SUBSTANCE USE  PREVENTION COORDINATOR

 

GENERAL DEFINITION

 

            This is addiction and substance use disorder prevention work assisting individuals in identifying and resolving substance use issues.  Employees in the Community Services assignment  assist neighborhood groups or members of the public utilizing City health centers operated by the Philadelphia Department of Public Health.  Employees in the Employee Services assignment  assist City employees to identify and resolve substance use problems.  An employee in this class is responsible for the development and implementation of programs designed to alleviate substance use and for overseeing the coordination of substance use disorder prevention efforts among affected constituencies.  Organizing, motivating, and educating individuals and groups about substance use related issues are significant aspects of the work.  Work is performed under the general direction of an administrative superior.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

Both Assignments

 

·       Arranges and directs meetings; assists in defining specific goals and objectives to overcome or prevent substance use disorder; determines needs and available resources; prepares periodic activity and progress reports.

·       Enlists the support and participation of public and private agencies in carrying out educational programs and addressing addiction and substance use disorder problems specific to the needs of constituents.

·       Performs related work as required.

 

Community Services Assignment

 

·       Meets with neighborhood residents to determine the nature and extent of substance use disorder problems; explains treatment options; discusses such problems and the feasibility of forming neighborhood groups to overcome the problems; assists in the organization of neighborhood groups.

·       Provides guidance in planning and implementing neighborhood improvement projects in an effort to prevent substance use disorder in the community; advises groups on the availability of public services and programs which can be accessed to overcome neighborhood problems.

·       Provides technical assistance to community groups on drug related issues.

         

Employee Services Assignment

 

·       Meets and counsels employees with substance use disorder; refers employees to services, detoxification, and rehabilitation programs; develops programs to combat substance use; serves as resource for employee referrals for other City departments; provides guidance to employees about treatment options; may supervise a small staff of subordinate counselors.

 

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·       the objectives and practices of substance use prevention or treatment programs

·       the methods of determining the scope of needs and problems inherent in the area of substance use disorder

·       the methods and techniques of disseminating educational information to the public for the Community Services assignment

·       the resources available to assist in the elimination of substance use related problems

·       the underlying reasons and appropriate remedies for substance use disorder

 

ABILITY TO:

 

·       organize individuals into neighborhood groups and direct their efforts in overcoming substance use related problems for the Community Services assignment

·       plan, develop and conduct seminars and workshops on issues related to substance use disorder prevention

·       establish and maintain effective relationships with associates, representatives of public and private agencies, and unions or community groups

·       present ideas effectively, both orally and in writing

·     empathize and determine appropriate treatment options for affected persons for the Employee Services assignment

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 5/24.)

 

EDUCATION:

 

          Completion of a bachelor's degree program at an accredited college or university.

 

NOTE: Completion of an industry related certification or additional experience may substitute on a year for year basis.

 

 

AND

GENERAL EXPERIENCE:

 

 

 

          Two years of experience working in the areas of behavioral health,   substance use disorder prevention, or social services.

 

AND

SPECIFIC EXPERIENCE:

 

 

          One year of experience as a counselor, trainer, Social Work Services Manager 1 or Health Services Social Worker 1 or equivalent with responsibility for any of the following:

·       conducting community organization and education activities in the area of substance  use disorder prevention

·       providing substance use disorder counseling, case management, or referral services

 

         

OR

 

          Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included the specific experience.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND CERTIFICATES

 

Positions in the Community Services Assignment  in the Health Department Only:

 

          Certification as a Tobacco Treatment Specialist by a program accredited by the Council for Tobacco Treatment Training Programs at the time of application and during tenure of employment as Drug Prevention Coordinator.
