DEPUTY SHERIFF CAPTAIN
GENERAL DEFINITION
This is court security and enforcement work directing the command of a cell room used
for the temporary custody and transportation of persons awaiting court documents and executing
a wide variety of civil and criminal court orders. The responsibility for supervising through
subordinate supervisors a staff of lower level deputy sheriffs and establishing effective working
relationships with court officials are of major significance to the work. Work is performed
under the general supervision of an administrative superior.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Directs through subordinate supervisors the activity of a sheriff's cell room used for the
temporary custody of persons awaiting court appearances and prisoners of penal institutions
giving testimony as witnesses; reviews daily work schedules to determine that sufficient
manpower is available to provide for the transportation and security of prisoners.
- Reviews reports submitted by courts to determine the names and locations of prisoners
to be transported from the various penal institutions; ascertains that sheriff buses and other
vehicles are available for purposes of transporting prisoners; notifies court officials whenever
institutions do not make available to the sheriff's deputies any of the prisoners scheduled for
court room appearance.
- Tours cell rooms and other areas to determine that proper security measures are being
enforced; directs the feeding of prisoners and arranges for medical attention for those prisoners
becoming ill while in the cell rooms; determines that only authorized visitors are admitted to cell
rooms.
- Supervises through subordinate supervisors the activities of a group of deputy sheriffs
engaged in serving legal documents and otherwise enforcing court orders in a designated area
of the city; reviews all receipted court documents to determine that they have been properly
completed and signed, that the date service must be made has been indicated, and that location
where service is to be made is within the assigned geographic area.
- Assures that all documents to be served have been assigned to deputy sheriffs and that
all court orders are being carried out as expeditiously as possible.
- Answers inquiries from court officials and attorneys regarding the service of legal
documents and execution of other court orders; reviews files and assignment records to
determine the disposition of work received; schedules sheriff's sales of personal property to
satisfy court orders; arranges for the publication of sale notices and the notification of all
concerned parties.
- Directs the work of a staff of deputy sheriffs and subordinate supervisors in the field to
enforce injunctions, conduct sheriff's sales, or apprehend persons ordered by judges to appear
in court; may arrange for the warehousing of goods seized under court order.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the rules and regulations concerning the transportation and custody of prisoners.
- the regulations concerning the behavior of prisoners during court sessions.
- the forms and procedures applicable to the appearance of prisoners in court.
- the methods and techniques of field investigations, particularly as they apply to the
service of legal instruments.
- the legal requirements for serving and enforcing court orders.
- supervisory methods and techniques.
- and proficiency in the care and use of firearms.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 5/84.)
EDUCATION
- Education equivalent to completion of the twelfth school grade.
EXPERIENCE
- Five years of experience in court security and/or court enforcement work, one year of
which has been at the second supervisory level.
Or any equivalent combination of education and experience determined to be acceptable
by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions
required of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the
Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a
Deputy Sheriff Captain.
NECESSARY SPECIAL REQUIREMENTS
- Ability to obtain, or possession of an automobile in good operating condition if required by the job assignment.
