DRUG AND ALCOHOL ABUSE PROGRAM MANAGER
GENERAL DEFINITION
This is administrative work directing the planning, development, coordination, and evaluation of
substance abuse rehabilitation programs such as re-education, housing, safe driving, evaluation, diagnosis and
treatment, and criminal offenders' rehabilitation programs. Employees in this class develop substance abuse
rehabilitation programs and service standards, develop participant selection criteria and protocols to be used
by contracted agencies, and supervise contracted agencies and/or in-house staff engaged in monitoring substance
abuse program participants. Responsibility for negotiating contracted services, establishing and maintaining
an effective system to identify, screen and select program participants, and establishing and maintaining
effective working relationships with federal, state and local officials are significant aspects of the work. Work
is performed under the direction of an administrative superior.
ALLOCATING FACTORS:
(The following conditions must be met for a position to be approved for this class.)
- The positions must direct the planning, development, coordination, and evaluation of a substance abuse
rehabilitation program.
- The positions must be located in the Coordinating Office of Drug and Alcohol Abuse Programs of the
Health Department.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Coordinates, plans and develops an alcohol and drug abuse rehabilitation program; develops, in concert
with city departments or other related agencies, a mechanism to identify, screen and funnel substance abusers
into the program; conducts research and develops selection criteria and protocols to be used by contractors in
selecting program participants; negotiates with a contracted health service center a program to diagnose and
evaluate individuals and in certain cases treat those individuals; arranges with alcohol and drug treatment
organizations and centers to provide programs to rehabilitate individuals by either using existing programs or
developing new ones; coordinates with all program agencies and/or departments the monitoring of short and
long term progress of all program participants.
- Supervises in-house or contracted staff engaged in selecting and monitoring program participants;
reviews individual cases; makes final determination regarding the acceptability of clients into programs;
recommends alternative treatment programs; monitors the activities of contracted agencies to ensure compliance
with contract requirements and federal, state and city regulations and statutes.
- Develops and reviews program goals by formulating with the respective program participant or service
provider the policies, standards and procedures governing the various phases of the alcohol and drug
rehabilitation program; evaluates and reviews the quality and effectiveness of the program from a management
point of view; recommends program modifications to better meet needs.
- Plans and prepares the annual program budget based on grant awards and contracted and negotiated
services; reviews proposed budget requests for compliance to city, state and federal guidelines to assure
adherence to accepted fiscal practices.
- Keeps informed of and evaluates federal, state and private sources of funding for services and research;
develops and prepares grant applications by coordinating and negotiating with the necessary agencies or
organizations, the type, manner and degree of services to be provided as well as the mechanism for
implementation; attends meetings with federal, state and other officials to review proposed programs and to
clarify any questionable points.
- Prepares and submits periodic reports on program activities and achievement and on progress toward
the overall program goals; prepares or assists in the preparation of various reports to federal, state and city
funding agencies; prepares and submits for review the proposed contracts for services being performed by
outside agencies.
- Provides advisory services to public officials and private and community groups or organizations on the
program structure, goals and results; conducts surveys and research studies on similar programs and related
activities throughout the country and incorporates and reports significant findings; uses mass media, public
speaking and other methods to educate the public on the problems related to substance abuse.

KNOWLEDGE OF:

- the principles, standard practices and procedures necessary for developing and preparing annual program

- community resources available for the treatment and rehabilitation of alcohol and drug abusers.
- principles, practices, procedures, literature, legislation and new developments in the field of substance
abuse prevention, education, treatment and rehabilitation.
- methods, techniques and resources available for the dissemination of educational information on
problems related to substance abuse.
- methods of determining community needs and problems in the area of substance abuse.
- the principles and practices of public administration and of methods and procedures analysis.
ABILITY TO:
- direct the planning, development coordination, and evaluation of a substance abuse rehabilitation
program.
- evaluate program quality effectiveness and prepare recommendations based on evaluations.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the
minimum training and experience standards which will be used to admit or reject applicants for tests.
Applications submitted by candidates for this class will be reviewed based on training and experience
requirements as approved on 1/96.)
EDUCATION
- Completion of a bachelor's degree program at an accredited college or university.
AND
GENERAL EXPERIENCE
- Two years of community organization or program analysis experience.
AND
SPECIFIC EXPERIENCE
- Two years of full performance level program analysis experience planning, developing, monitoring, and
evaluating programs administered by contracted agencies in support of drug and alcohol abuse rehabilitation
programs.
OR
- Two years of full performance level community work organizing and assisting neighborhood groups for
the purpose of resolving drug abuse related problems which has included responsibility for the development
and implementation of citizen participation in anti-drug abuse efforts.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel
Department which has included a bachelor's degree as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
