GENERAL DEFINITION

 

            This is public health management work administering the operation of a citywide program in one of the following areas: Addiction Services, Behavioral Health, Disease Prevention and Control, HIV Diseases, Intellectual DisAbility Services, or Maternal and Infant Health.  Employees in this class direct, through subordinate supervisors, the development of program policy and service standards, the monitoring, analysis and evaluation of contracted service providers, and the development of specialized health programs and services in their assigned specialties.  Additionally, a Strategic Planning assignment exists that may be filled with a qualified individual from either the Behavioral Health or Intellectual DisAbility Services specialties.  The employee in the Strategic Planning assignment directs, through subordinate supervisors, the research, development and coordination of policies, trainings, workforce development initiatives and other programs across all services and programs provided by the Department of Behavioral Health and Intellectual DisAbility Services.   Work includes directing and/or participating in strategic and grant funding efforts associated with respective programs.  Contact with officials of public and private funding and state and federal monitoring agencies, representatives of contracted service providers, community and advocacy groups, and departmental and other governmental administrators is a significant aspect of the work.  Work is performed under the guidance of a higher-level program director.

 

ALLOCATING FACTORS:   (The following conditions must be met for a position to be allocated to this class.)

 

·         These positions must direct all activities within the assigned program area of specialization.

·         Only one position will be assigned to each of the Addiction Services, HIV Diseases, and Maternal & Infant Health specialties.

·         A total of five positions will be allocated to the Behavioral Health and Intellectual DisAbility Services specialties, including one position allocated to the Strategic Planning assignment and one position allocated to the Operations/Fiscal assignment.

·         A total of three positions will be allocated to the Disease Prevention and Control specialty, including one position allocated to the Tobacco Policy and Control assignment and one position to the Nutrition and Physical Activity Assignment.

·         These positions must be located in the Health Department or the Department of Behavioral Health and Intellectual DisAbility Services.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

ALL SPECIALTIES

 

            Directs, through subordinate supervisors, the development and implementation of a citywide health program; advises staff of policies and goals; directs subordinates to implement policies and procedures; evaluates recommendations submitted by subordinates; meets with subordinates to discuss status of programs, problems, and strategies; meets with subordinates to discuss status of programs, problems, and strategies for problem resolution; develops and maintains a comprehensive profile of prevention, intervention, and treatment services and resources; develops and maintains a comprehensive plan for optimal allocation of services in accordance with available resources and service standards to assure continuing state and federal support.

            Directs a comprehensive needs assessment of health services in program area; solicits input from consumers, community leaders, and professionals on needed services; designs service plans and develops service contracts for delivery of mandated health services; arranges for the development of a management information, research and evaluation system to track clients and assess program progress; supervises, through subordinate supervisors, a staff of analytical personnel engaged in the monitoring and evaluation of contracted agencies.

            Evaluates and investigates federal, state and private sources of program funding; advises health and welfare agencies of procedures for submitting grant applications for new or expanded services; reviews and prepares responses to new legislation regarding program services; testifies in court regarding health program activities, as required; negotiates with state and federal officials to increase funding.

            Develops program goals and models for the delivery of services in area of specialization; participates in the development of policies, standards and procedures governing the provision of health program services; recommends modification of program activities and service delivery between participating agencies; develops and/or modifies programs and departmental policies in accordance with mandates.

            Reviews proposals for funding of programs and services and recommends appropriate action; monitors provider contracts and program budgets as required; prepares recommendations for the establishment of priorities in the distribution of available resources for services; provides consultation and direction to officials of community centers and specialized health care agencies in the planning, development and implementation of services.

            Prepares periodic reports on program achievements and progress towards program goals; directs preparation and submission of comprehensive annual reports to federal and state agencies to describe overall program accomplishments and justify continued support; prepares position papers on various state, federal and city legislation and regulations as they apply to area of specialization.

            Participates in the development of a community education program; uses mass media, public speaking, and other communication methods to inform the public of health problems and services availability; provides content for training programs; plans and conducts or participates in workshops, seminars, and conferences for professional and community groups; attends community meetings on health program issues.

 

ADDICTION SERVICES SPECIALTY

 

            Directs, through subordinate staff, all activities of federally-funded projects; develops plans and programs for personnel engaged in providing treatment and rehabilitation services to drug and alcohol addicts; evaluates on a continuing basis treatment center facilities and ongoing program progress and achievement; coordinates activities and services of provider agencies to ensure an effective total community program.

