ASSISTANT HEALTH COMMISSIONER
GENERAL DEFINITION.
This is health services administrative work directing the implementation and operation of all health programs and services carried out by a large multi-disciplinary staff in two or more major divisions of the Department of Public Health. Employees in this class direct and supervise a large staff of administrative, professional and technical employees and are responsible for formulating program initiatives, establishing standards and developing professional and administrative policies and procedures for their respective areas of responsibility. Establishing cooperative working relationships with health care institutions, government officials, public and private funding sources, social service agencies, mental health agencies, members of the judicial system, law enforcement agencies, and community groups is a major aspect of the work. Work is performed under the general direction of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- The positions in this class must perform public health administration work, directing the delivery of city-wide health services through two or more major divisions of the Department of Public Health.
- Only two positions will be allocated to this class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, organizes, directs, and evaluates the overall implementation and operation of health programs and services carried out in the area of responsibility; directs through subordinate administrators, the activities of a large number of professional and technical personnel engaged in providing health services; evaluates changes in community health requirements, develops health service priorities and implements new programs or revisions of existing ones to meet current needs; establishes systems of evaluation of quality patient care and health service effectiveness and efficiency.
- Develops, establishes and maintains an integrated system of health services through direct provision of patient care and contractual agreements; directs contractual arrangements to purchase outpatient and inpatient services from health care institutions and other health service organizations.
- Determines whether programs conform to established goals and objectives; directs allocation of program resources to meet goals; makes recommendations concerning health ordinances, rules, regulations and policies for area of responsibility.
- Establishes and maintains cooperative working relationships with a variety of health care institutions and health service, social service and educational organizations to achieve coordinated health planning and services; represents departmental interests at meetings with governmental agencies, professional and community groups and the public; speaks before interested community and professional groups; responds to the media as required.
- Prepares and presents budget and grant requests for funding health service programs and activities; implements management information and billing systems to obtain revenue and administrative reports; meets with governmental and foundation representatives to discuss program objectives and funding requirements; administers grants received for special health programs; directs the coordination of information management needs within the area of responsibility.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the principles, practices, goals and programs of health services and public health administration.
- the delivery of health services by professional personnel in various health disciplines and the ability to analyze and assign functions accordingly
- public health law and medical jurisprudence and legislation dealing with the provision of health services to the public.
- funding sources and requirements relating to the delivery of a variety of public health services.
- health administration principles, practices and techniques as they apply to clinical and other related services concerned with direct patient care.
- research and current developments in the field of public health, especially as they apply to the individual and group delivery of general medical services.
- systems of recording and using patient record data for optimal care.
- the physical layout, equipment and personnel needs required for the delivery of comprehensive health care designed to serve a large number of patients.
- the concepts and uses of broad methodological tools in public health such as epidemiology, bio-statistics and the use of public health statistics.
ABILITY TO:
- plan, organize and direct a large comprehensive health care program.
- establish and maintain effective working relationships with agencies involved in the provision of a variety of health services to the public.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 1/05.)
EDUCATION
- Possession of a master's degree from an accredited college or university in public administration, industrial management or engineering, business administration, hospital administration, public health, or a master's degree in political science with major concentration in public administration.
AND
GENERAL EXPERIENCE
- Four years of experience directing, through subordinate managers, a citywide specialized personal health services program, which has included responsibility for directing a major service program.
AND
SPECIFIC EXPERIENCE
- Two years of experience as a division director, at EP 28 or higher, within the Department of Public Health or other organization of equivalent scope and size.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department which includes the specific experience requirements as indicated above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
