WARDEN

 

GENERAL DEFINITION

 

            This is administrative correctional work planning, directing, and coordinating the activities at a municipal correctional institution. Conferring with inmates and their representa­tives and supervising a large staff of correctional personnel are significant aspects of the work.  Work is performed under the direction of an administrative superior.  Work involves conditions which can only partially be controlled and requires being available for emergencies 24 hours a day.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Directs the overall activities of a municipal correctional institution; meets with subordinate supervisors to discuss current practices and procedures; evaluates activities reports on and implements procedural and operational changes where needed.

            Tours the institution, both physically and virtually, to ascertain employee and inmate observance of policies and practices; points out to the appropriate supervisory and subordinate personnel, in some cases by using video recordings, conditions which deviate from standards. 

            Participates in Suicide Prevention and Review meetings.  Conducts monthly medical service monitoring meetings.

            Tours outside hospitals treating inmates.

            Confers with supervisors to discuss discipline problems, policy interpretation and other such matters relating to the operations of the institution; makes recommendations for the revision of policies, rules and regulations; reviews and submits to a superior activities reports and budgetary requests; delivers and attends budget presentations. 

            Chairs preliminary employee disciplinary hearings; facilitates Interdisciplinary Behavioral Health Treatment Teams and amends policies to reflect decisions; assists in the development of treatment plans for inmates.

            Oversees delivery of contract services that include food, medical, mental health and maintenance services.  Serves as representative for capital projects.  Meets with a variety of private contractors and City agencies (CPO) regarding major construction and renovation projects in the facilities.

            Administers and reports on Court Orders, Court Mandates and Consent Decrees in the manner required by the court.

            Oversees the investigation and response to inmate grievances; discusses inmate matters with attorneys, judges, and members of interested agencies; conducts tours of the institution for official groups.

            Makes periodic and regularly scheduled audio-visual presentations which provide status reports on facility operations and compliance with accepted professional standards (CORESTAR).

            Approves and reviews the placement and removal of inmates from Special Management housing.        

            Monitors progress on staff and inmate training.

            Speaks to civic, educational, religious and other concerned groups; interacts with community social service agencies and facilitators in the inmate treatment and community reentry process; attends various graduation ceremonies for staff and inmates.

            Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·         the theory, principles, and practices of modern prison management and criminal rehabilitation

·         the behavior patterns, discipline, and attitudes of individuals or groups of persons in custody

·         the social factors which result in the institutionalization of juveniles or adults

·         modern correctional institution management principles, methods, and techniques

·         supervisory methods and techniques

·         the rules, regulations, and statutory laws governing the security and operations of correctional institutions including PA Title 37, Act 33, the Prison Rape Elimination Act (PREA) and the Criminal History Record Information Act

·         the applicable Court Orders, Court Mandates and Consent Decrees as they apply to persons in custody

·         the social work principles and methods employed in inmate rehabilitation.

·         the care and use of firearms, restraint devices, certain chemical agents, and other devices used to maintain the custody and control of inmates

·         applicable collective bargaining agreements and relevant employee rights and responsibilities

 

ABILITY TO:

 

·         analyze organizational and program policies and to make appropriate recommenda­tions concerning the revision or addition of new practices and procedures

·         oversee contracted services; including food, medical, mental health and maintenance services

·         coordinate an extensive and ongoing computer training schedule for the correctional and administrative staff

·         utilize a computer including MS Office suite and email

·         express ideas effectively, both orally and in writing

·         establish and maintain effective working relationships with associates and inmates

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 4/22.)

 

EDUCATION:

 

OPTION 1:

 

            Completion of 60 college credits at an accredited college or university which has included major coursework in Criminal Justice, Public Administration, Business Administration, Behavioral Science, or a related field.

 

OR

 

OPTION 2:

 

            Completion of 30 college credits from an accredited college or university and certification from the American Correctional Association as a Certified Corrections Executive.

 

NOTE:  Additional correctional experience at the deputy warden level may substitute for the education required for either option on a year for year basis.

 

AND

GENERAL EXPERIENCE:

 

            Eight years of correctional and/or rehabilitative experience in a correctional institution including six years supervising a staff engaged in such services.

 

AND

SPECIFIC EXPERIENCE:

 

            Two years directing, through subordinate supervisors, a social service program in a correctional institution.

 

OR

 

            Two years as a Deputy Warden.

 

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included the specific experience.

 

NOTE:

 

THE FOLLOWING CLASSES TYPICALLY MEET THE MINIMUM TRAINING AND EXPERIENCE REQUIREMENTS:

·         5A09- Human Services Program Administrator (Correctional)

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
