HEALTH EDUCATION PROGRAM SUPERVISOR

GENERAL DEFINITION

This is administrative and supervisory education and promotion work planning and directing a comprehensive health education program. Employees in this class are responsible for the development and implementation of health education programs, including the dissemination of basic health information and methods of reducing the risk of acquiring a variety of communicable and sexually transmitted diseases. Work involves supervising a staff of employees who are responsible for providing health education and training to members of the community as well as staff in facilities which may provide a variety of services for persons with health problems including AIDS, drug addiction, communicable diseases and other health issues. A significant aspect of the work includes meetings and establishing rapport with City and local agencies, school board officials, community organizations and representatives from facilities providing a variety of services to the public at large. Work is performed under the direction of a technical superior.

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

· The position must supervise the activities of a staff engaged in the provision of health education training.

· The position must be located in the Health Department.

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

Develops and directs a health education and training program; devises policies and procedures governing the provision of training and education services throughout the City; establishes long-and short-term goals and objectives for the program; monitors work activities to ensure that objectives are being met
Supervises the activities of a subordinate staff in the provision of health education and training; assigns special projects to staff as needed; monitors and evaluates the activities of subordinates by reviewing reports and conducting on-site observations; ensures that program policies and procedures are being adhered to
Evaluates on-going training and education programs; assesses the effectiveness of the services provided; may periodically make modifications to the programs for the purpose of enhancing effectiveness and efficiency
Prepares and/or evaluates new literature, videos and other materials to access their effectiveness; prepares written evaluations and recommendations; periodically meets with community leaders, officials from the City, school board, local agencies, and representatives from facilities providing health services to a variety of persons in order to promote the educational services provided by the City; assesses the education and training needs of the various groups and organizations; collectively makes plans to meet the assessed needs; monitors the program to ensure that needs are being met
Plans and participates in special publicity programs and determines the type of media to be used; plans news releases and radio scripts
Organizes and manages conferences, fairs, exhibits, and meetings for the purpose of promoting health education; advises on techniques for health education appropriate to specific programs
Performs related work as required

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES

KNOWLEDGE OF:

the principles of public health and the objectives of public health programs including disease control programs
procedures to be followed in the development and implementation of an education and training program
principles of adult education and behavior modification
the methods and techniques used in preparing and disseminating educational information and related materials
the available resources and current developments in health programs
the medical aspects of various health problems
the common problems faced by persons with various health problems which include social, economic, housing and health problems among others
supervisory methods and techniques

ABILITY TO:

administer a comprehensive health education program
supervise the activities of a staff engaged in the provision of health education and training services
gather data and compose articles and speeches
express ideas effectively, both orally and in writing
establish and maintain effective working relationships with associates, community agencies, officials of City and local agencies, and the public

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 5/24.)

EDUCATION:

Completion of a master's degree program at an accredited college or university with major course work in education, health education, or a related field.

NOTE: Completion of an industry related certification or additional experience may substitute for the required education on a year for year basis.

AND

GENERAL EXPERIENCE:

Two years of experience in a public health agency or program developing and implementing assigned phases of an education and/or information program.

AND

SPECIFIC EXPERIENCE:

Two years of full performance level experience preparing and conducting community health education programs in an operations or administrative capacity.

Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources.

PHYSICAL AND MEDICAL REQUIREMENTS

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
