CORRECTIONAL CLASSIFICATION MOVEMENT AND REGISTRATION DIREC­TOR

 

GENERAL DEFINITION

 

          This is correctional administration work at the second supervisory level directing a staff involved in recordkeeping, intake and discharge processing, inmate housing, transfers and security classifications.  The employee in this class reviews, develops and coordinates procedures pertaining to the inmate population control and movement process and insures that such activities conform to appropriate departmental policies, standards and legal mandates. 

          Contact with correctional supervisors and administrators, court officials, law enforcement representatives and attorneys to explain and interpret policies and procedures and resolve problems pertaining to security classifications and inmate movements is a significant aspect of the work.  The employee reports to a Deputy Commissioner of Prisons.

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

 

•         This is a one position class in the Philadelphia Prisons.

•         The position must be at the second supervisory level and direct the Classification, Movement, Population Management and Registrar Units.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

          Directs staff engaged in evaluating prisoners for assignment to institutions within the prisons complex; reviews security level assessments prepared by staff; ensures prisoners are assigned to institutions best suited to security, medical, social service and special needs; trains staff in prisoner classification assessment and procedures; conducts individual and group training seminars on prisoner assessment.

          Directs prisoner transfers among institutions; supervises the preparation of resident transfer lists; monitors security risk assessments for accuracy and completeness to effectuate prisoner transfers; coordinates transfers with center control of each institution.

          Directs, through subordinate supervisor, the daily activities of the Registrar Unit; develops and implements procedures to ensure that records are established on each inmate and updated continuously with information such as sentences, bail amounts, status charges and discharge dates; consults with court officials to convey information and coordinate the assignment of inmates; directs preparation of reports on prison census and other information concerning inmate population; determines and ensures appropriate data is entered into automated information system; makes recommendations concerning the use of computerized systems in maintaining inmate information and monitoring prisoner assignments.

          Directs prisoner reclassification and re‑evaluation as a result of legal status, programmatic or disciplinary changes; insures prisoners are re‑evaluated at the sixty day automatic review period.

          Participates as member of departmental task force on prisoner classification; recommends changes to classification and transfer processes.

          Performs related work as required.

 

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•         assessment principles, practices and techniques utilized to determine appropriate security, social service and other needs of inmates

•         policies, procedures and guidelines governing the security and operation of a correctional institution

•         individual and group behavior of prison inmates

•         social factors that result in the institutionalization of juveniles and adults

•         the function and organization of agencies in the criminal justice system

 

ABILITY TO:

 

•         supervise staff maintaining and processing inmate information, processing prisoner transfers and assessing prisoner security levels

•         evaluate assessments of prisoners for accuracy and comprehensiveness

•         analyze and evaluate processes and procedures and develop recommendations for improvement

•         present ideas effectively, both orally and in writing

•         establish and maintain effective working relationships with associates and correctional staff

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/24.)

 

EDUCATION:

 

          Completion of a bachelor's degree program in social work, psychology, educational counseling or a related human services field at an accredited college or university.

 

AND

GENERAL EXPERIENCE:

 

            Two years of experience as a social worker performing inmate classification work in a correctional facility, which includes one year at the full performance level.

 

OR

          Four years of inmate classification experience in a correctional facility.

 

AND

SPECIFIC EXPERIENCE:

 

          One year of experience supervising inmate classification work in a correctional facility.

 

OR

 

Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included the specific experience described above and a bachelor's degree as an educational minimum.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
