HEALTH SERVICES ANALYSIS DIRECTOR
GENERAL DEFINITION
This is public health administrative and analytical work developing, revising and directing the collection,
classification, analysis and dissemination of statistical information describing the provision of city-wide health services
and public health and vital statistics of the City population. The employee directs the operation of the Management
Information and Billing System and the activities of a staff of statisticians, programmers, analysts, technical and clerical
personnel. Conferring with Health Department program administrators to evaluate the existing information system,
evaluate the information required to provide and to improve services, and to develop and revise information systems is
of major significance to the work. The employee is supervised by a Deputy Health Commissioner.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Directs through subordinates, the operation of a complex Management Information and Billing system; confers
with vendors to identify data processing requirements of the department; reviews contracts and specifications for purchase
and leasing of computer equipment.
- Directs the collection of information necessary to process third party billing for services provided by the Health
Department; directs the processing and editing of all forms required to facilitate third party billing; confers with third
party payers to facilitate payments to the City.
- Analyzes the operations of health service programs to evaluate existing information needs and to develop and
revise information systems; confers with program administrators to determine which information on service activities is
required for administrators to evaluate existing services and improve services; develops criterion for determining which
data should be retained and collected; develops criterion for evaluation of services and activities.
- Analyzes demographic data on City population, disease frequencies, vital statistics and the public health statistics;
confers with program administrators to determine impact of information on public health and on the delivery of a variety
of health services.
- Develops and revises data collection methods; reviews, revises and designs forms used to gather information on
patients and services; develops data reporting, coding and screening policy and procedures; directs the application of high
speed data processing and computer capabilities to the systematic collection of information; directs audits of filing,
recording and information processing methods in district health centers; directs the entering of information into computer
system.
- Directs a staff of analytical and programming personnel engaged in the compiling, classification, recording and
analysis of statistical information; plans, designs, conducts and directs staff statistical studies and research projects to
identify community health problems, patterns and needs; develops a statistical base for assessing community health needs,
attitudes and resources; reviews proposed studies and approves plan of approach including sampling techniques; reviews
analyses and conclusions prepared by subordinate staff; presents recommendations to program administrators.
- Prepares reports of studies which include analysis; interpretation, documentation and recommendations; prepares
reports and professional papers; attends conferences; reviews periodical and professional literature.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training
and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates
for this class will be reviewed based on training and experience requirements as approved on 3/83.)
- Possession of a master's degree from an accredited college or university in public administration, industrial
management or engineering, business administration, hospital administration, public health, or a master's degree in
political science with major concentration in public administration.
- Seven years of health administrative experience in a large, complex personal health services agency, two years
of which have involved responsibility for directing delivery of comprehensive health services for a health district, or
administering a city-wide health program or a technical service unit, and two years of which shall have included
supervisory experience in the analysis of health programs, vital statistics and information systems.
Or any equivalent combination of acceptable education and experience which has included a master's degree as
the educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
