RADIOLOGY SERVICES ADMINISTRATOR

 

GENERAL DEFINITION

 

          This is public health administrative work at the second supervisory level planning, directing and coordinating, through a subordinate supervisor, the provision of diagnostic radiology services in the City's health centers and institutional health care settings.  The employee in this class is responsible for coordinating the activities of the diagnostic imaging department; developing and implementing programs, policies and standards used in the evaluation of services provided directly by the City or through a consortium of contracted hospitals and agencies. The employee is responsible for develop­ing and evaluating technical standards, policies and procedures for radiology services.   This employee is responsible for grant development, implementation, and the coordination of onsite audits by various governmental and managed care agencies to maintain licensure.    Significant aspects of the work include establishing radiological service goals, training and orienting staff in the use of new equipment, procedures and techniques, identifying and resolving funding and programmatic issues, ensuring the delivery of appropriate health services, and supervising subordinate supervisory, technical, clerical, contract and volunteer staff.  Work is performed under the general supervision of an administra­tive superior. 

 

ALLOCATING FACTORS:   (The following conditions must be met for a position to be allocated to this class.)

 

1.    Only one position shall be allocated to this class.

2.    This position must direct, through a subordinate supervisor, the planning, developing, coordinating, monitoring and evaluation of program services of the City's diagnostic radiology services.

3.    The position must be located in the Department of Public Health.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

          Plans and directs radiology services through a subordinate supervisor; evaluates radiology services in the City's health centers and institutional health care settings; conducts site visits.

          Reviews budget requests for radiology services; develops overall staffing schedules for x-ray technologists; oversees, facilitates, and develops technical policies and procedures; oversees and facilitates citywide technological changes in the provision of radiological services.

          Plans, develops, directs, evaluates and monitors the radiology quality assurance program to conform with federal and state regulations; develops standards and procedures for processing digital radiographic materials; develops, and maintains a system for monitoring levels of radiation exposure to health department staff.

          Reviews specifications and approves purchase requisitions for supplies, services, and equipment necessary for radiology services; ascertains that budgetary and other related requirements are met; authorizes payments to vendors.

          Plans and designs radiology suites; selects new equipment needed; consults with architects and city officials regarding the design and development of radiology suites under construction.

          Consults with public health program administrators and technical consultants on the development of radiology protocols and procedures; interviews and selects new employees.

          Plans and coordinates the mobile mammography program; develops program policy, patient and staff protocols; meets with potential funding sources; writes and presents proposals.

          Reviews Federal Registers and Pennsylvania Bulletins to identify new and revised rules, regulations, proposal requests, and related information which have a potential effect on program; distributes information to the appropriate parties.

          Provides staff training and conducts staff conferences.

          Plans and effectuates inter-governmental site visits to agency facilities; prepares site visit reports of accomplishments, problems and recommendations for improvements.

          Reviews and evaluates federal, state and private sources of funding for services and research; interprets funding law and regulations and plans, develops and implements procedure for submitting applications.

          Oversees and coordinates annual inspections as required by the Department of Environmental Protection, the Food and Drug Administration and other regulatory bodies.

          Oversees audits and presentation of radiological study data for regulatory review in accordance with Federal regulations.

          Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·       the principles and practices of planning, developing, monitoring and evaluating radiology programs and services

·       program priorities, departmental policies, and judicial guidelines in the area of radiology

·       the principles, practices, methods, and new developments in the field of diagnostic radiology technology

·       the principles, practices, and methods associated with the development, submission, and implementation of grants

·       digital radiology and mammography technologies

·       federal and state rules and regulations governing occupational hazards and safety precautions of radiographic work

ABILITY TO:

 

·       access community and client radiological needs and resources

·       plan, direct, coordinate and evaluate, through a subordinate supervisor, the activities of radiology staff and services in ambulatory and institutional health care facilities

·       administer grant applications

·       evaluate the quality and effectiveness of the technical functions and programs

·       assess staff training needs, and develop and administer in-service training as needed to operate digital radiological and mammographic equipment

·       implement changes to provide for more effective and efficient operations

·       evaluate data and prepare recommendations

·       direct the provision of radiological services to the public

·       present ideas effectively, both orally and in writing, develop and implement comprehensive workflow list and patient scheduling system to streamline diagnostic reporting system.

·       oversee the integration of Picture Archiving Communication System (PACS)

·       oversee facility licensure, staff recruitment and supervise non-professional staff

·       establish and maintain effective working relationships with associates

·       advise public health officials on radiological matters and make recommendations to improve program services

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 5/18.)

 

EDUCATION:

 

          Completion of an Associate’s degree program at an accredited college or university or completion of an approved two-year program in radiology technology.

 

AND

CERTIFICATION:

 

          Possession of current registration by the American Registry of Radiologic Technologists (ARRT) as a Radiologic Technologist in both Radiography and Mammography– R.T. (R) & R.T (M).

 

AND

GENERAL EXPERIENCE:

 

           Five years of experience as a radiologic technologist or mammographer in an ambulatory or institutional health care facility.

 

AND

SPECIFIC EXPERIENCE:

 

          Two years of experience coordinating services and supervising a staff engaged in performing diagnostic radiology or mammography services.

 

OR

 

          Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included the completion of an Associate’s degree as an educational minimum, certification and the specific experience described above.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

          Possession of current registration by the American Registry of Radiologic Technologists as a Radiologic Technologist in Radiography and Mammography– R.T. (R) & R.T (M) at the time of appointment and during tenure of employment as a Radiology Services Administrator.
