GENERAL DEFINITION
This is administrative and technical work developing, implementing and monitoring the compliance of the PENNSYLVANIA EMS Training program for Philadelphia County. The employee in this class acts as the representative for the Philadelphia region with the State Department of Health, and coordinates all training aspects for EMS field providers. The employee is also responsible for the certification of all training institutes, personnel, and medical command facilities. Work includes compliance review of the EMS training function for the Philadelphia Fire Department, review of all procedures related to the regional training function, and interaction with EMS officials of surrounding regions. Coordination of EMS educational activities with the Pennsylvania State Department of Health, certification of EMS field providers, and implementation of policies, rules, and regulations for provision of emergency medical services are significant aspects of the work. Work is performed under the direction of an administrative superior.

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Develops, implements, and maintains a regional training program for provision of emergency medical services for the Philadelphia region; works in concert with the State Department of Health in oversight of the regional training function; administers State policies for the execution of the emergency medical service functions; periodically reviews certifications and accreditations of all paramedics, emergency medical technicians, emergency room staff, medical command centers, and emergency medical services training institutes.
Administers certifying examinations for students seeking accreditation as paramedics and emergency medical technicians; certifies students upon successful completion of coursework; certifies graduate student as instructors to train ALS and BLS courses; reviews curriculums at training institutes; observes training at institutes and accredits institutes as official training centers.
Reviews credentials of emergency room physicians at specially designated medical command centers; reviews administrative practices of command centers; ensures delivered emergency services are in accordance with accepted policies as set forth by the State Department of Health; accredits hospitals as official medical command centers.
Assures compliance with state standards for EMS training program at the Academy for the Philadelphia Fire Department; develops curriculum; teaches courses; certifies successful students for ALS and BLS certification in accordance with state standards.
Confers with EMS officials of surrounding counties; compares curriculums to better develop uniform training and testing mechanisms; ensures the best materials and instruction are offered; analyzes and compares test results to discern possible testing irregularities; provides pertinent information to State Department of Health.
Participates in committees with all EMS representatives throughout the state; compares programs to better deliver services and instruction; develops recommendations to be presented to the State Department of Health governing provision of emergency medical services.
Reviews plans of special events with large attendance; ensures adequate emergency medical care is contracted for; purviews post event report to monitor correctness of actions taken; visits area high schools; presents overviews of emergency medical services to the students; instructs teachers in Basic Life Support (BLS) techniques that they can impart to students.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
Completion of a Bachelor's degree program from an accredited college or university with major course work in nursing, health care administration, health education, emergency medical services, or a closely related health care field.
ANDTwo years of experience in direct patient care which has included providing emergency medical treatment, or two years experience administering health care education programs.
AND
Three years of health care training experience in a public health, emergency service, or patient care setting which has included developing training curricula and conducting continuing medical education programs in the areas of acute care, intensive care, cardiac care, or trauma treatment.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the specific experience described above, and completion of an Associate's degree in emergency medical technology or nursing as an educational minimum.
