SOCIAL SERVICE PROGRAM SUPERVISOR
GENERAL DEFINITION
This is program analysis work at the first supervisory level planning and evaluating the programs and
systems controls for governmental and private agencies that provide a variety of social services for the City.
An employee in this class plans, directs, reviews, and evaluates the work of a staff engaged in the planning,
examination, and review of social service program proposals, the evaluation of programmatic and operational
activities of provider agencies, the monitoring of contract compliance, and developing methodologies or
collection of relevant information. The employee may, alternatively, supervise a small staff of technical
employees engaged in studying and evaluating the services provided by human services personnel on a unit
basis and monitoring the compliance of the agency's staff with state regulations and mandates. Establishing
and maintaining effective working relationships with officials or provider agencies and supervising lower level
social service analysts are of major importance in the work. An employee in this class reports to an
administrative or technical superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
- The position must supervise a staff of subordinate Social Service Program Analysts engaged in the
planning, examining and reviewing of social service program proposals, the evaluation of programmatic
and operational activities of provider agencies, and the development of methodologies for collection of
relevant data and the monitoring of contract compliance.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Supervises and participates in examining and evaluating the social service programs and activities
provided and contracted for by the City; identifies the functions, goals, objective, and clients of social service
programs; interviews agency officials and observes the capability of programs' facilities and personnel to
deliver services; prepares written reports detailing findings and recommendations; participates in developing
program budgets, locating funding sources and drafting applications for funding.
- Plans, assigns, and reviews the work of a small staff of lower level social service analysts engaged in
reviewing and analyzing proposed and ongoing programs; supervises and trains staff in the performance of
evaluations and studies of programs; develops objective criteria for evaluating the effectiveness of programs;
reviews proposed studies and approves methodologies including sampling techniques; assists in the research,
design, and construction of questionnaires for agency staff; reviews preliminary and final reports to determine
if conclusions and recommendations are sufficiently substantiated and justified; recommends program
improvements to administrators.
- Supervises and participates in the work of analysts engaged in conducting on-site evaluations of
operations of contracted agencies as well as in-house organizational units; determines whether program
operations conform with stated objectives and established guidelines; interviews agency personnel to gather
pertinent information; reviews record keeping systems and assesses case management techniques to identify
gaps or duplications; verifies relative programmatic and legislative issues; proposes program changes to
strengthen communications, maximize utilization of resources, and improve services.
- Supervises the evaluation of federal and state social service program funding legislation to identify those
programs qualified for funding; writes requests for funding based on funding criteria or guidelines.
- Reviews proposals for contracted social services; recommends selection of potential providers meeting
all necessary criteria.
- Orients representatives from contracted social service agencies on particular performance standards for
compliance with contract requirements.
- Participates in formulating strategies for developing and modifying programs for children and youths
or adults; serves on appropriate committees to provide coordination in program proposals; conducts staff
meetings and training sessions.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:

service planning.
- the principles and practices of administration particularly as they apply to the evaluation and planning
of social service programs.
- the laws, regulations and guidelines affecting funding and implementation for social service programs.
- principles, practices and techniques of supervision.
- personnel practices and procedures regarding city civil service regulations.
- the administrative principles and practices as they relate to the operation of programs within the social
service system.
- the principles, practice and procedures of preparing annual budgets for agencies engaged in furnishing
social service programs.
- the practices and procedures used in the examination of fiscal documents and records.
- current research methodology in the area of program planning, evaluation and monitoring.
- the principles and practices of contract compliance monitoring.
- municipal ordinances and procedures pertaining to contract processing.
ABILITY TO:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the
minimum training and experience standards which will be used to admit or reject applicants for tests.
Applications submitted by candidates for this class will be reviewed based on training and experience
requirements as approved on 1/84).
EDUCATION:
- Completion of a master's degree program at an accredited college or university with major course work
in public administration, social work administration, business administration or social work.
GENERAL EXPERIENCE:
- Two years of administrative analysis, program monitoring, or social work experience.
AND
SPECIFIC EXPERIENCE
- Two years of the above experience which has been at the full performance level in a social service
program or agency.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel
Department which has included a master's degree in a related area as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
