CLEAN BLOCK SUPERVISOR
GENERAL
DEFINITION
This is supervisory work directing employees engaged in contacting and enlisting
residents of City neighborhoods to participate in the City's clean block program. An employee
in this class acts as an across-the-board assistant with responsibility for coordinating city-wide
clean block activities. Motivating and continually maintaining multi-cultural community interest
in the program is a significant aspect of the work. Work is performed under the general
supervision of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position
to be approved for this class.)
- The position must supervise employees engaged in contacting and enlisting residents of
City neighborhoods to participate in the City's clean block program.
- Only one position may be allocated to this class.
- the position must perform the work in the Streets Department.
TYPICAL EXAMPLES OF WORK
(ILLUSTRATIVE ONLY)
- Acts as an across-the-board assistant to the Clean Block Administrator in coordinating
City-wide clean block activities; coordinates the overall activities of clean block personnel
engaged in field work who contact residents of various city neighborhoods of multi-cultural
backgrounds to enlist and maintain support in sanitation and recycling practices and programs;
serves as liaison between neighborhood residents and Philadelphia More Beautiful Committee;
assists residents in resolving various sanitation problems; notifies police districts and sanitation
area supervisors of streets scheduled for clean up; schedules the most efficient collection
route(s); coordinates clean block activities with public relations and communications services and
other departmental and city agencies; schedules and coordinates special events and awards
ceremonies.
- Sets work assignments and priorities; ensures efficiency of clean block work by effective
scheduling methods; reviews weekly reports of work completed; maintains clean block program
budget and computerized and manual record keeping activities; requisitions materials and
supplies.
- Trains new staff members and explains various clean block work procedures to ensure
proper and efficient work progress.
- Addresses neighborhood committees, school groups, and civic groups on clean block and
related sanitation programs; advises organizations and school personnel in techniques of
implementing and maintaining interest in various sanitation and recycling programs; prepares
press releases for distribution to the media.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS
AND ABILITIES
KNOWLEDGE OF:
- public relations techniques used in dealing with the various civic and community
organizations.
- city ordinances and regulations governing sanitation and recycling principles and
practices.
ABILITY TO:
- employ a high degree of tact, diplomacy and judgment in creating public interest,
support, and participation in urban beautification programs.
- organize promotional activities.
- supervise the work of a group of subordinates engaged in carrying out the various aspects
of the clean block program.
- establish and maintain effective working relationships with associates and the public.
- prepare reports and maintain routine records.
MINIMUM ACCEPTABLE TRAINING
AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 12/97.)
EDUCATION
- Education equivalent to completion of the twelfth school grade.
AND
EXPERIENCE
- Two years of sanitation neighborhood development experience.
Or any equivalent combination of education and experience determined to be acceptable
by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions
required of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to and during tenure of employment as a Clean Block Supervisor.
