CORRECTIONAL TRAINING ADMINISTRATOR
GENERAL DEFINITION
This is correctional staff development work administering a comprehensive training program for the City's prisons system. The employee in this class formulates educational and training programs for correctional employees and develops guidelines and goals designed to raise the level of awareness of employees in regard to inmate behavioral patterns, prison objectives, rules and regulations. Administering and evaluating the effectiveness of educational and training programs and ensuring that training programs are aligned with operational and regulatory requirements are of major significance to the work.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- The position must formulate educational and training programs and develop guidelines and goals for correctional employees on a department-wide basis for the City's correctional institutions.
- Only one position may be allocated to the class.
- The position must perform the work in the Prisons Department.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Performs needs analyses and research relative to new training and employee development programs; implements periodic needs assessments to determine need for and scope of programs.
- Develops guidelines and goals for the instruction of all new Prison employees on Prison objectives, methods, policies and operations; determines topics and subject matters to be covered; recruits and selects instructors from the Prison staff or community sources.
- Establishes the curriculum for programs such as in-service training, behavioral science classes, career training and development; schedules classes and assigns rooms and instructors to implement training programs.
- Supervises training staff engaged in researching, developing, and administering training programs; develops and conducts training and staff development courses as they relate to the needs of the department.
- Evaluates training programs based on feedback of correctional staff, instructors and administrators, and by comparing classroom performance with job performance.
- Meets with educators of various institutions to develop and coordinate training programs that involve community participation or instruction at a private institution.
- Maintains contact with local colleges and universities as they relate to the training needs of the department and its employees.
- Attends staff meetings with Prison administrators to determine the training and instructional needs of the institution.
- Recommends that new employees be retained or rejected based upon their achievements and attitudes projected in training courses.
- Conducts training courses.
- Supervises the development and maintenance of the data base of employee training history records for personal computer; prepares reports using data base.
- Represents Prisons by acting as chairperson or participating in departmental or interdepartmental committees to develop and review the implementation of the department's training plan.
- Ensures that the training plan meets the strategic plan and the mission of the department and is in compliance with state and federal consent decrees and mandates.
- Works with other Departmental Training Managers to provide related training programs.
- Develops training budget.
- Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
- current trends, developments, techniques and theories in prison personnel development and training
- adult education and in-service training principles, practices, methods and techniques
- new developments and techniques used in adult education and classroom instruction
- prison practices and policies and the problems associated with the management of a prison
- materials used in in-service training and the preparation of training manuals and visual aids
- the principles and practices of developing and conducting training programs relevant to correctional institution operation
- the principles and practices of developing and managing a training budget
- the behavioral sciences as they relate to criminal procedures and confinement institutions
- standard computer software packages used for word processing, spreadsheets, presentations, and data base management
- methodologies used to conduct a training needs analysis
- the principles and practices involved in developing and managing a comprehensive training plan
ABILITY TO:
- plan, develop, and administer training programs in a correctional institution
- evaluate training programs and instructors
- develop and implement a budget
- perform a formal training needs analysis
- supervise subordinate training staff
- learn the climate and culture of modern penology/institutions of confinement
- analyze and evaluate policies and procedures and develop recommendations for improvement
- coordinate an extensive and ongoing training schedule for the correctional and administrative staff
- plan, direct, and evaluate the work of a subordinate staff engaged in administering training
- express ideas effectively, both orally and in writing
- establish and maintain effective working relationships with correctional personnel, outside professional organizations, and instructors
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on. 01/04.)
EDUCATION
- Completion of a bachelor's degree program in an acceptable area of social science from an accredited college or university.
AND
EXPERIENCE
- Three years of experience developing and administering training and employee development programs in a correctional institution, or in a social services or behavioral health agency which provides services to adults.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department that includes completion of a bachelor's degree program.
NOTE:
Completion of a master's degree program at an accredited college or university with major course work in an acceptable area of social sciences may be substituted for one year of the experience requirement.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
