ENVIRONMENTAL HEALTH PROGRAM MANAGER

(Air Management)

GENERAL DEFINITION

 

          This is administrative environmental health work directing environmental health activities in an assigned program area.  Employees in this class supervise, through subordinate supervisors, a staff engaged in inspectional and investigative, technical plan review or lead abatement and outreach activities related to food protection, institutional sanitation and safety, hazardous materials, solid and infectious waste handling and disposal practices, vector control, lead poisoning, healthy home evaluations and environmental health.  Employees in the Air Management specialty supervise, through subordinate supervisors, a staff engaged in evaluating sources of air and noise pollution for compliance with prescribed permit conditions and applicable federal, state and municipal codes and regulations. Work includes participating in the development and implementation of division policy and operational procedures. 

          Establishing goals and objectives for subordinate staff and evaluating program effectiveness are significant aspects of the work.   Work is performed under the direction of an administrator.

 

ALLOCATING FACTORS:   (The following conditions must be met for a position to be allocated to this class.)

 

1.     Employees in this class must work in the Air Management, Environmental Health Services or Maternal and Child Health Divisions of the Health Department.

2.     Employees in this class must direct, through subordinate supervisors, environmental health or air management activities in an assigned program area.

BILINGUAL SPECIALTY

 

          Performs the duties described below with English language speaking and designated non-English speaking populations.

 

ALL SPECIALTIES

 

          Develops, revises and implements procedures and techniques relating to specific aspects of air management or an environmental health program in areas such as food safety and protection, air/noise pollution control, animal, insect and rodent control, environmental engineering, healthy home evaluations, or lead poisoning control.

          Directs a staff of sanitarians, field investigators, and technical and clerical support staff in assigned program area; conducts orientation and training sessions; provides consultation to environmental district supervisors by reviewing reports and inspecting complex establishments to evaluate environmental health or air/noise control programs.

          Directs and coordinates field operations and special phases of the environmental health or air/noise pollution control program; directs the enforcement of public health emergency response such as epidemics, pandemics, or release of chemicals in the area of assignment for environmental health investigation and response; plans and implements inspectional, abatement, medical and educational activities in the environmental health program; coordinates inspectional activities with federal and state officials; makes referrals to federal, state and other local agencies when necessary.

          Prepares a variety of technical reports based on field investigations and analysis of statistical data; makes recommendations for the modifications of programs, establishment of in-service training for personnel, or changes in staffing patterns to meet shifts in work load.

          Manages subordinate supervisors to ensure proper tracking, reporting, and evaluation of inspectional work for assigned program area; ensures that databases for the specific program area are maintained and can provide the needed data for policy decisions.

          Conducts hearings on issues of non-compliance; prepares materials for court actions and participates in legal proceedings to enforce the public health or air management code and regulations. Reviews permit applications for solid and infectious waste and coordinates a response to the State from other agencies and departments involved in the review process.

          Provides operating budget figures and prepares grant and/or reimbursement applications for assigned program; manages remediation grants for lead and healthy homes by assignment.

          Serves on departmental and inter-departmental committees formed to address environmental health and related issues.

          May review and make recommendations on bills pending legislation.

          Performs related work as required.

 

AIR MANAGEMENT SPECIALTY

 

          Performs the above-mentioned duties to direct Air Management program; Manages public access to public records abiding by exemptions and protections in the Right to Know Law (RTKL); Coordinates with facilities in any inspection, notice of violation, penalties, complaint response, emergencies and related issues to resolve problems.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

ALL SPECIALTIES:

•         supervisory and management principles, practices, methods and techniques

•         the principles, practices and objectives of health programs in the area of specialization

 

AIR MANAGEMENT SPECIALTY:

•          the laws, ordinances and regulations relative to air pollution control and noise abatement

•          the properties and characteristics of hazardous air pollutants and associated safety and personnel protective equipment

•           the techniques and equipment used for the detection and measurement of toxic and hazardous air pollutants and sound measurement

 

GENERAL AND BILINGUAL SPECIALTIES

•         the federal and state environmental health laws, rules and regulations applicable to environmental health inspections

•         the laws, rules, regulations applicable to the Health and Administrative codes related to environmental health ordinances

•         the sanitary practices to be followed in food establishments, nursing homes and other institutions, swimming pools, water systems and rodent and other vector control

•         the basic principles of bacteriology and laboratory practice as related to the analysis of milk, food, food products, and bottled water

•         the nature and causes of lead and other poisonings in the homes and of the methods of control and prevention

•         the principles of public health and epidemiology, and occupational and radiological health

•         physics, chemistry and mathematics

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE  (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 8/24.)

 

GENERAL AND BILINGUAL SPECIALTIES:

 

EDUCATION:

 

          Completion of a bachelor's degree program at an accredited college or university with major course work in dairy or food technology, environmental, agricultural, life or physical science, public health or 30 semester hours in any combination of the above.

 

NOTE:  Any Bachelor’s degree and one year of experience as a Public Health Sanitarian may substitute for the required coursework.

 

NOTE: Completion of an industry related certification or additional experience may substitute for the required education on a year for year basis.

 

AND

GENERAL EXPERIENCE:

 

          Three years of experience in environmental health work.

 

AND

SPECIFIC EXPERIENCE:

 

          Two years of environmental health work in a supervisory capacity.

 

 

 

NOTE:  Registration as a Sanitarian with the Commonwealth Board for Registration of Sanitarians or equivalent registration from another state or National Environmental Health Association certification as a Registered Environmental Health Specialist/Registered Sanitarian (REHS/RS) may be substituted for one year of experience.

 

 

AIR MANAGEMENT SPECIALTY

 

EDUCATION:

 

          Completion of an Associate’s degree program at an accredited college or university with major course work in environmental or biological science, chemistry, or biology, or mechanical, chemical, environmental, civil, or electrical engineering or engineering technology.

 

NOTE:  Two years of experience performing technical environmental monitoring or inspection activities in the field of asbestos abatement or air pollution control can be substituted for the college education requirement.

 

AND

GENERAL EXPERIENCE:

 

          Four years of experience inspecting air pollution sources or asbestos abatement project sites.

 

AND

SPECIFIC EXPERIENCE:

 

          Two years of experience as an Air Pollution Control Inspection Supervisor.

 

 

 

ADDITIONAL REQUIREMENT FOR THE BILINGUAL SPECIALTY

 

          Sufficient training and/or experience to be able to understand and speak fluently and clearly in English and the designated non-English language. 

 

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS, AND/OR CERTIFICATES

 

          Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Environmental Health Program Manager.

          Possession of a current certificate as either a Certified Public Applicator or a Registered Pesticide Applicator from the Department of Agriculture of the Commonwealth of Pennsylvania if required by work assignment.

          Possession of a current certificate as a Lead Inspector and Risk Assessor by the Commonwealth of Pennsylvania if required by work assignment.

          Certification of completion of Community Noise Enforcement Certification, EPA Method 9 Visual Opacity Certification, or Asbestos Contractor/Supervisor Certification as issued by Pennsylvania Department of Labor and Industry for positions in the Air Management specialty only.
