HIV PROGRAM SERVICES MANAGER
(Prevention)
(Surveillance)
GENERAL DEFINITION
This is administrative work planning, directing and evaluating educational, informational and counseling services provided as part of a comprehensive public health coordinating program for Human Immunodeficiency Virus (HIV) disease or performing administrative disease surveillance and control work reporting and maintaining accurate data regarding HIV and HIV related syndromes in Philadelphia county. The employee in the Prevention specialty develops and directs, through subordinate supervisors, the implementation of education, information and prevention policies and programs and supervises, directly and through subordinate supervisors, a staff engaged in performing HIV antibody testing and counseling for individuals, and disseminating and providing educational, training, informational and referral services concerning HIV to the general public, community based organizations, specialized service providers and other interested groups. The employee in the Surveillance specialty implements and directs a system-wide disease surveillance and control program and directs, through subordinate supervisors, HIV surveillance and control staff and specialized epidemiologic study personnel. Contact with representatives of the communication media, governmental officials, public and private health service providers and the general public is a major aspect of the work.
Work is performed under the general direction of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
· The position must manage either an educational, informational and counseling services program provided as part of a comprehensive public health coordinating program for HIV through subordinate supervisors, or a citywide disease surveillance and control program reporting and maintaining, accurate data regarding HIV and HIV related syndromes and studies designed to measure behavioral HIV incidence and prevalence, through subordinate supervisors.
· Only one position will be allocated to a specialty.
· Positions must perform the work in the Health Department.

BOTH SPECIALTIES
Directs, through subordinate supervisors, an HIV program in the area of specialization; plans, assigns, monitors and evaluates subordinates engaged in program activities; insures program activities conform to departmental policies, goals and objectives; analyzes program performance and consults on problem areas encountered by subordinates; plans and implements new program procedures to improve program effectiveness.
Prepares directly, and through subordinates, periodic summary and statistical reports for general distribution as well as to support the activities of other programs and departmental staff; provides reports and data to state and federal agencies and others as appropriate; participates in the preparation and implementation of grant proposals and compiles data and information to be used in projecting future program needs and to be included in grant proposals or requests for special funding; prepares and submits reports on information and program activities and achievements; works in conjunction with information management staff to maintain and update computer files and produce reports on a regular and as needed basis.
Meets with representatives of the community, health care and social services providers and special interest groups to evaluate program services, determines special needs and requirements and to solicit ideas and cooperation in achieving goals; advises administrative superiors and participates in the formulation of policies and the determination of objectives relative to the City's coordinating program for HIV.
Performs related work as required.
PREVENTION SPECIALTY
Develops and directs the implementation of education, information and prevention policies and programs and supervises, directly and through subordinate supervisors, a staff engaged in performing HIV antibody testing and counseling services, disseminating and providing educational, training, informational and referral services concerning HIV to the general public, community based organizations, specialized service providers and other interested groups, developing and delivering educational presentations, conducting training for and evaluating infection control practices and techniques, and operating a telephone information and referral service; plans organizational structure and staffing and requirements in order to achieve program policies and goals; establishes unit and staff objectives;
Integrates education and information plans and activities with other organizational units in order to achieve departmental objectives; provides direction to subordinate units and staff engaged in assigned projects and responsibilities; analyzes program performance and consults on problem areas encountered by subordinates; plans and implements new program procedures to improve program effectiveness.
SURVEILLANCE SPECIALTY
Plans, assigns, monitors and evaluates discovery, surveillance and related activities of subordinates engaged in contacting health care providers, hospitals, registries, clinics and laboratories for reporting cases, reviewing death certificates and performing detailed epidemiologic investigations on selected cases; participates in the more sensitive HIV/AIDS discovery and tracking projects; prepares and maintains a training and procedures manual for surveillance field workers.
Reviews and analyzes reports submitted by surveillance field workers, and research data and technical information in order to make recommendations for improvements in program operations; evaluates program efficiency and recommends methods to enhance it; consults with internal and external epidemiologists, researchers, and other investigators in the design and implementation of special projects and studies; makes special assignments to field workers for the purpose of statistical analysis; directs the maintenance of accurate case registry files and reviews case registry lists provided by state and federal agencies to assure consistency and confidentiality.
Serves as liaison to other governmental health reporting agencies, private and public health care providers, and other facilities and programs within the standard metropolitan statistical area; participates in medical forums, lectures and public education programs on HIV and HIV related syndromes and the surveillance program.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:

ABILITY TO:
• plan and administer health education training, information and counseling programs for the Prevention specialty

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. EDUCATION:
Completion of a master's degree program at an accredited college or university with major coursework in education, health education, or a related field.
PREVENTION SPECIALTY
AND
GENERAL EXPERIENCE:
Three years of experience in a public health or social service agency or program which has included developing and implementing assigned phases of education or information programs.
AND
SPECIFIC EXPERIENCE:
Two years of experience supervising the development and implementation of assigned phases of education or information programs in an HIV or HIV related education program.
SURVEILLANCE SPECIALTY
AND
GENERAL EXPERIENCE:
Three years of experience at the full performance level performing surveillance activities and control work of HIV or other infectious diseases.
AND
SPECIFIC EXPERIENCE:
Two years of supervisory disease surveillance and control work in an HIV or infectious disease program.
OR
BOTH SPECIALTIES
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included a bachelor's degree as an educational minimum and the specific experience.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator’s license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment in this class, if required by work assignment.
