CLEAN BLOCK ADMINISTRATOR
GENERAL
DEFINITION
This is second level supervisory community development work directing a staff of
neighborhood development specialists in the citizen participation aspects of the city's clean block and
urban beautification programs. Work includes directing a staff engaged in contacting neighborhood
residents and community groups and enlisting their support in program activities. Motivating and
maintaining public interest in the programs is of major significance to the work. The employee in
this class participates with others in carrying out various aspects of the city-wide clean block and
urban beautification programs. Work is performed under the direction of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position
to be approved for this class.)
- The position must direct a staff of neighborhod development specialists in the citizen
participation aspects of the City's clean block and urban beautification program.
- Only one position may be allocated to the class.
- The position must perform the work in the Streets Department.
TYPICAL EXAMPLES OF WORK
(ILLUSTRATIVE ONLY)
- Directs, through subordinate supervisor, a staff of neighborhood development specialists
recruiting and instructing volunteer block captains as part of the neighborhood clean block program;
assigns subordinate coordinators to specific sections of the city; reviews reports of subordinates to
ascertain the progress made in specific sections; tours the city and observes the methods by which
subordinates stimulate interest in the clean block program; indicates more efficient methods of public
contact; participates in staff conferences and discussions on policies and procedures concerning the
administration of the clean block program and demonstrates various techniques and approaches which
have proven effective in appealing to neighborhood groups of multi-cultural backgrounds.
- Develops and supervises the maintenance of computerized and manual records and reports
pertaining to the program including such data as the streets involved, names of block captains, the
progress and type of participation and any other factors bearing on the program; requisitions
materials and supplies; insures the security of program buildings and grounds.
- Addresses neighborhood committees and school groups to indicate the aims, objectives and
procedures of the clean block program, and to enlist their participation in it; addresses local civic
groups to explain and enlist support for the beautification programs; attends national conferences on
City beautifications to exchange information.
- Presents Philadelphia More Beautiful Committee program at elementary schools through slide
presentations, poster and floral contests, special event and award ceremonies, and speeches at
assembly and other meetings; encourages and promotes anti-graffiti campaign at the neighborhood
level.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS
AND ABILITIES
KNOWLEDGE OF:
- public relations techniques used in dealing with the various civic and community organiza-
tions.
- city ordinances and regulations governing sanitation and recycling principles and practices.
ABILITY TO:
- employ a high degree of tact, diplomacy and judgment in creating public interest, support and
participation in urban beautification programs.
- prepare and deliver talks to diversified groups and organizations.
- organize promotional activities.
- supervise the work of a group of subordinates engaged in carrying out the various aspects
of the clean block program.
- establish and maintain effective working relationships with associates and the public.
- prepare reports and maintain routine records.
MINIMUM ACCEPTABLE TRAINING
AND EXPERIENCE
(The following statement represents
the minimum training and experience standards which will be used to admit or reject applicants for
tests. Applications submitted by candidates for this class will be reviewed based on training and
experience requirements as approved on 12/97.)
EDUCATION
- Education equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE
- Two years of sanitation neighborhood development experience.
AND
SPECIFIC EXPERIENCE
- Two years of supervisory level neighborhood development experience.
Or any equivalent combination of education and experience determined to be acceptable by
the Personnel Department that has included the specific experience.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required
of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the
Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Clean
Block Administrator.