 

 HIV DISEASES SPECIALTY

 

            Directs, through subordinate supervisors, integrated HIV/AIDS Treatment and Prevention Program and services, Case Management  Centralized Intake Program, HIV Surveillance Program, Program Services Unit, HIV/AIDS Education Unit, Information and Referral Program and AIDS Housing Admissions Program; directs the development and implementation of programs and policies; directs the monitoring and evaluation of contracted providers; directs the preparation and submission of reports, applications and other responses to federal, state and local funders of AACO services; coordinates activities and services to ensure an effective total HIV/AIDS care and prevention services community program; ensures evidence-based strategic plan to address HIV Care and preventions; advises department management on policy initiatives.

 

BEHAVIORAL HEALTH SPECIALTY

 

            Directs, through a subordinate supervisor, the implementation, assessment and/or monitoring of behavioral health services including emergency, forensic, case management, and residential support services; directs the initiation of and follow-through on involuntary commitment proceedings.

 

Operations/Fiscal Assignment

 

            Directs, through subordinate supervisors, a staff engaged in the monitoring, development, and evaluation of programs and budgetary analysis of activities by contracted provider agencies in the Operations/Fiscal (OPSFIS) Unit of the Office of Behavioral Health and Intellectual Disability Services.

 

 DISEASE PREVENTION AND CONTROL SPECIALTY

 

CHRONIC DISEASE PREVENTION ASSIGNMENT

 

            Directs, through subordinate staff, the development of programs, policies, and evaluation of activities in the area of assignment; formulates policy recommendations; develops grant proposals to expand the work of the department in the area of assignment; develops and maintains effective working relationships with policy makers, community agencies, and health care organizations; co-facilitates coalitions related to the area of assignment; maintains awareness of and institutes evidence-based approaches.

            Performs related work as required.

 

Positions in Tobacco Policy and Control

 

            Directs through subordinate supervisors, staff, and contractors, the development of programs, policies, communications campaigns, and evaluation activities addressing smoke-free environments, prevention of tobacco use initiation, and tobacco use cessation; co-facilitates Smoke Free Philly coalition.

 

Positions in Nutrition and Physical Activity

 

            Directs through subordinate supervisors, staff, and contractors the development of programs, policies, communications campaigns, Food Fit Philly coalition, and evaluation activities addressing diet and exercise in school, community, workplace, health care, and built environments.

 

DISEASE CONTROL ASSIGNMENT

 

            Directs, through subordinate supervisors, the development of programs, policies, and evaluation of activities in the area of assignment; formulates policy recommendations; develops grant proposals to expand the work of the department in the area of assignment; develops and maintains effective working relationships with regulatory agencies.

 

INTELLECTUAL DISABILITY SERVICES SPECIALTY

 

            Directs, through a subordinate supervisor, a staff engaged in the intake, placement and monitoring of individual clients in appropriate service facilities; supervises, through a subordinate supervisor, the establishment, implementation, and monitoring of programs for the provision of special housing facilities for selected members with an intellectual disability. 

 

Strategic Planning Assignment:

 

            The single position in this assignment will be allocated to either the Behavioral Health or the Intellectual disAbility Services specialty.

            Directs, through subordinate supervisors, the research, development and coordination of policies, trainings, workforce development initiatives and other programs used to implement  the Philadelphia Behavioral Health Services Practice Guidelines for Recovery and Resilience-Oriented Treatment across all services and programs provided by the Department of Behavioral Health and Intellectual DisAbility Services (DBHIDS); monitors the alignment of departmental programs with the domains of the Practice Guidelines; ensures that DBHIDS personnel and contracted service providers are trained in the Practice Guidelines principles and concepts; determines training and development needs and evaluates related program outcomes; directs the development and implementation of workforce development initiatives, projects, and trainings directed towards recipients of behavioral health services and/or their family members; facilitates collaboration with other DBHIDS divisions and stakeholder organizations within the behavioral health system to ensure ongoing implementation of the Practice Guidelines across a comprehensive array of departmental services and programs.

            Performs related work as required.

 

MATERNAL AND INFANT HEALTH SPECIALTY

 

            Directs and develops through subordinate supervisors  program goals and models for the delivery of maternal and infant health services in the area of maternal/infant risk reduction; directs the preparation of the federally-mandated plan for service delivery; meets with contracted officials to discuss issues and resolve problems pertaining to the implementation of maternal and infant health programs; directs the conduct of epidemiological studies in the area of maternal and infant health; directs a comprehensive needs assessment for maternal and infant health services in targeted area.

Addiction Services Specialty

 

EDUCATION:

 

            Completion of a master's degree program at an accredited college or university in public administration, public health, social work, sociology, or a related field.

 

AND

GENERAL EXPERIENCE:

 

            Two years of experience in public or private rehabilitative work in behavioral health, drug addiction, alcoholism, health, or social services.

