ENVIRONMENTAL HEALTH PROGRAM ADMINISTRATOR 

 

GENERAL DEFINITION

 

          This is administrative environmental health work, directing and coordinating the operations of a specialized, city-wide environmental health program.  An employee in this class is responsible for supervising, through subordinate supervisors and managers, all phases of an overall program in an area of assignment, and coordinating regulatory and inspectional activities with city, state and federal agencies to ensure conformance with the appropriate regulations and standards.  Work is performed under the direction of an administrative superior.

 

ALLOCATING FACTORS:  (The following conditions must be met for a position to be allocated to this class.)                                                               

1.    Employees in this class must plan, assign, and direct, through subordinate

supervisors, a comprehensive, city-wide environmental health program.

2.   Employees in this class must perform the work in the Health Department.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

          Plans, assigns, and directs, through subordinate supervisors, a comprehen­sive, city-wide environmental health program; formulates programmatic policies and procedures in conjunction with state regulations; defines program needs and objectives.

          Directs the enforcement of rules, regulations and ordinances in the area of assignment; coordinates inspections of a large or complex nature; confers with the proper officials regarding findings. 

          Monitors program; establishes goals and objectives for subordinate staff; evaluates the effectiveness of the program based on the reduction of health hazards and regulations enforcement; modifies program to enhance efficiency and effectiveness; establishes special target areas based on assessed need; coordinates all facts of the targeted area; orients and provides training to personnel involved in the project. 

          Compiles information and assists in the preparation of court cases regarding the prosecution of violation cases; testifies in court as a City representative; prepares budget, grant and/or reimbursement applications; provides operational cost estimates; may assist the Director in the implementation of all environmental health services programs; may serve as EHS Director in the Director's absence.     

          Reviews pending legislation applicable to the area of assignment; develops a program of community organization and education; promotes community interest and participation.

          Performs related work as required.

 

Accident Control Assignment

 

          Directs a comprehensive city-wide lead paint poisoning control program, which includes blood testing, education, inspection, paint analysis, abatement, medical treatment and enforcement of regulations. 

          Plans, assigns and directs the activities of subordinates in city-wide programs in lead and healthy home safety principles; reviews and approves programs in these fields; acts as liaison between staff and other departmental and city personnel in carrying out programs.

Plans, assigns, and directs the activities of subordinates in enforcement of business compliance with local tobacco sales laws; directs the enforcement of tobacco retail education and enforcement activities with other City agencies; makes determinations on business exemption from local tobacco sales laws; prepares reports and presentations for City and state agencies, public health stakeholders, and the public regarding tobacco enforcement.

 

 

Environment Control Assignment

 

          Develops and implements environmental control program policies and procedures in such areas as non-municipal water supply, water pollution control, solid waste management, institutional sanitation and safety, tattoo and body art, barber and beauty shop sanitation and recreation and public place sanitation and safety; oversees the operation of the city Asbestos Identification and Assessment Program; monitors follow-up of identified problematic sites and directs the implementation of the asbestos removal phase of the program; receives all solid and infectious waste permit applications; reviews and evaluates applications related to the transfer, storage and disposal of hazardous chemicals or waste.

 

Food Protection Assignment

 

          Establishes and reviews all food protection program policies and objectives; adapts milk and food sanitation policies to changing milk and food technology; determines new areas where health code enforcement is needed and plans inspectional programs; develops procedures regarding the collection of milk and food specimens for laboratory examination of potentially hazardous food products and the collection of samples for the determination of adulterants; seizes or orders destroyed, any food or milk that is of questionable quality and may be injurious to the health of the general public; reviews equipment and building plans for restaurants and milk and food handling or processing establishments; makes recommendations to enable proprietors to comply with various health codes.

          Ensures sanitary conditions, equipment and operating procedures of establishments and sites are followed as determined by the City health code; coordinates and conducts post-fire inspections; monitors food handling practices of vendors during special events; ensures food and drug recalls are implemented at establishments; implements cease operations of food establishments in violation of City Health Codes; implements and enforces requirements for pandemic response at food establishments.

 

Operations and Administration Assignment

          

Directs the administrative functions for all Environmental Health Services sections; determines and sets priorities of field personnel as they pertain to the accomplishments of section goals; allocates personnel and financial resources to meet the objectives and assignments of the programs; supervises the preparations of the EHS budget; allocates personnel and financial resources to meet budget requirements; ensures technical training requirements for program areas meet the local, state, and federal guidelines for environmental health; administers through subordinate technical staff software needs to conduct field inspections/investigatory activities; coordinates Citywide special events to ensure compliance with departmental safety requirements; assists director with environmental health research projects.

 

 

Vector Control Assignment

 

          Directs a city-wide vector control program including activities such as inspection, surveillance, education, animal management, baiting, extermination, neighborhood clean-up, sewer repair, and community organization; evaluates program effectiveness by the number of complaints received, including the incidence of animal bites, number of rat and insect infestations, and incidences of rat-borne and insect-borne diseases; evaluates program achievement in terms of obtaining community participation in reaching goals and objectives.

         

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•         the federal and state environmental health laws, rules, and regulations applicable to public health sanitation

·                 the laws, rules, regulations applicable to the Health and Administrative codes related to environmental health ordinances

•         the theory, principles, practices, and objectives of environmental health programs, with special emphasis on those in the field of the area of assignment

•         the principles of public health epidemiology

•         chemical, physical and biological sciences as they relate to environmental health hazards

•         supervisory and management principles practices, methods and techniques

•         the requirements of city, state and federal regulations pertaining to infectious and hazardous waste disposal storage and transportation

 

SKILL IN:

 

·             reporting on and making recommendations for environmental health programs

·                 developing culturally sensitive environmental health outreach and enforcement activities

·                 the use of database, word processing and spreadsheet applications to ensure program outcomes can be tracked and analyzed

·             dealing with the public affected by City code administration

·                 cultivating effective working relationships with city, state and federal officials, local, community and business groups and the general public

 

 

ABILITY TO:

 

•         develop, organize and effectively administer an environmental health sanitation program

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE  (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 8/24.)

 

EDUCATION:

 

          Completion of a master's degree program at an accredited college or university with major course work in environmental health or related program.

 

NOTE:  Any Bachelor’s degree and one year of experience as a Public Health Sanitarian may substitute for the required coursework.

 

NOTE: Completion of an industry related certification or additional experience may substitute for the required education on a year for year basis.

 

 

AND

GENERAL EXPERIENCE:

 

          Five years of experience in environmental health work, two years of which have been in a supervisory capacity in the area of assignment.

 

AND

SPECIFIC EXPERIENCE:

 

          One year of experience at the management level managing an environmen­tal health program for the Health Department.

         

OR

 

Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience as described above.

 

 

NOTE: A minimum of an additional three (3) years of experience managing an environmen­tal health program for the Health Department in the area of assignment may be substituted for the master’s degree requirement.

 

NOTE: Selective Factor Certification may be utilized, as needed, to fill specific positions. In accordance with Civil Service Regulation 11.032 - Selective Factor Certification – the appointing authority may request certification of eligible candidates with specified experience to fill specific positions in this class. Certification to fill such positions will be made from the two highest ranking eligible candidates on the eligible list who possess the specified experience.

LICENSES, REGISTRATIONS, AND/OR CERTIFICATES

 

          Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Environmental Health Program Administrator.

 

 

PHYSICAL AND MEDICAL REQUIREMENTS:

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
