Both Specialties
- Conducts studies to evaluate the effectiveness of existing public health programs; prepares comprehensive reports
to reflect the conditions found and recommend areas requiring attention or change.
- Analyzes operating policies, practices, procedures, and drafts revisions where indicated.
- Prepares correspondence for superior, and may on occasion be required to give talks to interested groups on
various aspects of the work.
- Provides liaison between the health districts, central program areas, governmental agencies, institutions and
community groups.
- Supervises medical, paramedical, nursing, clerical and other personnel assigned for specific projects; has
responsibility for overseeing the administrative functions of a health services program such as inventory, requisitioning,
record keeping and staffing.
- Represents an administrator in conferences and meetings with authority to make commitments in accordance with
pre-determined policies.
- Serves as an Assistant Director of a large health district.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the principles, practices, goals and programs of public health administration.
- the methods of health service delivery.
- public health law.
- the principles and practices of personnel and fiscal administration.
- the concepts and uses of broad methodological tools in public health such as epidemiology and statistics.
- the appropriate use of professional personnel in various public health disciplines and the ability to analyze
and assign functions accordingly.
ABILITY TO:
- speak, read and write fluently in a specified non-English language and the English language for the
Bilingual specialty.
- evaluate data obtained and to take actions necessary to implement desired change.
- make sound decisions.
- establish and maintain effective working relationships with associates, administrative officials, interested
groups and the general public.
- express ideas both orally and in writing.
- effect sound management policies in the administration of public health programs.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statements represents the minimum
training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by
candidates for this class will be reviewed based on training and experience requirements as approved on 7/93.)
- Completion of all requirements for a master's degree in public administration, industrial management or
engineering, business administration, hospital administration, public health, or a master's degree in political science with
major concentration in public administration.
- One year of intensive, structured internship experience in public health administration.
OR
- Two years of general administrative experience including at least one year of responsible analytical or technical
staff experience involving or supporting the delivery of broad and comprehensive health services in one or more of the
personal health services fields.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel
Department which has included a master's degree as the educational minimum.
Bilingual Specialty
Sufficient training and/or experience to be able to understand and speak fluently and clearly in English and a designated
non-English language.
PHYSICAL AND MEDICAL REQUIREMENTS

Ability to physically perform the duties and to work in the environmental conditions required of a position in this
class.
