GENERAL DEFINITION

 

          This is administrative work directing one of the City's comprehensive health care programs for behavioral health or intellectual disability services in the Department of Behavioral Health and Intellectual Disability Services OR directing the development and execution of wellness program for the Police Department, communicating and managing the delivery of the wellness strategy. Employees in this class in the Behavioral Health or in the Intellectual Disability Service specialties direct, through subordinate managers and supervisors, the planning, development, implementation, administration, and evaluation of comprehensive citywide programs and services for either: the care, treatment, and supportive rehabilitation of individuals with behavioral health issues in various phases of recovery in addition to the general provision of behavioral health services; or the care, treatment and supportive rehabilitation of intellectually disabled persons.  The employee in this class in the Police Department directs through subordinate managers, the development, implementation, and evaluation of departmentwide health and wellness programs and services. Coordination of contracted provider programs and services; oversight of federal, state, and county fiscal resources; and contact with government officials, agency and community representatives, behavioral health  and mental health professionals, individuals, and families to promote effective and accessible care or services are significant aspects of the work.  Work is performed under the direction of an administrative superior.

 

ALLOCATING FACTORS:  (The following conditions must be met for a position to be approved for this class.)

 

·       Positions in this class must be located in the Department of Behavioral Health and Intellectual Disability Services or in the Police Department.

·       Only one position shall be allocated to each specialty.

·       Positions in this class must direct, through subordinate managers and supervisors, the planning, development, implementation, administration, and evaluation of comprehensive citywide programs and services in the  Behavioral Health or Intellectual Disability Services specialties  or of departmental wellness programs and services in the Police Department.

ALL SPECIALTIES

          Directs the implementation, operation, and evaluation of a health care services program; develops program goals and program models for the delivery of health care programs in the specialty area; collaborates with advocacy groups to identify and address service gaps; meets with departmental leadership to discuss programs, funding, and objectives; establishes budget and staffing levels to accomplish program objectives; develops program  priorities, operating procedures, and initiatives consistent with City and departmental policies; directs the analysis of federal, state, and City legislation applicable to programs; meets with union officials and contracted service providers to discuss operational issues and resolve problems that pertain to implementing new or modifying current programs and services; directs, through subordinate managers, evaluation of the quality and effectiveness of contracted programs and services; directs the development of policies and procedures to regulate and evaluate the delivery of contracted programs and services.

 

BEHAVIORAL HEALTH AND INTELLECTUAL DISABILITY SERVICES SPECIALTIES

 

          Directs the implementation, operation, and evaluation of a major behavioral health care or intellectual disability services program; develops citywide program goals and program models for the delivery of behavioral health care or intellectual disability services in the specialty area; collaborates with advocacy groups to identify and address service gaps in particular geographic areas or communities; meets with federal and state officials to discuss programs, funding, and objectives; negotiates with funding agencies to increase funding; establishes budget and staffing levels to accomplish program objectives; develops and/or redirects program  priorities, operating procedures, and initiatives consistent with legislative mandates and the policies of federal, state, and City regulatory agencies; directs the analysis of federal, state, and City legislation applicable to programs; meets with contracted service providers to discuss operational issues and resolve problems that pertain to implementing new or modifying current programs and services; develops contract specifications that include performance-based objectives and promote best practice initiatives.

          Develops policies, standards, and procedures governing the provision of citywide behavioral health care or intellectual disability services outcomes  in the area of specialty; participates on related committees and workgroups; directs, through subordinate managers, periodic evaluation of the quality and effectiveness of contracted programs and services; directs the development of policies and procedures to regulate and

 evaluate the delivery of contracted programs and services; ensures Continuity of Care for high-need individuals utilizing coordinated interventions from multiple behavioral health, intellectual disability, medical, and social work disciplines; reviews performance data, reports, and recommendations regarding contracted service providers to determine adherence to program goals, performance-based objectives, legal parameters and mandates; initiates corrective changes to ensure conformance with program goals, performance-based objectives, outcomes, legal parameters and mandates; directs the implementation of citywide quality management and best practice mechanisms, procedures, and strategies .

          Determines priorities for the allocation of available resources; directs citywide programs and services to optimize the accessibility of behavioral health care to individuals; authorizes contracts with service agencies; directs efforts to identify grant opportunities and develop funding sources; prepares preliminary budget requests for behavioral health or intellectual disability programs; oversees the disbursement of grant funds; authorizes contracts and payments for contracted services.

BEHAVIORAL HEALTH SPECIALTY

 

          Directs the provision of acute care, adult  behavioral health services; coordinates the establishment of transitional housing and residential support services for persons with behavioral health issues including mental health and addictions; develops community-based treatment and employment alternatives  via federal program grants and case management services to successfully integrate and promote independence for individuals receiving behavioral health services into the community; directs the implementation of a managed care outcome-based monitoring team responsible for reviewing contracted programs; meets with federal, state and City agencies, service providers, community groups, and employers to implement programs promoting inclusion; reviews requests for involuntary psychiatric commitments; acts as liaison to the court and forensic systems  regarding court commitments, program development, and oversight; directs the development of aggressive outreach programs to increase accessibility of  behavioral health services; acts as liaison to families, advocates, community groups, and service providers for consumer-specific treatment options and best practices; works with behavioral health professionals, families, and clients to develop specific case management and contracted agency administration  plans; acts as liaison to City health and social service systems to leverage program resources and coordinate consumer-specific interventions.

