GENERAL DEFINITION
This is closed circuit television work developing and administering closed circuit audio-visual programming for educational and recreational use by inmates.
Producing original media content and performing various phases of production is a significant aspect of the work.
Assignments require evaluative thinking and are carried out in accordance with standard audio-visual reproduction practices and general work instructions. The employees in this class have controlling responsibility for the operational aspects of the prison's closed circuit television program. Work is performed under the general supervision of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. The positions must be located in the Philadelphia Department of Prisons.
2. Two positions will be allocated to this class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Performs all phases of closed circuit television program production, including the creation and production of program contents.
Meets with departmental officials, staff and partner agencies to determine what educational programs or prison activities should be videotaped and recorded; recommends and produces subject matter for broadcasting to prison officials.
Operates audio and video equipment as necessary such as cameras, microphones, audio mixers, videotape recorders/player; films, records, edits videos for educational programming.
Selects raw footage, digitizes media (video, photos, dialog and sound effects), creates graphics, renders effects, and edits sequences.
May instruct and assign inmates tasks such as filming, taping, stage management, lighting and similar functions necessary for videotaping and broadcasting.
May give lectures to inmates on various phases of equipment maintenance and broadcasting; selects textbooks and other materials to assist in teaching inmates; uses community partners to produce public service announcements or educational videos.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
• the principles and practices used in videotaping and recording
• production techniques used in broadcasting
• the maintenance and repair of broadcasting equipment
• community broadcasting resources and recent development in the field of closed circuit television
• the operation of video production equipment, television cameras, recorders, stage lights and other television equipment
• video editing principles, production methods, equipment and techniques
• video and photo editing software including Adobe Premiere and Photoshop
ABILITY TO:
• edit video/audio recordings and still images and create finished products for educational or archival purposes
• direct live programs for videotaping
• instruct a group of inmates engaged in the production and broadcast of closed circuit television programs
• plan, instruct and schedule classes for inmates
• establish and maintain effective working relationships with inmates and associates
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for the class will be reviewed based on training and experience requirements as approved on 4/17.)
EDUCATION:
Completion of a bachelor's degree program at an accredited college or university with major course work in Communications, Studio Arts, Graphic Design, Broadcasting, Journalism, Video Production or related field.
EXPERIENCE:
Two years of experience developing, directing or producing closed circuit or broadcast television programming.
Any equivalent combination of acceptable education and experience determined to be acceptable by the Office of Human Resources which has included the experience described above and completion of an associate’s degree from an accredited college or university with major course work in the areas indicated above.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
