GENERAL DEFINITION
This is public health administrative work directing and coordinating a City-wide environmental health services program. The employee in this class directs, through subordinate administrators, tobacco control, institutional health, food protection, vector control, lead poisoning prevention, and occupational and radiological health programs. Work includes the enforcement of regulations, statutes and ordinances and the oversight of inspectional, investigatory and educational activities required to control environmental health hazards. Securing the cooperation and support of the business and industrial community and the general public is significant to the work. Work is performed under the direction of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. This position must direct, through subordinate administrators, the city-wide environmental health services program.
2. Only one position will be allocated to this class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Directs, through a subordinate administrator, a city-wide milk and food sanitation program, and the development of environmental program policies for the supervision of the production, processing and handling of milk and food; directs enforcement of food safety requirements.
Directs, through a subordinate administrator, a comprehensive city-wide lead paint poisoning control and healthy homes program, including such activities as blood testing, education, inspection, paint analysis, abatement, medical treatment, and enforcement of regulations; directs databases and information systems regarding environmental health or grant funding to leverage and manage program outcomes.
Directs, through a subordinate administrator, a city-wide vector control program including West Nile Virus and other mosquito borne diseases which includes inspection, surveillance, education, animal management, baiting, extermination, and neighborhood clean-up activities; directs the development of a community organization and education program designed to enlist the cooperation of the public in vector abatement activities.
Directs, through a subordinate administrator, the operation of city-wide environmental control programs in bottled drinking water pollution, solid hazardous and medical waste management and inspections, institutional sanitation and safety, barber/beauty shop sanitation, tattoo and body art, and recreational and public place sanitation and safety; tobacco sales practices and permitting; directs the development of program policies and goals regarding inspection and enforcement.
Directs enforcement of pandemic response requirements for all environmental health programs in department; studies and analyzes various aspects of the environmental and sanitation programs to ascertain that work is being carried out in accordance with established standards and program goals using national guidelines; recommends local regulations to board of health or city council pertaining to environmental health services; implements new regulations regarding environmental health; reviews reports submitted by subordinate administrators to ascertain accomplishments, and determine priorities, staffing needs, and budget requirements.
Discusses and reviews objectives and goals with subordinate administrators and departmental officials; develops outcomes and quality assurances for regulation enforcement; makes recommendations for new programs or for strengthening existing programs; reviews and approves grant applications for environmental health programs; ensures grant programs meet applicable guidelines; plans and establishes program goals; enforces and directs the enforcement of rules, regulations and ordinances related to control of environmental hazards; researches current environmental health best practices and publishes research projects.
Confers with other City department heads, citizen advisory boards, civic, professional, other agencies, and trade associations to determine their needs and to enlist their support in program enforcement; presents information before local, state and federal legislative bodies concerning appropriate standards, departmental recommendations and to promote action for appropriate environmental health legislation.
Performs related work as required.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 11/21.)
EDUCATION:
Completion of a master's degree program at an accredited college or university with major course work in environmental health or related program.
AND
GENERAL EXPERIENCE:
Three years of experience supervising environmental health workers in a city-wide program.
AND
SPECIFIC EXPERIENCE:
Two years of experience administering a city-wide environmental health program as an Environmental Health Program Administrator.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included a masters degree program with major emphasis in environmental health or a closely related field as an educational minimum and the specific experience as described above.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Environmental Health Program Director.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
