DEPUTY SHERIFF LIEUTENANT
GENERAL DEFINITION
This is court security and enforcement work at the second supervisory level. An
employee in this class supervises a staff of lower level deputy sheriffs engaged either in
transporting prisoners and maintaining courtroom security, or serving legal documents and
executing a variety of civil and criminal court orders in an assigned city district. The
supervision through subordinates of a staff of lower level deputy sheriffs and the establishment
of effective working relationships with court officials are significant aspects of the work.
Work is performed under the general supervision of a higher level deputy sheriff.
Assignment requires the use of evaluative thinking and are carried out in accordance with
precedents and well-defined policies. The employees participate with others in providing court
security and enforcement services.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Schedules the pick up and return of prisoners to and from institutions and courts.
- Assigns deputy sheriff officers to escort prisoners to and from cells and courtrooms;
determines number of deputy sheriff officers required to provide adequate security based on the
prisoner's charges and previous records.
- Review deputy sheriff officers' records and notifications of court actions to insure that
they are in order and that dispositions of prisoners are correctly reported.
- Prepares daily prisoner census reports listing numbers of prisoners received from and
returned to various institutions and the disposition of their cases.
- Reviews dockets and log books detailing court enforcement activities of deputy sheriffs;
ascertains that legal instruments are served before their respective expiration dates; personally
assigns deputies to serve instruments involving large amounts of money, those containing special
instructions from a judge, or those requiring immediate service; receives and processes cash and
property receipts from sheriff's sales conducted by deputies.
- Confers with judges, attorneys, plaintiffs, defendants and other interested parties on the
activities of deputies, to obtain clearings for action, or to work out suitable solutions and
compromises as they pertain to individual cases.
- Supervises deputies at large-scale injunction enforcement sites, especially those involving
labor strikes and public demonstrations.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the rules and regulations concerning the transportation and custody of prisoners.
- the regulations concerning the behavior of prisoners during court sessions.
- the forms and procedures applicable to the appearance of prisoners in court.
- the methods and techniques of field investigations, particularly as they apply to the
service of legal instruments.
- the legal requirements for serving and enforcing court orders.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE

represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 12/78.)
EDUCATION
- Education equivalent to the completion of the twelfth school grade.
EXPERIENCE
- Four years of experience in court security and/or court enforcement work, one year of
which has been at the first supervisory level.
Or any equivalent combination of acceptable education and experience.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions
required of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the
Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a
Deputy Sheriff Lieutenant.
NECESSARY SPECIAL REQUIREMENT
- Ability to obtain, or possession of, an automobile in good operating condition if required
by job assignment.
