DEPUTY SHERIFF OFFICER

(Bilingual)

(General)

 

GENERAL DEFINITION

 

            This is certified level protection work for sworn officers in both Civil and Criminal enforcement within the Commonwealth of Pennsylvania. Employees in this class are responsible for transporting prisoners from State, County, City and courthouse institutions, to courts providing protection for courthouse, judicial staff, and public safety for all judicial facilities, and maintaining custody of prisoners during legal proceedings.  Positions in this class perform both criminal and civil enforcement, serve legal documents and and enforce laws as outlined in C.S. Title 18, C.S. Title 75 and Title 231. This work involves regular exposure to unpredictable conditions and physical effort is frequently required.  Work is performed under the close supervision of a higher-level deputy sheriff.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

BILINGUAL SPECIALTY

 

            Performs the duties below with English language speaking and designated non-English language speaking populations.

 

BOTH SPECIALTIES

 

            Operates prisoner vans and other assigned vehicles to transport prisoners to various institutions states, and counties;   transports prisoners  to court locations for scheduled legal proceedings; participates in unloading of prisoners at  operational locations; provides security for all prisoners, court staff, judicial staff and the public in and around the courthouses.

            Escorts prisoners and transports records related to prisoner cases to and from court proceedings; guards prisoners throughout court sessions; returns court disposition documents to cell rooms.

            Searches all prisoners coming from multiple institutions; feeds and houses all prisoners under custody during courthouse legal proceedings; admits visitors to cell areas upon presentation of authorization papers.

            At the direction of the court, and as defined by law makes arrest of persons charged in both criminal and civil enforcement.

            Attends classes and develops knowledge of civil procedure; participates in field training programs to learn the methods and techniques of field investigations, legal requirements for serving and enforcing both criminal and civil orders, and the forms and procedures applicable to the service of legal instruments.

            Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·         A variety of rules and regulations concerning civil and criminal enforcement

·         Policies and procedures concerning the transportation and custody of prisoners

·         the forms and procedures applicable to the appearance of prisoners and the public during court sessions

·         the methods, forms and techniques of field investigations, particularly as they apply to the service of legal instruments

·         the operation of, and to become proficient in, the care and use of firearms and defensive weapons

 

ABILITY TO:

 

·         learn and enforce regulations, laws and policies concerning the behavior of prisoners during court sessions and other legal proceedings

·         speak, read, and write in a specified non-English language and the English language fluently for the Bilingual Specialty

·         learn the forms and procedures applicable to the service of legal instruments

·         learn the legal requirements for serving and enforcing court orders

·         act quickly and calmly in an emergency

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 09/19.)

EDUCATION

 

            Education equivalent to the completion of the twelfth school grade.

 

AND

CERTIFICATIONS

 

All Documentation of Certification Required at Time of Application

 

Option 1

 

            Current Deputy Sheriff Training Act II-114 certification, OR Deputy Sheriff Training Act II-114 certification that was valid at any time during the three year period immediately prior to the thirtieth (30) day after the last date for filing applications for the examination for this class, OR completion of the Deputy Sheriff’s Training Act II-114 training under Pennsylvania Commission on Crime and Delinquency, through Deputy Sheriffs' Education and Training Program within the three year period immediately prior to the thirtieth (30) day after the last date for filing applications for the examination for this class Current certification or .

 

 

Option 2

 

            Current Municipal Police Officers' Education and Training Commission (MPOETC) Act 120 certification, OR MPOETC Act 120 certification that was valid at any time during the three year period immediately prior to the thirtieth (30) day after the last date for filing applications for the examination for this class,  OR completion of the  Municipal Police Officers' Education and Training Commission (MPOETC) Act 120 training within the three year period immediately prior to the thirtieth (30) day after the last date for filing applications for the examination for this class.

 

 

OR

 

Option 3

 

            Current certification as a Pennsylvania State Trooper, OR Pennsylvania State Police (PSP) Law Enforcement Officer Certification that was valid at any time during the three year period immediately prior to the thirtieth (30) day after the last date for filing applications for the examination for this class, OR completion of the Pennsylvania State Police (PSP) Law Enforcement Training  within the three year period immediately prior to the thirtieth (30) day after the last date for filing applications for the examination for this class.

 

 

 

BILINGUAL SPECIALTY

 

            Sufficient training and/or experience to be able to understand and speak fluently and clearly in English and the designated non-English language.

 

Note: Both Specialties

 

Employees must complete all certification and re-certification training required by the Pennsylvania Commission on Crime and Delinquency, through Deputy Sheriffs' Education and Training Program.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

            Possession of a valid proper class motor vehicle operator's license as issued by any state prior to appointment and possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania within six months of appointment and during tenure of employment as a Deputy Sheriff Officer.

 

            Certification as a Deputy Sheriff by the Pennsylvania Commission on Crime and Delinquency, through Deputy Sheriffs' Education and Training Program within one year of appointment and during tenure of employment as a Deputy Sheriff Officer.