 

AND

SPECIFIC EXPERIENCE:

 

            Two years of experience planning, developing, and implementing drug and/or alcohol abuse programs, and two years of program management experience at the N23 level or above, directing a citywide drug and/or alcohol abuse program.

 

HIV DISEASES Specialty

 

EDUCATION:

 

            Completion of a master's degree program at an accredited college or university with major course work in the social or behavioral sciences, education, public health, or public administration.

 

AND

GENERAL EXPERIENCE:

 

            Four years of administrative, technical, or social work experience in a program involving the provision of HIV/AIDS and HIV-related health services, two years of which have been supervisory experience.

 

AND

SPECIFIC EXPERIENCE:

 

            Two years of second-level supervisory experience as an:

·         HIV Program Services Manager or equivalent directing and evaluating educational, information and counseling services related to HIV/AIDS or performing administrative disease surveillance and control work related to HIV Diseases, OR

·         Health Program Manager or equivalent in an HIV/AIDS program directing the planning, developing, monitoring, and evaluating of program services related to HIV Diseases

 

 

BEHAVIORAL HEALTH SPECIALTY

 

OPTION 1:

EDUCATION:

 

            Completion of a master’s degree program at an accredited college or university with major coursework in the social or behavioral sciences, education, human development, human services, nursing administration, public health, public administration, or business administration.

 

AND

GENERAL EXPERIENCE:

 

            Two years of administrative, technical, or social work experience in public or private behavioral health, intellectual disability services, or services for children and/or youth with a developmental disability.

 

AND

SPECIFIC EXPERIENCE:

 

            Two years of administrative supervisory experience in a citywide behavioral health program overseeing the activities of a staff engaged in planning, developing, coordinating and evaluating behavioral health services provided by contracted agencies, and two years of program management experience at the N23 level or above, directing a citywide behavioral health program.

 

OPTION 2:

EDUCATION

 

            Completion of a bachelor’s degree at an accredited college or university in business administration, accounting, finance, or related field.

 

AND

GENERAL EXPERIENCE:

 

            Six years of experience as an analyst in a public health, social service, or related agency or program, two years of which have been supervisory experience monitoring the cross-systems fiscal and programmatic data of contracted provider agencies.

 

AND

SPECIFIC EXPERIENCE:

 

            Two years of health program management experience directing a citywide behavioral health program.

 

NOTE: A Master’s degree in business administration, accounting, finance, or related field may substitute for one year of the required specific experience.

 

 

INTELLECTUAL DISABILITY SERVICES SPECIALTY

 

EDUCATION:

 

            Completion of a master’s degree program at an accredited college or university with major coursework in the social or behavioral sciences, education, human development, human services, nursing administration, public health, public administration, or business administration.

 

AND

GENERAL EXPERIENCE:

 

            Three years of administrative, technical, or social work experience in public or private behavioral health, intellectual disability services, or services for children and/or youth with a developmental disability.

 

AND

SPECIFIC EXPERIENCE:

 

            Two years of experience at the second supervisory level directing the planning, developing, monitoring and evaluation of program services and preparing program policy and standards for an intellectual disability services or early intervention services program.

 

Strategic Planning Assignment

 

            The position in the Strategic Planning assignment will be filled through an eligible list established for either the Behavioral Health or Intellectual DisAbility Services specialties.

 

DISEASE PREVENTION AND CONTROL SPECIALTY

 

EDUCATION:

 

            Completion of a master's degree program at an accredited college or university in public administration, public health, business administration, health administration, city and regional planning, social work, public policy, science, epidemiology, or related field.              


AND

GENERAL EXPERIENCE:

 

Three years of administrative, technical, clinical or policy work experience in a public health program involving chronic disease prevention including tobacco, nutrition, physical activity, or food systems or in a public health disease control program.

 
AND

SPECIFIC EXPERIENCE:

 

Two years of program management experience at or above the N23 level in a citywide chronic disease program supervising the activities of staff engaged in program analysis or program services and administration.

 

MATERNAL AND INFANT HEALTH SPECIALTY

 

EDUCATION:

 

            Completion of a master's degree program at an accredited college or university in public administration, public health, social work, sociology, psychology, nursing or related field.


AND

GENERAL EXPERIENCE:

 

            Four years of administrative, technical, or social work experience in a program involving the provision of health or social services.

 

AND

SPECIFIC EXPERIENCE:

 

            Two years of public health administrative experience at the second supervisory level with responsibility for directing the planning, development, monitoring and evaluation of maternal and infant health program services for a health services agency.

ALL SPECIALTIES

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included a bachelor’s degree and the specific experience described above.
