GENERAL DEFINITION
This is executive administrative medical and public health work directing and evaluating all medical services for the Ambulatory Health Services division of the Department of Public Health or directing and implementing health care policy for the Department of Public Health. The employee in the Ambulatory Health Services assignment directs and implements operations for all health programs and services carried out by the Ambulatory Health Services division and is responsible for formulating program initiatives, establishing standards and developing professional and administrative policies and procedures for the area of assignment. The employee in the Public Health Evaluation assignment in this class is responsible for overseeing the development of policy and evaluation of standards of medical care throughout the agency, and advising the Health Commissioner in matters of health care policy. Establishing and maintaining effective working relationships with representatives of professional societies and health care institutions, government officials, public and private funding sources, social service agencies, mental health agencies, members of the judicial system, law enforcement agencies, and community groups are major aspects of the work. Employees in the class interact with health agencies at the local, state, and federal level to insure the compliance of the City's various health programs with national and statewide medical guidelines. The employee works under the general direction of the Health Commissioner.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
• The employee in this class must direct and evaluate all health care policy or direct and implement all operations for the Ambulatory Health Services division of the Department of Public Health.
• Positions in this class must work in the Department of Public Health and report directly to the Health Commissioner.
• No more than two positions will be allocated to the class, one in each assignment.

BOTH ASSIGNMENTS
Establishes systems of evaluation of quality patient care and health service effectiveness and efficiency; develops recommendations for programs designed to integrate medical aspects of public health services with other government and private agencies to achieve public health and community goals.
Acts as an advocate to influence policy at the federal, state, and local level to support disease prevention and promotion of healthy behaviors; drafts local legislation in the interest of the department; formulates strategies for influencing legislation supportive of the interests of the City and the Department; develops position papers and advocates the department's position to legislators and their staff; writes and presents speeches.
Establishes and maintains cooperative working relationships with a variety of health care institutions and health service, social service and educational organizations to achieve coordinated health planning and services; represents departmental interests at meetings with governmental agencies, professional and community groups and the public; speaks before interested community and professional groups; responds to the media as required.
Performs related work as required.
AMBULATORY HEALTH SERVICES ASSIGNMENT
Supervises Medical Services Directors and directs, through subordinate administrators, the activities of a large number of professional and technical personnel engaged in providing health services; plans, organizes, directs, and evaluates the overall implementation and operation of health programs and services carried out in the division; works with program directors to implement program changes; conducts staff conferences with medical directors of program components; evaluates changes in community health requirements, develops health service priorities and implements new programs or revisions of existing ones to meet current needs;
Provides technical direction to medical directors of program components within the department; advises administrators of problems pertaining to diagnostic and treatment protocol; reviews training standards for medical and health care personnel and recommends the development of additional training programs to insure adequacy of care provided to health facilities.
Develops, establishes and maintains an integrated system of health services through direct provision of patient care and contractual agreements; directs contractual arrangements to purchase outpatient services from health care institutions and other health service organizations.
Determines whether division programs conform to established goals and objectives; directs allocation of program resources to meet goals; makes recommendations concerning health ordinances, rules, regulations and policies for Ambulatory Health Services.
Interprets, implements and directs City, State and Federally funded programs
through subordinate supervisors; evaluates program requirements according to City, State and federal mandates, regulations and policies; prepares and submits progress and cost reports on funded programs; orders changes in procedures to comply with objectives; coordinates the various phases of the program; prepares and submits to federal and state funding authorities requests for funding of new or current programs.
Interprets reports and statistics; directs the preparation of annual and summary reports; coordinates information management activities within Ambulatory Services; directs the preparation of periodic reports for submission to Federal, State and City regulators as funding sources.
Prepares and presents budget and grant requests for funding health service programs and activities; implements management information and billing systems to obtain revenue and administrative reports; meets with governmental and foundation representatives to discuss program objectives and funding requirements; administers grants received for special health programs; directs the coordination of information management needs within the area of responsibility.
Serves on Breast Health Coalition Advisory Board, Adverse Childhood Experience (ACE) Task Force, Housing and Urban Development (HUD) Homelessness Committee, Pharmacy & Therapeutics Committee, Quality of Care Committee, Electronic Health Record Executive Committee, Prison Health Review Committee.

PUBLIC HEALTH EVALUATION ASSIGNMENT
Responsible for overall public health agency strategic health care direction; reviews and recommends modifications for health care services to the various components of the government; reviews and evaluates existing health care facilities, organizations, medical, nursing and health care practices throughout the department to determine adequacy of services and needs in these areas; confers with medical directors and administrators of the agency's public health programs; reviews medical and technical reports to evaluate quality and accuracy of patient care and treatment services; makes recommendation to the Health Commissioner on requirements to bring services into compliance with national and statewide guidelines.
Advises and assists the Health Commissioner in the formulation and coordination of overall program objectives and public health policies; prepares periodic reports.
Promotes community interest in the utilization of public health services; speaks before interested lay and professional groups; represents the Health Commissioner at meetings with other city agencies, professional groups, and the public; establishes and maintains cooperative relationships with health agencies and hospitals to achieve coordinated health services goals.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. BOTH ASSIGNMENTS
EDUCATION:
Graduation from an accredited school of medicine or osteopathy with a degree of Doctor of Medicine or Osteopathy and completion of a residency in an approved hospital.
AND
Possession of a certificate in Internal Medicine, Pediatrics, Family Practice or Quality Assurance & Utilization Review issued by the appropriate board of specialization.
AND
AMBULATORY HEALTH SERVICES ASSIGNMENT
GENERAL EXPERIENCE:
Six years of experience in the practice of medicine.
AND
SPECIFIC EXPERIENCE:
Four years of experience as a Medical Services Director performing medical and administrative work directing and coordinating the provision of services of a comprehensive medical care program within the Department of Public Health.
OR
PUBLIC HEALTH EVALUATION ASSIGNMENT
GENERAL EXPERIENCE:
Six years of experience in the practice of medicine or public health policy development.
AND
Four years of technical supervisory experience of multiple public health medically related programs.
Note: Possession of a master's degree in public health from an accredited college or university may substitute for up to two years of the general experience. .
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included possession of the certifications and the specific experience described above.
NOTE: Selective Factor Certification may be utilized, as needed, to fill specific positions. In accordance with Civil Service Regulation 11.032 - Selective Factor Certification – the appointing authority may request certification of eligible candidates with the specified qualifications to fill specific positions in this class. Certification to fill such positions will be made from the two highest ranking eligible candidates on the eligible list who possess the specified experience and/or certifications.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid unrestricted license to practice medicine in the Commonwealth of Pennsylvania issued by the State Board of Medical Education and Licensure at the time of application and during tenure of employment.
Certification in Internal Medicine, Pediatrics, Family Practices or Quality Assurance & Utilization Review issued by the appropriate board of specialization at the time of application and during tenure of employment if required by assignment.
Possession of an unrestricted Controlled Substances Registration Certificate from the United States Department of Justice, Drug Enforcement Administration prior to appointment and during tenure of employment if required by assignment.
Completion of one hundred fifty (150) hours of continuing medical education (CME) credits within three years from the date of appointment, of which a minimum of sixty (60) hours shall be Category I credits if required by assignment.
