at the discretion of the Police Commissioner or his designee.
- May be assigned to inspect a police division, unit, district, etc. for the purpose of ascertaining for the Police Commissioner or his designee the degree of efficiency, effectiveness, and/or integrity of a divisional, unit and/or district operation; reviews methods of reporting; tours divisions units, districts, etc. to observe police officers and personnel in their work; investigates problems peculiar to the division, unit, district etc.; checks into the degree to which regulations are being complied with; appraises the diligence of officers carrying out their assignments.
- Makes recommendations to the Commissioner concerning changes in operational procedures, regulations and training; submits comparative studies pertaining to efficiency, effectiveness and/or integrity of divisional, unit and/or district operations; suggests changes in deployment of personnel.
- Investigates the possibility of breaches of integrity or violations within the Department.
- Advises commanding officers concerning the work of individuals under that command; transmits, explains, and assists in enforcing administrative and operational orders.
- Reviews divisional police operations and methods and makes recommendations to the Police Commissioner or his designee on changes in procedures which would increase the efficiency, effectiveness and integrity and capabilities of the Police Department; participates in the development of administrative policies and procedures.
- Visits any of the police divisions, units, districts, etc. for spot checks of personnel practices, personnel records, equipment and administrative procedures.
- Investigates requests and needs for increased police service in divisions, units, districts, etc.; forwards recommendations concerning these requests to superiors.
- Prepares and submits timely reports.
- Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the rules and regulations of the Police Department
- the principles, practices, literature and methods of modern police administration, organization, operation and investigation
- criminal law, with particular reference to the apprehension, arrest, the presentation of the person, and admissibility of evidence
- the principles of crime and accident investigation and the techniques of interview and interrogation, and of the identification and preservation of physical evidence
- modern police methods, principles and procedures
- technical and administrative phases of crime prevention, law enforcement and the rules of evidence; the behavior of criminals and the cause underlying criminality
- law enforcement; rules of investigation, patrol, traffic control
- safety, recordkeeping, care and custody of prisoners
- municipal, state and federal criminal and related laws, ordinances and codes
- the geography of the city

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 3/68.)
EDUCATION
- One year of experience as a Police Captain.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Police Staff Inspector.