 

INTELLECTUAL DISABILITY SERVICES SPECIALTY

 

          Coordinates the establishment of community-based residential and employment alternatives for intellectually disabled persons such as long-term sheltered workshops and other residential options; meets with state and City agencies, service providers, community groups, and employers to implement programs promoting inclusion and self determination; develops strategies with contracted service providers to  resolve community concerns and promote state IDS initiatives as the administrative entity for intellectual disability services; acts as liaison  to  families, advocates, community groups, and City social service systems  including the School District of Philadelphia and Office of Vocational Rehabilitation; administers state-funded IDS and Early Intervention programs; directs and authorizes eligibility determination for Medicaid waivers, treatment services, and service plans; directs data collection for state databases regarding incident reporting, quality management, and case management.

 

POLICE SPECIALTY

 

Directs, through subordinate managers, the Early Intervention System, employee assistance program and wellness units; develops and implements strategy for health and wellness programs; ensures competitive, costeffective plans that drive a wellness culture; inventories current wellness offerings and forecasts new programs, resources and needs; leverages opportunities to personalize programs to increase employee participation; ensures that plans comply with federal, state and local laws and regulations; develops program priorities and analyzes performance monitoring; creates evaluation strategy for wellness activities and services provided.

Ensures social and racial equity in wellness initiatives and leads efforts to embed equity-centered programs and practices.

Interfaces with unions and union benefit plans and directs coordination of benefits/resources for PPD sworn personnel and civilian personnel; develops programs and resources for non-sworn staff; establishes and sustains procedures for wellness programs and initiatives.

Leads and sustains development of a comprehensive partner engagement strategy; engages stakeholders in partnership and strategy to fulfill the strategic plan; directs communication strategy to promote and educate employees on benefit and wellbeing programs in partnership with department officials and staff.

Develops comprehensive evidence-based maternal health-centric trainings, prevention efforts, and support groups to build capacity of community stakeholders, employees and their families; creates and implements integration plans for staff returning from medical and family leave; creates and supports bereavement groups and trauma response groups.

Identifies and provides training on mental health issues including burnout,

compassion fatigue, etc., to community partners and law enforcement.

Responds to critical incidents such as officer-involved shootings, use of force events and traumatic incidents. Acts as liaison to bridge mental health support services for those involved in the incident; directs the coordination of peer and psychological support services for officers, civilians, volunteers, retirees, and family members in times of crisis.

Identifies and incorporates current national wellness and well-being initiatives and activities; develops network of resources; reviews public health literature to inform family wellness programming, policy and agenda setting.

Determines ongoing and future staffing needs for wellness program and work;

develops budget and staffing plans; coordinates annual fiscal year budget development process for wellness program and manages budget spending.

BEHAVIORAL HEALTH AND INTELLECTUAL DISABILITY SERVICES SPECIALTIES

EDUCATION:

 

          Completion of a master's degree program at an accredited college or university in the social or behavioral sciences, education, administration, public health or social work.

 

BEHAVIORAL HEALTH

 

AND

GENERAL EXPERIENCE:

 

          Five years of administrative experience in program management of a general behavioral health services program.

 

AND

 

SPECIFIC EXPERIENCE:

 

          Three years of experience in a management capacity in a state or large county-wide organization directing the operations of a large behavioral health program including emergency, forensic, case management, residential support services and contract/budget monitoring.

 

INTELLECTUAL DISABILITY SERVICES

 

AND

GENERAL EXPERIENCE:

 

          Five years of administrative experience in program management of an intellectual disability services program.

 

AND

SPECIFIC EXPERIENCE:

 

           Three years of experience in a management capacity in a state or large county-wide organization directing the operations of a large intellectual disability services program including case management, residential support services and contract/budget monitoring.

 

POLICE SPECIALTY

EDUCATION:

 

Completion of a Master’s Degree in Organizational Psychology, Psychology, Social Work or  closely related health and wellness field.

 

AND

GENERAL EXPERIENCE:

 

          Five years of administrative experience in program management of a behavioral health services or mental health services program.

 

 

AND

SPECIFIC EXPERIENCE:

 

Three years of experience in a management capacity directing the operations of a behavioral health program or wellness program serving the health needs of public safety professionals/first responder populations  or mental health crisis services.

 

NOTES FOR POLICE SPECIALTY ONLY:

1.    Completion of MD or Ph.D. or licensed Psychologist may substitute for three years of general experience.

2.    Completion of an industry recognized certification in Fitness, Nutrition, Health Coaching, Certified Substance Abuse Counselor, Trauma Counseling, and/or Eye Movement Desensitization and Reprocessing (EMDR) may substitute for one year of the required experience.

          Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included a master's degree.
