INMATE SOCIAL SERVICES DIRECTOR

This is administrative and supervisory work directing the social service, addictive disease treatment, psychological services, educational, recreational, volunteer, vocational, chaplaincy, and closed circuit television programs of the City's prison system. The employee in this class develops and coordinates inmate programs with administrative and security personnel. Planning and evaluating existing and proposed programs and services for appropriateness to the needs of inmates and conforming to legal requirements, professional standards and Prison policies and procedures are of major significance to the work. Work is performed under the direction of the Commissioner of Prisons.

• Only one position will be allocated to this class in the Philadelphia Prisons.
• The position must report to the Commissioner of Prisons.
• The position must direct, through subordinate supervisors and technical personnel, the social service, addictive disease treatment, psychological services, educational, recreational, vocational, volunteer, chaplaincy and closed circuit television programs.

• Directs, through subordinate supervisors, a large social service staff engaged in providing a variety of on-going social services to prisoners, including intake and needs assessment, pre-release social transition services, employment counseling and development services and representation at prison disciplinary hearings; determines the personnel and staffing requirements of the social services unit; initiates the hiring of new personnel and prepares recommendations to institute training programs for the social services staff; formulates supervisory policies and procedures.
• Oversees and coordinates the development, implementation and administration of resident testing and counseling programs in accordance with prison policies and objectives; devises resident social services classification standards and procedures for the admission, counseling and discharge of inmates; prepares recommendations for the establishment of new rehabilitation programs based on needs of prison population, as determined through resident interviews and testing; evaluates effectiveness of social service operations and modifies procedures and policies.
• Directs, through a subordinate supervisor, a staff engaged in providing counseling, treatment and referral services to inmates with drug addiction problems; evaluates existing addiction treatment programs and determines need for new or expanded efforts; reviews proposals for new programs and prepares funding and budget requests; meets with representatives of governmental and private agencies concerned with addiction control to coordinate program efforts and resources.
• Directs, through a subordinate supervisor, the psychological services provided in correctional institutions; reviews plans for new psychological programs and services; approves procedures for the use and administration of psychological tests and counseling services.
• Directs, through subordinate supervisors, technical and volunteer personnel, inmate educational, recreational, volunteer, vocational, chaplaincy and closed circuit television programs; develops and evaluates effectiveness of tutoring, self-help and board of education certified programs; plans, implements and oversees structured inmate recreation and special events programs; oversees volunteer services program; directs the programming and production of video presentations concerning recreation, information and training for inmates and staff and an inmate video equipment usage and maintenance program; provides for representation of all major religions, religious services, instruction and counseling to inmate population.
• Oversees the social service recordkeeping system; insures that adequate information regarding inmate custodial, medical and social service history is recorded and filed; reviews new forms and directs the coordination of the record system with other agencies; serves as the departmental coordinator and liaison for compliance with the provisions of the Americans with Disabilities Act.
• Meets with outside social service and addiction treatment agencies and groups to establish in-prison treatment programs and to arrange for post-release programs; develops follow-up procedures for inmates after release.
• Prepares required reports regarding the activities of units; prepares grant applications and funding proposals for programs; satisfies monitoring and reporting requirements for court directed programs and services.
• Performs related work a required.

KNOWLEDGE OF:

• the functions and resources of the prisons as well as public and private social welfare and related agencies.
• prison policies and procedures, laws and court decisions and mandated policies and procedures relating to prisoner welfare.
• the administrative principles and procedures involved in social services within a prison setting.

• the social factors which result in the institutionalization of adults.
ABILITY TO:
• supervise a staff engaged in providing social service and addictive treatment services.
• evaluate inmate service programs and make recommendations to improve the effectiveness of operations.
• assist in the preparation of grant applications.
• express ideas clearly, both orally and in writing.
• establish and maintain effective working relationships with departmental administrators, program oversight personnel, volunteer staff, community groups and associates.

EDUCATION
• Completion of a master's degree program in social work, psychology, educational counseling or a closely related human services field from an accredited college or university.
AND
GENERAL EXPERIENCE
• Four years of correctional social services case work experience.
AND
SPECIFIC EXPERIENCE
• Two years of correctional psychological, drug addiction and social services case work experience in a managerial or administrative supervisory capacity.

Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the master's degree and specific experience described above.
