SHERIFF’S WARRANT OFFICER

 

GENERAL DEFINITION

 

This is court enforcement work of limited scope. Employees in this class are responsible for enforcement of adult criminal bench warrants and adult probation and parole violation warrants for the First Judicial District, Traffic Court warrants and Domestic Relations warrants related to Child Support and Custody. Positions in this class learn the methods and techniques necessary to perform both criminal and civil enforcement and to serve legal documents and enforcement of laws as outlined in C.S. Title 18, C.S. Title 75 and Title 231.  This work involves regular exposure to unpredictable conditions and physical effort is frequently required. This is shift work, twenty four hours a day, seven days a week including weekends and holidays.  Work is performed under the close supervision of a higher level deputy sheriff.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

Enforces First Judicial District (FJD) adult criminal bench warrants and adult probation and parole violation warrants, Traffic Court warrants and Domestic Relations warrants related to Child Support and Custody.

Performs investigations for the arrest of  fugitives wanted on bench warrants, failing to appear for a judicial hearing, failing to adhere to pre/post trial release conditions or electronic monitoring conditions, and adult probation and parole violation warrants; reviews court documents and verifies  information using databases; identifies  location of fugitives;  apprehends or subpoenas persons with outstanding bench warrants or probation arrest warrants in accordance with established procedures; enlists assistance of police when necessary; accepts custody of fugitives wanted on FJD warrants who are not being held on any other criminal charges.

Provides transportation and security in conjunction with apprehension of custody defendants from law enforcement agencies and transport to detention facilities.

Participates in FJD House Arrest program; investigates residences prior to installation of electronic monitoring equipment; installs and periodically inspects and maintains electronic  monitoring equipment; transports prisoner from the prison to the residence; receives reports of violations  of house arrest conditions; initiates arrest procedures.

Advises defendants of consequences of their failure to comply with conditions of release.

Staffs facility at Criminal  Justice  Center  to facilitate the surrender  of  persons wanted on criminal bench warrants.

Attends classes and in academic and skilled weapons training and in field training programs to learn the methods and techniques of field investigations, legal requirements for serving and enforcing both Civil and Criminal court orders, and the forms and procedures applicable to the service of legal instruments.

Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

ABILITY TO:

 

·         Learn and pass State training requirements

·         Learn and enforce a variety of rules and regulations concerning criminal and civil enforcement

·         Learn the policies and procedures concerning the transportation and custody of prisoners

·         Learn and enforce regulations, laws and policies concerning the behavior of prisoners during court sessions and other legal affairs

·         Learn the forms and procedures applicable to the appearance of prisoners and the  public during court sessions

·         Learn the methods, forms and techniques in field investigations, particularly as they apply to the service of legal instruments

·         Act quickly and calmly in an emergency

·         Learn the operation of, and to become proficient in, the care and use of firearms and defensive weapons

·         Establish and maintain effective working relationships with law enforcement and other public agency personnel, associates and the general public.

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 4/15.)

 

Education equivalent to the completion of the twelfth school grade.

 

One year of experience enforcing warrants.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

Possession of a valid proper class motor vehicle operator's license as issued by any state prior to appointment and possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania  within six months  of appointment and during tenure of employment as a Sheriff’s Warrant Officer.

Certification as a Deputy Sheriff by the Pennsylvania Commission on Crime and Delinquency, through Deputy Sheriffs' Education and Training Program within one year of appointment. Employees who fail to secure this certification will be demoted a lower level position if available, or terminated from City employment.  Employees have no right to appeal such a demotion or termination.
