CORRECTIONAL LIEUTENANT

 

GENERAL DEFINITION

 

            This is second level supervisory correctional work directing, through subordinate Correctional Sergeants, the activities of a large correctional force engaged in overseeing the custody of inmates in a correctional institution with responsibility for the maintenance of security and order.  Contact with inmates, prison staff, medical, education and social service professionals in the institution is a significant aspect of the work in ensuring a safe and secure facility in accordance with Prison rules and regulations and court mandates. Employees in this class assume full responsibility for an institution in the absence of superiors during an assigned shift, holiday and/or weekend duty coverage. Work involves regular exposure to unpredictable conditions which can arise in correctional institutions.  Work is performed under the general supervision of a correctional superior.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Makes post assignments for shift Sergeants; informs subordinates of all new regulations or changes to existing regulations and communicates special orders to the correctional force; schedules and organizes the search of cells for contraband; tours and inspects cells, work areas, and mess hall to maintain appropriate security and sanitation standards.

            Instructs new correctional officers during on-the job- training on the proper work methods and procedures to be followed in varying circumstances; ensures all subordinate staff maintain certification according to training standards.

            Investigates a wide range of issues affecting correctional staff, inmates and operational procedures; utilizes surveillance technology and software to prepare investigational reports and to determine sources of contraband; interviews inmates and correctional staff to ascertain the chain of events following emergency situations.

            Reviews census reports and inmate occupant reports and processes them to superior.

            Responds to and supervises subordinate personnel and inmates in emergency situations; may direct subordinates in resolution of emergency; prepares reports of incident.

            Confers with inmates upon request concerning institutional or other problems; ensures, through subordinate supervisors, that inmates receive proper medical and psychological care, attend required court hearings, and all other activities legally required by the terms and conditions of an inmate’s incarceration; participates as a member of classification board assigning work to inmates; participates in grievance hearings and investigations submitted by incarcerated inmates.

            Reviews operational problems and makes recommendations for changes in procedures and programs to superiors; confers with subordinate supervisors on inmate custody problems or personnel problems with the correctional force.

            May perform administrative and managerial duties as assigned in the furtherance of the Philadelphia Prison System’s mission including but not limited to operating on multi-organization and multi-disciplinary task forces, providing executive assistance to the Commissioner or his/her Deputies, monitoring and reviewing correctional contracts, preparing and verifying statistical reports and/or other administrative tasks.

            Assumes command of the institution in the absence of superiors during an assigned shift, holiday and/or weekend duty coverage.

            Reviews the performance of subordinate Sergeants, Correctional Officers, and administrative staff as required.     

            Performs related work as required.

 

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·         modern prison management and criminal rehabilitation principles and practices related to correctional work and to the control of prisoners

·         the laws, rules and regulations governing the security and operations of a correctional institution including PA Title 37, Act 33, the Prison Rape Elimination Act (PREA) and the Criminal History Record Information Act

·         the legal rights of incarcerated persons

·         the methods and techniques used in enforcing discipline among persons under restraint

·         the housekeeping and sanitation requirements of a large correctional facility

·         the care and use of firearms, restraint devices, certain chemical agents, and other devices used to maintain the custody and control of inmates

·         supervisory methods and techniques

·         understanding of individual and group behavior of persons under restraint

·         the social factors that result in the institutionalization of juveniles and adults

 

ABILITY TO:

 

·         enforce regulations firmly, tactfully and impartially

·         complete investigations and communicate findings verbally and in writing

·         learn the operation of, and to attain proficiency with a variety of firearms, and to maintain such proficiency during tenure as a Correctional Lieutenant if required by work assignment

·         assume command of a correctional facility in the absence of a higher level correctional superior

·         utilize computer applications including MS Office Suite and email

·         learn and obtain proficiency in specialized surveillance and electronic systems for correctional facilities

·         establish and maintain effective working relationships with associates

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 5/16.)

 

EDUCATION:

 

            Education equivalent to completion of the twelfth school grade.

 

AND

GENERAL EXPERIENCE:

 

            Two years of experience guarding inmates in a correctional institution.

 

AND

SPECIFIC EXPERIENCE:

 

            One year of experience supervising the activities of correctional officers.

           

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

            Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Correctional Lieutenant as required by work assignment.
