GENERAL DEFINITION
This is full performance health education and training work evaluating, monitoring, coordinating and implementing training and education programs for contracted agencies, and/or community organizations. Important aspects of the work include the delivery of educational presentations to increase awareness of health risks associated with specific behaviors and the provision of advisory services to community groups and health care provider agencies. Work is performed under the supervision of an administrative superior.
ALLOCATING FACTORS:
1. Positions must be located in the Department of Public Health, the Department of Behavioral Health and Intellectual Disabilities Services, or the Office of Homeless Services.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Contacts officials of health agencies and representatives of community organizations to discuss community and agency training and education needs; offers suggestions for improvement of health training and education programs to educate the public and/or staff; develops educational workshops at the request of community groups or agencies; develops plans, programmatic goals, and curricula for the implementation of education and training programs; provides assistance to these and other programs in developing standards, procedures and policies.
Meets with members of organizations and community groups to assess educational needs and agency response to those needs; provides information on prevention and treatment of health problems; researches, develops, and plans health education and risk reduction programs; speaks at school and to community groups and organizations to explain services provided and methods of prevention and treatment.
Prepares reports, pamphlets, posters, exhibits, news releases, articles and related materials on health; plans and conducts in-service training programs, workshops, seminars and conferences for professional and community groups; devises educational methods for educating non-literate audiences.
Contacts community agencies, professional groups and the general public in order to interpret the objectives and services of the health agencies; provides answers to inquiries regarding public health problems.
Prepares and submits periodic reports on training and education program activities and achievements; compiles data and information to be used in projecting future program needs; may review grant proposals for training and education programs submitted by contract agencies to insure consistency with stipulated guidelines; monitors training and education programs and insures compliance with contracts.
Performs related work as required.
BILINGUAL SPECIALTY
Performs the duties described above for members of the English language speaking and designated non-English language speaking populations.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
the resources, methods and techniques used to prepare and disseminate educational information
the principles, practices, literature and new developments of health education and training, including related aspects of human development, psychology and group dynamics
the principles and practices of administration as they apply to the promotion and coordination of health education and treatment programs
grant planning, development, and submission procedures
ABILITY TO:
plan and develop education and training programs
gather data and compose articles, speeches, and visual presentations on public health topics
keep abreast of current developments in health education and to incorporate recent information into educational programs
evaluate training and education programs
review grant proposals and budgets and make sound recommendations
assess the training needs of groups and organizations
express ideas effectively, both orally and in writing
establish and maintain effective working relationships with associates, community leaders, community groups, representatives of public and private health and welfare agencies and the general public
understand, read and speak fluently in a specified non-English language and the English language for the Bilingual specialty
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 5/24.)
EDUCATION:
Completion of a bachelor's degree program at an accredited college or university.
NOTE: Completion of an industry related certification or additional experience may substitute for the required education on a year for year basis.
EXPERIENCE:
Three years of experience in a health or social service agency or program which, has included developing and implementing a community education and/or training program designed to change health attitudes or behavior.
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources.
ADDITIONAL REQUIREMENT FOR THE BILINGUAL SPECIALTY
Sufficient training and/or experience to be able to converse effectively in the designated non-English language.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
