DEPUTY WARDEN
This is administrative correctional work assisting a warden by directing through subordinate supervisory personnel the custody and rehabilitation of inmates at a municipal correctional facility. Work involves coordinating activities to insure the achievement of operational goals in an assignment area such as administration, operations, classification, policy and audit, emergency management, transportation, CORESTAR and deployment, or PREA (prison rape elimination act) coordination. Work is performed under the general supervision of an administrative superior. Work involves conditions, which can only partially be controlled and requires being available for emergencies 24 hours a day.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Makes unannounced visits of the correctional facility to ascertain that policies and practices are being adhered to in such areas as security, housekeeping, maintenance, medical and general operations; points out to subordinate supervisory correctional officers the areas which deviate from acceptable standards and takes action to correct any problems; reports to the assigned facilities during armband headcounts; makes follow-up inspections to insure that corrective actions have been taken; manages and oversees all sanitation of the institution through a series of regularly scheduled cleaning inspections.
Directs and reviews investigations of incidents, activities, inmate census and other types of reports; recommends solutions for any deficiencies found; reviews video surveillance to monitor prison operations for compliance with Philadelphia Prison System (PPS) policies and procedures;
Defines the continuity of operations plan for the PPS, tests the plans effectiveness and implements the plan for the PPS; ensures compliance with emergency procedures; oversees fire and life safety drills; oversees the occupational safety issues in the PPS and the inspection of life safety equipment; serves as liaison with departments and agencies in regarding occupational safety issues; tracks employee injuries to identify problem locations, procedures and other issues that need to be addressed to reduce potential hazards.
Assists the Warden in the operations of an efficient and cost-effective facility through the management of human resources and materials which include reviewing post assignment and managing supply orders; assists with the development of PPS Policies and Procedures and other operational procedures and assures that subordinate staff are trained and follow such policies and procedures; directs audits to ensure conformance with policies and procedures; researches trends and best practices of other jurisdictions; ensures any changes to PPS software and equipment is in compliance and current with Federal, State and local correctional policies and procedures.
Sits on various committees and boards; oversees the assignment of inmates to work activities based upon prior training and experience, and to appropriate housing based on other such factors as age, type of offense, and prior record; serves as a member of the employee disciplinary board; meets with a variety of private contractors and City agencies regarding major construction and renovation projects in the facilities; receives and researches inmate grievances, and makes recommendations for corrective actions where necessary.
Prepares a wide range of reports on the operational activities of the institution; develops performance measures, standardizes data and the methods of data collection; gathers data from different computer systems and tracks various kinds of leaves, restrictive movements, violation reports and shakedowns; manages staffing for all correctional classes and deploys necessary staff to all PPS facilities; may serve as an expert witness in labor arbitration negotiations.
Conducts tours of the institution for official groups; speaks to educational, religious, civic, and other concerned groups.
Coordinates with the Policy Audit Unit for the development of policy training for officers and supervisors; occasionally responsible for conducting trainings. Monitors inmate law library, by assessing staffing needs and ensures procedures are followed; signs and dates affidavits of services in the presence of a notary public.
Confers with the warden regarding operational problems; serves in the capacity of warden in the event of his or her absence.
Confers with departmental officials to achieve maximum effectiveness of work and educational release as well as other types of inmate rehabilitation.
Oversees the intake, classification, housing, and release of all inmates; maintains communication with courts and other criminal partners and travels to Harrisburg for gang related activities or prison related laws that affect records.
Coordinates the safe and secure transport of staff and inmates; oversees the radio communication system and bike patrol unit; conducts special investigations at the request of the Deputy Commissioner of operations; works with vendors for making purchases for the City, and conducts assessment of vehicle fleet; organizes and supervises the response to the outer perimeter of all PPS facilities in emergencies and supervises the response for adverse weather condition that affects the exterior of PPS facilities; ensures all vehicles are properly equipped for adverse weather.
Reviews status of inmates in administrative and punitive segregation; recommends changes in status when appropriate; serves as a member of the Administrative Segregation Committee.
Ensures that inmate services and programs are conducted on schedule and in an orderly manner.
Coordinates the enforcement of the Prison Rape Elimination Act (PREA) for the Philadelphia Prison System.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
· the theory, principles and practices of modern prison management and criminal rehabilitation
· the rules, regulations, and statutory laws governing the security of a correctional institution including PA Title 37, Act 33, the Prison Rape Elimination Act (PREA) and the Criminal History Record Information Act
· the behavior patterns, discipline, and attitudes of individuals or groups of persons in custody
· the social factors which result in the institutionalization of juveniles or adults
· modern correctional institution management principles, techniques and methods
· the applicable Court Orders, Court Mandates and Consent Decrees as they apply to persons in custody
· supervisory methods and techniques
· the rules, regulations, and statutory laws governing operations of correctional institutions including labor law regarding work environment, employee rights and equal employment opportunity
· the social work principles and methods employed in inmate rehabilitation
· the care and use of firearms, restraint devices, certain chemical agents, and other devices used to maintain the custody and control of inmates
ABILITY TO:
· utilize a computer including MS Office suite and email
· analyze organizational and program policies and to make appropriate recommendations concerning the revision or addition of new practices and procedures
· express ideas effectively, both orally and in writing
· establish and maintain effective working relationships with associates and inmates
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 5/22.)
EDUCATION:
Completion of 60 credits from an accredited college or university in Criminal Justice, Public Administration, Business Administration, Behavioral Science, or a related field.
OR
Completion of 30 college credits from an accredited college or university and certification from the American Correctional Association as a Certified Corrections Executive.
NOTE: Additional correctional experience as a Correctional Captain may substitute for the education required on a year for year basis or for the required coursework.
AND
GENERAL EXPERIENCE:
Eight years of experience as a Correctional Officer in a correctional facility which includes five years of experience supervising the activities of Correctional Officers.
AND
SPECIFIC EXPERIENCE:
Two years of experience at the Correctional Captain level.
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
