MEDICAL CARE CLINICAL DIRECTOR

GENERAL DEFINITION

 

          This is medical administration work directing, through subordinate supervisors, teams of medical, nursing, counseling, technical and paramedical personnel engaged in providing primary, ambulatory medical care in one or more municipal health centers in the area of specialization or in the division of Disease Control.  Employees in this class in the Internal Medicine, HIV Services, and Pediatrics specialties are responsible for insuring the adequacy of medical care and related services provided by health center personnel and by other health care institutions to patients enrolled in a medical care program.  Direction of medical care teams, contact with administrators and physicians of other health care institutions, establishing and maintaining effective working relationships with representatives from managed health care organizations, and participating with managed health care organizations in the review of the medical care provided to health center patients are of major significance to the work.  The employee in the Disease Control specialty is responsible for directing the division wide activities of medical and administrative personnel to prevent, control, and report on diseases and health conditions that are contagious. Directing the development and implementation of public health emergency response plans for the City and ensuring Philadelphians are prepared for any kind of public health emergency are of significance to the work.  Work may include directing and/or participating in program planning, grant writing and overseeing the development and evaluation of standards associated with the program.  Work is performed under the medical and administrative direction of a higher level physician for all specialties except Disease Control.  Work is performed under the direction of an administrative or medical superior for the Disease Control specialty.

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

 

1.       Only one position will be assigned to each of the HIV Services, Pediatrics, and Disease Control specialties.

2.       Employees in this class must direct teams of medical, nursing, counseling, technical and paramedical employees providing primary ambulatory medical care in one or more municipal health centers or in the Division of Disease Control.

3.       Positions must be located in the Health Department.

ALL SPECIALTIES

 

          Directs, through subordinate supervisors, medical and technical personnel in the delivery of services in the area of specialization; provides leadership to staff and external stakeholders in area of specialization; provides advisement to senior leadership on area of specialization; creates healthy workplace culture.

          Participates with administrative and professional superiors in developing operational procedures and standards for the program.

          Establishes and maintains effective working relationships with representatives from managed health care organizations, grantors, regulatory federal and state agencies, city officials, and community partners. 

          Performs annual written evaluations for staff; responds to grievances and disciplinary matters. 

          Performs related work as required.

 

INTERNAL MEDICINE, HIV SERVICES AND PEDIATRICS SPECIALTIES

                                                                                

          Directs, through subordinate supervisors, medical care teams including physicians, physician assistants, nurses, nurse practitioners, nutritionists, social workers, laboratory and x-ray technicians; evaluates medical care and related services provided by clinic personnel and by other health care institutions; contacts consulting physicians to discuss diagnostic and therapeutic services provided to patients; confers with medical care team supervisors and members to discuss the adequacy and appropriateness of care and referrals provided, and to identify and resolve problems in operating procedures; prescribes changes in diagnostic and therapeutic services.

          Observes standards of medical care being provided; selects and reviews medical charts, x-rays and reports of laboratory analyses.

          Serves as in-house specialist in internal medicine; provides technical consultation and direction to team physicians and extended care providers on more difficult or unusual cases; investigates and recommends new techniques in diagnosis and treatment; conducts in-house training programs for medical care team members.

          Arranges with other health care institutions for provision of a full range of ambulatory, specialty and in-patient services, and evaluates quality of services provided.

          Provides consultative services to hospitals; advises hospital officials on clinic operations; orients new clinic physicians and resident physicians to public health policies and objectives; directs training of staff physicians and residents; lectures to lay and professional groups.

          Conducts case conferences and seminars to present unusual or interesting cases to all medical personnel; calls for staff and individual conferences to explain and interpret departmental policies and procedures; evaluates clinic practices and recommends changes in procedures to improve service to patients; investigates and recommends new techniques in diagnosis and treatment.

          Participates with administrative and professional superiors in developing operational procedures and standards for the medical care program.

          Establishes and maintains effective working relationships with representatives from the Health Center Community Board.

          Performs annual written evaluations and annual chart reviews for each subordinate physician and extended care provider assigned to the health center(s).

          Reviews proposals for funding of programs and services, recommends appropriate action and response through grant writing.

          Participates in the development of community education programs.

          Provides content for training programs; plans and conducts or participates in workshops, seminars, and conferences for professional and community groups.

Performs related work as required.

 

INTERNAL MEDICINE/FAMILY MEDICINE SPECIALTY

 

            Directs the provision of internal/family medical care services at a District Health Center(s).

 

HIV SERVICES SPECIALTY ONLY

 

          Directs all activities related to the HIV/AIDS program at District Health Centers.

          Directs through subordinate supervisors, a comprehensive needs assessment of health services in program areas; solicits input from consumers, community leaders and professionals on needed services.

 

PEDIATRICS SPECIALTY ONLY

 

          Directs the development and evaluation of standards for the pediatric programs of the District Health Centers.

          Engages other departmental units as well as other City and non-city agencies in collaborative pediatric initiatives.

          Conducts clinical research with a focus on pediatrics.

 

DISEASE CONTROL SPECIALTY

 

          Directs division activities through subordinate supervisors, related to evaluation, prevention, control, and reporting on contagious diseases and health conditions.

          Directs the development and implementation of public health emergency response plans for the City and ensuring Philadelphians evaluation health services in program areas; solicits input from consumers, community leaders and professionals on needed services to advance strategy and initiatives in disease control.

ALL SPECIALTIES EXCEPT DISEASE CONTROL

 

EDUCATION

 

          Graduation from an accredited school of medicine or osteopathy with a degree of Doctor of Medicine or Osteopathy and completion of a residency in the appropriate area of specialization.

          Possession of a certificate issued by the appropriate board of specialization.

 

AND

GENERAL EXPERIENCE

 

          Two years of experience in the practice of medicine, in the area of specialization, beyond the formal training required of the above certificate.

 

AND

SPECIFIC EXPERIENCE

 

One year of supervisory or administrative medical experience in the area of specialization.

 

DISEASE CONTROL SPECIALTY ONLY:

 

EDUCATION:

 

          Graduation from an accredited school of medicine or osteopathy with a degree of Doctor of Medicine or Osteopathy and completion of a residency.

          Possession of a certificate issued by the appropriate board of specialization in Internal Medicine, Pediatrics, or Preventive Medicine.

 

AND

GENERAL EXPERIENCE

 

          Two years of experience as a physician in infectious diseases, epidemiology, or public health programs.

 

AND

SPECIFIC EXPERIENCE

 

One year of supervisory or administrative medical experience in infectious diseases, epidemiology, or public health programs.

 

OR

 

ALL SPECIALTIES

 

          Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience described above.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

          Possession of a valid unrestricted license to practice medicine or osteopathy in the Commonwealth of Pennsylvania issued by the appropriate state board within six months of appointment for the Disease Control specialty and prior to appointment for all other specialties, and maintenance of the valid licensure during tenure of employment as a Medical Care Clinical Director.

          Eligibility for hospital admitting privileges in the appropriate specialty department, and possession of hospital admitting privileges within one year of appointment and during tenure of employment for all specialties except for Disease Control.

          Eligibility for an unrestricted Controlled Substances Registration Certificate from the United States Department of Justice, Drug Enforcement Administration, and possession of such certificate within six months of the date of appointment and during tenure of employment for all specialties except for Disease Control.

          Completion of one hundred fifty (150) hours of continuing medical education (CME) credits within three years from the date of appointment, of which a minimum of sixty (60) hours shall be Category I credits.
