HEALTH PROGRAM ANALYSIS SUPERVISOR

GENERAL DEFINITION

 

            This is supervisory program analysis work overseeing the activities of a group of program analysts engaged in planning, developing, monitoring, and evaluating programs carried out by contracted agencies in the areas of HIV Diseases, Behavioral Health & Intellectual Disability Services, Operations/Fiscal (OPS/FIS) or Public Health. Work includes supervising analysts in the review of ongoing programs, program and budget proposals, and the evaluation of programmatic and operational activities of provider agencies and interacting with representatives of private and public human services agencies, professional and community groups, and the general public. Employees in the OPS/FIS specialty are assigned to the Operations/Fiscal (OPSFIS) Unit of the Department of Behavioral Health and Intellectual Disability Services and supervise analysts engaged in programmatic and budgetary analysis including monitoring the fiscal and programmatic activities and clinical services of provider agencies.  Employees in this class report to an administrative superior.

 

ALLOCATING FACTORS:   (The following conditions must be met for a position to be allocated to this class.)

 

1.    Positions in the HIV Diseases, Behavioral Health and Intellectual Disability Services and Public Health specialties must supervise a staff of Public Health Program Analysts.

2.    Positions in the Operations/Fiscal Specialty must supervise a staff of Health Program Management Analysts performing technical cross-system programmatic and budgetary analysis of activities by contracted provider agencies.

3.    Positions must be located in the Department of Public Health or the Department of Behavioral Health and Intellectual Disability Services.

ALL SPECIALTIES

 

            Plans, assigns and reviews the activities of a group of program analysts performing analyses of the quality and effectiveness of service and operations of program provider agencies; establishes and modifies practices and procedures to increase operating efficiency and to expedite workflow; identifies program's functions, goals, and objectives as well as prospective clients; consults with private and public human services agency officials on established procedures and problem areas; prepares written reports detailing findings and recommendations; reviews staff reports and evaluates their performance.

            Supervises and participates in the coordination involved in placing prospective clients in appropriate provider programs; oversees the selection and placement process; reviews overall program goals to determine applicability to projected needs of client population; attends meetings with provider officials and program analysts to discuss client needs, openings and program goals; oversees placement of clients based on client needs and geographical location.

            Develops and initiates new programs and standards for evaluation; researches needs for new programs through meetings with staff members and provider agency officials; reviews agency plans for integration with existing city plans and priorities.

            Supervises and participates in reviewing agency budget proposals and amendments; oversees the preparation of planning allocations and budget review of assigned agencies; compares proposed budget year costs with those of prior years; prepares recommendations approving or disapproving budgets and items.

            Trains staff in program analysis work techniques and methodologies; orients analysts in appropriate laws, policies, regulations and procedures.

            Performs related work as required.

 

BEHAVIORAL HEALTH & INTELLECTUAL DISABILITY SERVICES SPECIALTY

            Performs the above duties in support of mental health, addictions, and children’s programs or in support of behavioral services programs.

 

Intellectual Disability Services Assignment

 

            Performs the above duties in support of intellectual or developmental disability services programs.

 

OPERATIONS/FISCAL SPECIALTY

 

            Supervises Health Program Management Analysts performing advanced level cross-systems analysis of programmatic and budgetary activities of contracted provider agencies; supervises the activities of analysts engaged in the monitoring, development and evaluation of programs and budgets, including submissions for conformity to county, state, and federal guidelines and contractual stipulations; reviews data management of deliverables and outcomes of provider agencies with pay-for-performance benchmarks; reviews recommendations made by analysts for agency adjustments.

            Strategizes and makes recommendations for management regarding multiple provider agencies based on trends in data analysis identified by subordinate analysts. 

            Directs activities for state and federal grants participation; reviews grant applications submitted by provider agencies.

            Assists management in directing fee for service claims and payment processing by analysts; examines and reviews claims for conformity to regulations; reviews cost estimates of provider agency revenues.

            Assigns new projects to analysts based on trends in behavioral health or regulatory requirements.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·                     the principles, practices and techniques of program development and analysis work as applied to the care and treatment of clients within the area of specialization

·                     the laws, regulations, and guidelines pertaining to the area of specializa­tion

·                     administrative principles, policies and procedures as they apply to the promotion and coordination of programs in the area of specialization

·                     the methods of determining community and client needs and resources

·                     the practices and procedures used in the examination of fiscal documents and records

·                     funding proposal planning and application procedures

·                     the principles, practices, and procedures used in preparing annual public and private program budgets

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 2/23).

 

HIV DISEASES, BEHAVIORAL HEALTH AND INTELLECTUAL DISABILITY SERVICES AND PUBLIC HEALTH SPECIALTIES

 

EDUCATION:

            Completion of a master's degree program at an accredited college or university with major coursework in the social or behavioral sciences, education, nursing administration, human services, public health or public administra­tion.

 

AND

GENERAL EXPERIENCE:

 

            Two years of administrative, technical or social work experience.

 

AND

SPECIFIC EXPERIENCE:            

 

            Two years of program analysis work in a public or private program in the area of specialization at the full performance level that has included planning, developing, implementing and monitoring programs involving direct services, practices and techniques.

 

FOR THE BEHAVIORAL HEALTH AND INTELLECTUAL DISABILITY SERVICES ONLY:

 

NOTE: Completion of a bachelor’s degree in a degree field listed above and two additional years of specific experience may be substituted for the education requirement.

 

OPERATIONS/FISCAL SPECIALTY

 

OPTION 1:

EDUCATION:

 

            Completion of a master's degree program at an accredited college or university with major coursework in the social or behavioral sciences, education, human development, human services, nursing administration, public health or public administra­tion.

 

AND

GENERAL EXPERIENCE:

 

            One year of technical health program analysis experience at the full performance level with responsibility for planning, developing, monitoring, and evaluating operations by contracted health provider agencies of mental health, intellectual disability, or drug/alcohol abuse services.

 

AND

SPECIFIC EXPERIENCE:

 

            One year of advanced level technical program and budgetary analysis work, developing planning strategies, managing grants for health programs, and monitoring the cross-systems fiscal and programmatic data of contracted provider agencies.

 

OR

 

OPTION 2:

EDUCATION:

 

            Completion of a bachelor’s degree at an accredited college or university in business administration, accounting, finance or related field.

 

AND

GENERAL EXPERIENCE:

 

            Two years of technical health program budget analysis work at the full performance level planning, preparing and monitoring budgets for city or countywide health provider agencies of mental health, intellectual disability, or drug/alcohol abuse services.

 

AND

SPECIFIC EXPERIENCE:

 

            One year of advanced level technical program and budgetary analysis work, developing planning strategies, managing grants for health programs, and monitoring the cross-sytems fiscal and programmatic data of contracted provider agencies.

 

OR

ALL SPECIALTIES:

 

            Any equivalent combination of education and experience acceptable to the Office of Human Resources, which has included a bachelor's degree as an educational minimum and the specific experience described above.

 

Preferred Certification: Completion of a Center for Disease Control (CDC) approved HIV/AIDS counseling and testing course or program for the HIV Diseases Specialty.
