GENERAL DEFINITION
This is public health administrative work either directing a health center providing categorical services or serving a neighborhood within a health district, acting as an assistant director of a large health district, or directing a specialized phase of limited scope of a major city-wide health services program. The employee in the Dental specialty directs the administrative operations of the dental program across health districts. The employee supervises lower level public health administrators as well as medical, paramedical, nursing dental, environmental, and clerical personnel.
Conferring with officials of community groups and providing liaison between the program units, central departmental administrative units and the health districts are important aspects of the work. Work is performed under the direction of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. Employees in the class must perform full performance public health administrative work directing either a health center providing categorical services or serving a neighborhood within a health district, acting as an assistant director of a large health district, or directing a specialized phase of limited scope of a major city-wide health services program.
2. Only one position shall be allocated to the Dental specialty.
3. Positions in this class must be located in the Health Department.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
BILINGUAL SPECIALTY
Performs the duties described below with English language speaking and designated non-English language speaking populations.
BOTH SPECIALTIES
Administers aspects of a specialized public health program of limited scope in a central health services division; directs research projects; develops program procedures and standards to evaluate program effectiveness; analyzes reports and interprets health statistics; confers with health department officials to evaluate program objectives or protocols; develops and presents proposed changes to superiors for consideration including budgetary and staffing changes; may direct program in the absence of superior.
Directs the operations of either a categorical health center providing specialized health services for a small neighborhood health center within a health district, or serves as a Deputy Director of a large health district; receives and performs assignments relating to the analysis of program activities within the health center; insures that center activities conform to prescribed administrative and clinical protocols; advises personnel on operational problems encountered in work; gathers data on specific aspects of center operations and performs analyses to evaluate program effectiveness; prepares recommendations for revision of procedures concerning delivery of health services.
Supervises medical, paramedical, environmental, dental, nursing, and clerical personnel in assigned areas of responsibility and coordinates activities to achieve program goals.
Maintains liaison between the health district or program with other administrators and program units in the department; maintains liaison with other health agencies, professional and community groups and with other governmental agencies.
Speaks to community groups to inform them of public health facilities and community leaders; supervises the distribution of brochures and other informative materials.
Performs related work as required.
DENTAL SPECIALTY
Performs above-mentioned administrative responsibilities for the dental program; serves on the Ambulatory Health Services Infection Control committee and liaises with senior Ambulatory Health Services staff; develops, writes, and prepares grant funded opportunities for the dental program; identifies and purchases equipment and supply needs for dental program; develops and maintains dental policies and procedural manuals; prepares and presents dental reports to the Ambulatory Health Services Board of Directors; maintains credentialing of dental staff; ensures insurance credentialing process is carried out for dental providers.

• the concepts and uses of broad methodological tools in public health such as epidemiology and statistics
• the appropriate use of professional personnel in various public health disciplines and the ability to analyze and assign functions accordingly

DENTAL SPECIALTY
KNOWLEDGE OF:
· the principles, practices, developments and techniques of public health services
· the principles, practices, and current developments of dentistry as it applies to the diagnosis and treatment of dental diseases
· the rules and regulations of federal and state funding of public health dental programs
· current developments in dental research as it relates to dental matters of public health interest

• speak, read and write fluently in a specified non-English language and the English language for the Bilingual specialty

DENTAL SPECIALTY:
ABILITY TO:
· evaluate scientific data to assist in the development of rational public health dental policy and collaborate with program directors to change dental program policies and practices
· interpret and implement federal and state funded dental programs
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 7/21.)
GENERAL AND BILINGUAL SPECIALTIES:
EDUCATION:
Possession of a master's degree from an accredited college or university in public administration, industrial management or engineering, business administration, hospital administration, public health, or a master's degree in political science with major concentration in public administration.
AND
GENERAL EXPERIENCE:
One year of public health administrative experience.
AND
SPECIFIC EXPERIENCE:
One year of public health administrative or supervisory experience in a large complex personal health services agency assisting in the administration of a health services center or specialized program at or above pay range N19/EP19 or equivalent.
BILINGUAL SPECIALTY
Sufficient training and/or experience to be able to understand and speak fluently and clearly in English and a designated non-English language.
DENTAL SPECIALTY
EDUCATION:
Possession of a bachelor’s degree from an accredited college or university.
AND
CERTIFICATION:
Certification by the Pennsylvania State Board of Dentistry as a Public Health Dental Hygiene Practitioner.
AND
EXPERIENCE
Two years of experience as a Public Health Dental Hygiene Practitioner.
GENERAL AND BILINGUAL SPECIALTIES ONLY:
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included a master's degree as the educational minimum and the specific experience as described above.
LICENSE, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid unrestricted license by the Pennsylvania Board of Dentistry as a Public Health Dental Hygiene Practitioner and certification by the Pennsylvania State Board of Dentistry to administer Local Anesthesia at the time of appointment and during tenure of employment for the Dental Specialty only.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
